    February 26, 2010 Staffan Melin Research Director Review of Off-gassing from Wood Pellets A Canadian Perspective The first time the off-gassing from pellets was observed was probably on May 9, 2002 when the ocean vessel MV Weaver Arrow loaded in Vancouver with wood pellets was discharging pellets in Rotterdam and one person was killed and two other people were severely injured as a result of exposure to carbon-monoxide when entering one of the cargo holds. Delta Research Corporation (DRC) in Canada immediately drafted the first warning and guideline (Shipper Cargo Information Sheet - SCIS) in accordance with the IMO regulations to inform on-board crews as well as dock workers in ocean ports about the nature of pellets and the potential risks involved. In June of 2002 the accident was announced by the Canadian delegation at the World Pellet Conference 2002 in Stockholm. Within another month a draft text for a classification of pellets as Material Hazardous in Bulk (MHB) was submitted by DRC to federal Department of Transport Canada and the International Maritime Organization (IMO) for introduction of wood pellets as a commodity in the IMO Bulk Code regulations for ocean transportation. Correspondence was also sent to the Swedish Maritime Safety Inspectorate in August 2002 to gain support for the introduction of the new code for pellets. IMO approved the introduction of pellets in the Bulk Code in 2004 and it became part of the updated version of the BC Code Handbook in December 2004 effective early 2005. From that time and onwards all ocean shipments of pellets from Canada were documented with reference to the new BC Code and the SCIS.

  • Health and Safety Aspects of Solid Biomass Storage, Transportation and Feeding
    This publication focuses on the health and safety issues of the supply chain of solid Health and Safety Aspects biofuels with the objective to highlight commonly used mitigation methodologies of Solid Biomass Storage, to promote a better working environment when dealing with solid biofuels. It has been compiled as a joint effort by experts active in Transportation and Feeding Tasks 32, 36, 37 and 40 of the IEA Bioenergy Agreement, with their own specifi c fi elds of expertise. Only through this cooperation, it was possible to touch upon the full range of issues in one publication that one may come across when developing projects in which solid biomass fuels are produced, traded or used. The properties of a biomass material and the intended use determine how the material should be safely transported and stored. Self- heating, off-gassing and dust explosions are signifi cant challenges for the industry that have already resulted in signifi cant losses of capital investments and even tragic loss of life. Likewise, exposure to biologically active material, such as moulds and spores may form a serious hazard for the health of workers involved. With the growth of the bioenergy sector, it is important not only that opportunities for bioenergy are implemented in an effi cient and economic manner, but also safely. I was encouraged by your initial call with Mr. Putin and your recognition that Alexey Navalny’s arrest was unwarranted and an unjust attempt to silence Russia’s most prominent opposition leader. I’ve worked with Navalny since 2010 and served as Executive Director of his Anti-Corruption Foundation, which exposed staggering corruption within the Putin regime. Before Navalny’s arrest, our team prepared a video that exposed Putin’s wealth and hubris. The video focuses on a $1.3 billion palace that Putin’s allies -- businessmen and heads of large state-owned companies who owe their positions to Putin -- built for him personally. A string of investigations shows that the same oligarchs who built Putin’s palace also supply his mistresses and their parents, and Putin’s children, with yachts, apartments and multi-million dollar-a-year-jobs at the companies they control. Navalny’s video expose has been watched over 100 million times. That’s more than half the population of Russia. This helps explain why so many Russians -- young and old alike -- have taken to the streets to protest the regime. Everyone understands that as long as Putin’s kleptocratic regime controls Russia, the people of Russia have no future. For years, Alexey Navalny has advocated sanctions against individuals who play key roles in aiding and abetting Putin and who take the lead in the persecution of those who seek to express their opinions freely and expose corruption in the system.

    THE POLITBURO 2.0 AND THE ANTI-ESTABLISHMENT WAVE Summer 2019 THE POLITBURO 2.0 AND THE ANTI-ESTABLISHMENT WAVE This report is based on the results of non-formalised expert interviews with representatives of the Russian political class. The expert panel was formed in 2012 and has been regularly updated since then, currently totalling more than 100 experts. CONTEXT In our anniversary report on Politburo 2.0, published in August 20171, we made several forecasts, which were verified in the following two years. The Politburo 2.0, an informal decision-making structure that has developed around Vladimir Putin, has been preserved after the 2018 presidential election. The composition of the Politburo 2.0 has been undergoing a gradual rotation. The key changes to date include the entry of Nikolay Patrushev, the secretary of the markedly strengthened Security Council, into full Politburo 2.0 membership, the return of businessman Gennadiy Timchenko, the preservation and strengthening of positions of Igor Sechin and Arkadiy Rotenberg, the transition of the State Duma Speaker Vyacheslav Volodin to the rank of candidate member, as well as a decrease in the number of candidate members, mostly due to the weakening influence of the representatives of large private companies. Only players serving as supervisors of significant industries and projects remain in the major league of the Russian political elite. Further deterioration of Russia’s relations with the West, as we had forecast, pushes the Politburo 2.0 to opt for the mobilisation scenario. This entails an increase in the role of the Security Council’s apparatus, which is becoming the fourth element of the “Big Government”2 – alongside the Presidential Administration, the government per se and the key state corporations.
