Sviatets ADAPTATION OF INTERNATIONAL EXPERIENCE OF FINANCIAL SUPPORT TO ROAD INDUSTRY ENTERPRISES TO THE NATIONAL PRACTICE ON THE EXAMPLE OF POLAND В статті розглянуто питання фінансового забезпечення автодорожньої галузі Польщі та адаптації польського досвіду до вітчизняної практики. Подано характеристику і сучасний стан мережі автомобільних доріг в Польщі. Проаналізовано основні шляхи та джерела фінансового забезпечення автодорожньої галузі, описано сутність та механізм функціонування Державного Дорожнього Фонду Польщі, зокрема, подано джерела формування Фонду. Крім того, розглянуто реалізацію наступних напрямів втручання в області інфраструктури та шляхи правильного функціонування автомобільного транспорту в сучасній мережі інфраструктури Польщі. Проаналізовано заходи з будівництва або реконструкції автомобільних доріг та швидкісних доріг, на які були виділені кошти Європейського Союзу та фінансові кошти, які були виділені на автодорожню галузь та безпеку дорожнього руху згідно Стратегії розвитку транспорту до 2020 року (з перспективою до 2030 року). Визначено, що одним з джерел формування Державного Дорожнього Фонду є стягування оплат за проїзд дорогами в Польщі. Подано карту місць стягування оплат за проїзд платними автомобільними дорогами з використанням електронної системи стягування дорожніх зборів ViaToll. Подано характеристику класів доріг та чинників впливу на розмір ставок. Представлено розміри ставок в залежності від класу доріг або їх ділянок, на яких стягується електронна оплата. Щодо співпраці України та Польщі всфері автодорожньої галузі, то розглянуто угоду, згідно якої Польща надала кредит Україні на розвиток та ремонт мережі автомобільних доріг на прикордонних ділянках. Визначено, що співпраця між Україною та Польщею дасть змогу розвинути автодорожню галузь України в майбутньому. The indicator of potential accessibility was used. The analyses and simulations confirmed that there is a need to improve the accessibility of the area, first of all through con- struction of transport routes of high speed, linking main centres of Eastern Poland with Warsaw, Cracow and Gdansk. Improvement of accessibility within the area of Eastern Poland may be realised also by implementation of investment projects lo- cated in other regions, and in particular – in central Poland. INTRODUCTION Eastern Poland is a macroregion, which is situated peripherally both on the na- tional and on the European scales. The provinces, which compose the macroregion, belong among the poorest areas in the European Union. In this context, develop- ment of transport infrastructure is being mentioned as one of basic instruments of the regional and spatial policy, which may accelerate the development of the area and diminish the negative consequences of its peripherally. The effectiveness of invest- ment projects is increasingly frequently assessed in the perspective of changes in spatial accessibility.

The Agency prepared the catalogue in order to support the cities in business promotion and in attracting foreign investors. The publication includes information on 31 cities that signed a partnership agreement with the Agency till the end of March 2013. The publication, which was prepared by the Agency together with the cities and the Wrocław Agglomeration Development Agency, is directed to foreign investors who plan to set up their business in Poland. It describes economic situation of each city and provides overview of their investment opportunities.
