Minister’s Foreword In February 2004, after the failure of the original privatisation framework, the Victorian Government entered into new franchise agreements with Melbourne’s public transport companies, Yarra Trams and Connex. These partnership agreements find the balance between government support for public transport in Melbourne and the operational expertise provided by experienced private rail operators. Almost one year on, the new arrangements are running smoothly, providing stability across the public transport system and giving a solid foundation for a range of improvements in service delivery. Some of the other benefits to passengers that stem from these agreements include: • Additional front-line customer service staff; • Increased security patrols; • Improved driver training programs; • All night New Year’s Eve services; • Additional rolling stock; and • Improved standards for the upkeep of transport facilities. The key themes of this summary report include the background to the failure of the original contracts, the renegotiations, the nature of the new partnership agreements and the challenges of the refranchising process. APPENDIX a – Rail Manufacturing in Victoria
Rail Manufacturing in Victoria Summary of key points • Approximately 1000 people are employed directly by the major rail rolling stock manufacturers in Victoria and another 5,000 to 10,000 employed in their supply chain. • Rail rolling stock manufacturing is directly influenced by State Government procurement policy and purchasing decisions. Victorian Government local content rules are weak compared to interstate and international examples. In recent years, the New South Wales and Victorian Governments have collectively awarded $3.8 billion worth of contracts to overseas manufacturers. • The Victorian Transport Plan commits to $3.6 billion in new investment in rail rolling stock over 4 years. Manufacturing 50 % of these new vehicles in Victoria would create 2,250 full- time jobs directly and another 5,400 – 6,300 full-time jobs indirectly in the supply chain. • A strong rail manufacturing sector could provide thousands of jobs for retrenched automotive workers as long as the training system was made more flexible and relevant to industry needs. • Ongoing investment in local manufacturing would ensure the continued existence of a skilled workforce and provide a solid platform for expanded export opportunities. Once local manufacturing capacity is allowed to erode it is difficult, if not impossible to regain. Introduction Victoria is facing the twin challenges of climate change and the global financial crisis. Already the economic downturn has cost thousands of Victorian jobs, many in the manufacturing sector and expectations are for unemployment to rise further in the coming year. At the same time, the impacts of climate change and peak oil will be felt most by low income and disadvantaged Victorians, particularly those living on the outskirts of our cities. -

The depot is to be rebuilt, preliminary work has already been undertaken but we still need several members to assist. The depot junction pointwork is presently being rebuilt. Remember this work must be completed before we can begin regular running of interstate cars on our sys tem, The Brisbane car, 180, needs a lot of time spent on it to strip off all the paint, inside and out, before minor repairs to bodywork and electrical etc, can be carried out. The regular workforce (all five of them....yes, FIVE of them) would be grateful for your help. Wyndham City Council Planning Scheme
Planning and Environment Act 1987 WYNDHAM CITY COUNCIL PLANNING SCHEME AMENDMENT C250 EXPLANATORY REPORT Who is the planning authority? This amendment has been prepared by the Minister for Planning, who is the planning authority for this amendment. The amendment has been made at the request of the Level Crossing Removal Project (LXRP), part of the Major Transport Infrastructure Authority (MTIA) which is an administrative office established under the Public Administration Act 2004 in the Department of Transport (DoT). Land affected by the Amendment The amendment applies to land covered by the Wyndham Planning Scheme (Planning Scheme) and captures land required for the Werribee Street, Werribee Level Crossing Removal (the Project), as shown on the Wyndham City Council Planning Scheme Map numbers 15SCO and 16SCO (the Project Land). The Project Land is generally located within the Werribee rail corridor and nearby road reserves. The Project Land generally extends from the Werribee Street level crossing along the rail corridor approximately 700 m north-east to Werribee railway station and approximately 2 km to the south-west. The study area also extends 200 m south along Werribee Street, 120 m north along Ballan Road and Greaves Street and encompasses Cottrell Street from Greaves Street to Wedge Street. The Project Land includes the former Werribee Racecourse railway station (non-operational) and a small section of the Werribee River at the Werribee Street bridge crossing. What the amendment does The Amendment inserts the Werribee Street, Werribee Level Crossing Incorporated Document, October 2019 (the Incorporated Document) into the Planning Scheme by amending the Schedule to Clause 45.12 (Specific Controls Overlay) replacing the schedules to Clauses 72.03 (What Does this Scheme Consist of?) and 72.04 (Documents incorporated into the scheme).
