The Economic Vote in New Zealand An analysis of how macroeconomic conditions and perceptions of the economy affect voter behaviour Luke Gardener Abstract A large body of research suggests the performance of the economy has a significant effect on voter behaviour. However, there has been limited analysis of this issue in relation to New Zealand. This thesis seeks to correct this gap in the literature. It provides a review of the theoretical support for economic voting theory and discusses three key methods of analysis: vote functions, popularity functions, and the individual-level study. It undertakes a macro-popularity function analysis to determine the effect of impartial macroeconomic conditions on voter behaviour in New Zealand between 1978 and 2015. This is followed by a micro-individual analysis that determines the effect perceptions of the economy have on voter behaviour in New Zealand between 2002 and 2014. It finds the evidence to support economic voting in New Zealand is mixed. The macro-analysis suggests macroeconomic conditions have a minimal to moderate effect on voter behaviour. The micro- analysis finds perceptions of the economy have a stronger effect, but that partisanship is a far more important indicator of vote choice. i Acknowledgments There are many people that helped me complete this thesis; far too many to list on a single page. Adapting to Institutional Change in New Zealand Politics Raymond Miller Introduction Studies of political leadership typically place great stress on the importance of individual character. The personal qualities looked for in a New Zealand or Australian leader include strong and decisive action, empathy and an ability to both reflect the country's egalitarian traditions and contribute to a growing sense of nationhood. The impetus to transform leaders from extraordinary people into ordinary citizens has its roots in the populist belief that leaders should be accessible and reflect the values and lifestyle of the average voter. This fascination with individual character helps account for the sizeable biographical literature on past and present leaders, especially prime ministers. Typically, such studies pay close attention to the impact of upbringing, personality and performance on leadership success or failure. Despite similarities between New Zealand and Australia in the personal qualities required of a successful leader, leadership in the two countries is a product of very different constitutional and institutional traditions. While the overall trend has been in the direction of a strengthening of prime ministerial leadership, Australia's federal structure of government allows for a diffusion of leadership across multiple sources of influence and power, including a network of state legislatures and executives. New Zealand, in contrast, lacks a written constitution, an upper house, or the devolution of power to state or local government. As a result, successive New Zealand prime ministers and their cabinets have been able to exercise singular power. This chapter will consider the impact of recent institutional change on the nature of political leadership in New Zealand, focusing on the extent to which leadership practices have been modified or tamed by three developments: the transition from a two-party to a multi-party parliament, the advent of coalition government, and the emergence of a multi-party cartel. -

These have been made on the basis of her history as an academic, her gender, domestic status and personal life, and not least her politics. John Banks and Lindsay Perigo, in their host roles on the Radio Pacific breakfast talk show The First Edition,1 crystallised various of these attack strategies into a characterisation which I describe as ‘communist lesbian dictator’. This is not to say that Banks or Perigo ever owned or controlled the discourse which feeds this charac- terisation; indeed it is quite widespread, enough so that caricatures of Clark2 routinely make fun of her ‘masculine’ characteristics, her ‘ruthlessness’, her tendency to wear red blazers, and other such symbolic matter. -

MEDIANZ VOL 17 NO 1 • 2017 https://DOI.org/10.11157/medianz-vol17iss1id185 - ARTICLE - The Media We Want By 2020 Gavin Ellis Abstract A period as short as three years will not produce fundamental change to New Zealand’s news media landscape but there is scope for positive improvement within a version of the status quo. Media – and the workings of democracy – would be improved by market reform, greater co- operation in news-gathering, and comprehensive multimedia regulation that protects citizens’ rights. However, for mainstream media to fully serve their democratic function they must urgently institute measures to regain the public’s trust. Forecasting the future of journalism follows one of two paths: it is either an understandable desire to seek Jerusalem and William Blake’s Countenance Divine shining forth upon our clouded hills, or to deny Jerusalem and foresee the endless grinding of dark Satanic mills. Yet hovering over any prediction on the future of journalism is its susceptibility to sudden change. Even an attempt to steer a sober middle course between determinism and chaos is fraught with risk. There is an object lesson in Leo Bogart’s 1989 prognosis on the state of newspapers that ‘the worst appears to be over’ (Bogart 1989, 49). He had the misfortune to make his prediction in the year that Tim Berners-Lee introduced the world to his wide web and Rupert Murdoch launched Sky TV in the United Kingdom. The lesson: when divining media futures, be aware that you may be proven wrong by the passage of a relatively short space of time.
