Brief Summary of the Case Study River Contracts are territorial governance schemes, originated usually from a spontaneous (though regulated by law) initiative of diverse actors, both private and public. The actors should constitute a representative range of the community living and working in the territory of a specific river basin. In the present report, we analyse specifically the case of Upper Adda Valley River Contract (UARC or RC, in short). Like most of River Contracts, the Upper Adda RC has general goals of environmental protection and territorial sustainable development (see next sections for details), thus making it a most appropriate mean for climate adaptation at local scale. Also, it involves several local (municipalities) and intermediate (mountain communities) public administrations, as well as the Regional administration and the provincial one1, making it an interesting case in terms of multilevel governance. The process of UARC began in December 2014. Since the beginning the framework documents mentioned climate adaptation as a necessity and a priority. Approval of the first Action Plan is due December 2018 and the content is undisclosed at the time of writing this report. Several measures to be included in the plan are likely to be classifiable as “adaptation”. Nevertheless, there is no formal “adaptation plan” and no climate scenario data have been directly considered during the design of the Plan, nor during the RC process as a whole. a. Lessons learnt In the present case, the saliency of adaptation to climate change as a topic appears to be relatively high. Further enquiring, though, reveal that “adaptation” is considered, in this case, simply as an additional environmental concern, adding up to more “traditional” stressors (e.g. pollution, over-exploitation, natural hazards), but it’s not seen as an articulated issue that requires dedicated attention, policies, resources, etc. Possibly, the transition from “concern about climate change” to the application of climate adaptation as a discipline or an established methodological approach is hampered by the chronic lack of resources, which at this local level does not allow to even consider setting up dedicated hard structures or policies. It can be inferred that a non-formalized approach to climate adaptation can get through the barriers of institutional inertia and resistance of political commitment easier than the enforcement of an top-down formal adaptation strategy, yet the approach runs the risk of incurring in a lack of overall vision, with undesired chance of “maladaptation”, inconsistency between sectors and possibly lack of commitment for dedicated additional funding. The recognition of climate change as a reason of concern, or even the recognition of impacts from climate change do not ensure per se the integration of a coherent adaptation logic in current sectoral policies: a comprehensive climate adaptation policy requires a more complete methodological approach. In fact, motivation and willingness to adapt coming only from the awareness of individuals involved in the policy-making processes may lead to a form of adaptation that has been referred to as “accidental”, “non- formalized”, “piggybacking”. This form of adaptation, although it is still able to lead to constructive effects and should be probably be considered positively, presents higher risk of incoherency; surely, in such case coherency of the actions versus an overall adaptation logic cannot be enforced through the mechanism of compliance to a strategy. A complex multilevel governance scheme, involving a regional administration, intermediate ones and municipalities can enforce in turn different levels of monitoring and evaluation instruments; yet, it multiplies the bureaucracy and the fatigue in the policy-making process and produces institutional crowdedness. A robust territorial awareness (in the present case, the Valtellina major disaster in 1987 had probably a strong influence on it) increases the motivation, the willingness and the pressure of the public over the political level. In turn, the case has clearly shown a weakness of the reference documents, such as the National Adaptation Strategy, as well as the Regional one, indicating either a lack of commitment or an inability in fostering the documents and the policies that they represent toward the different administrative levels and the larger public. c. Recommendation for transferability 3 The setup of a River Contract requires that the local laws and regulations allow the development of spontaneous agreements between actors in a community, with the goals of territorial governance. Nevertheless, River Contracts are a consolidated experience all over Europe since long time (late ‘90s). Also, the process is better developed with the presence of a main agent or coordinator, generally trusted and with capacity of dealing with a variety of subjects on a territory, who could act as catalyser and a facilitator (in the UARC case, the Mountain Community of Valtellina – Sondrio). 2. Section I – Characterization of the Case Study and its context A characterization of the territory. Adda is 313 km long river, from its source to the outlet in the Po river. The river is divided in two sections, one from the source and to the inlet into the Lake of Como; the second one from the same lake down to the Po river. Adda is the main river of the Province of Sondrio and the Valtellina territory and one of the main in Lombardy. The entire course of the river falls into the region of Lombardy: it is the longest (and second as for volumes) tributary of the Po river. The portion of river interested by the River Contract is the one contained within the Province of Sondrio, above the Lake of Como. The extension of the river basin is about 7.927 km2 (94% in Italy, 6% in Switzerland). The territory comprises several Protected Areas (Parco Nazionale dello Stelvio, Parco Regionale delle Orobie Valtellinesi, 7 Natural Reserves, 3 Local Inter- municipal Parks (PLIS); plus, additional 41.700 hectares of Natura 2000 sites. There are 77 municipalities in the Province of Sondrio, the territory of which matches almost completely that of the Upper Adda river basin. Main towns and cities are Sondrio (over 21.000 inhabitants), Morbegno (over 12.000), Tirano (over 9.000), Chiavenna, Livigno, Bormio. The economy of the territory is mainly driven by tourism, especially winter skiing tourism. Very relevant activities are the numerous hydroelectric powerplants and the related system of dams, the industry of extraction from the riverbed. Finally, agriculture has also a very important role in the area, hosting a high- quality wine district. Main elements of pressure in the area are the critical level of exploitation of the river and its catchment: extraction industry, power generation and a diffused presence of small factories and workshops along the river are the key elements. Moreover, climate change appears to have strong impacts on permafrost thawing and on the gravitational hazard in the surrounding mountain areas. In July 1987, Valtellina was struck by a major disastrous event of enormous magnitude. After very heavy precipitations, landslides and floods combined killed 53 people, thousands more needed to be evacuated and several town, roads and bridges had been destroyed. The events are still to this day very much impressed in the memory of local communities. The aftermath of the event changed drastically the way of living the territory, of planning it and of managing the river. A special law developed and approved after the event, called in fact “Valtellina law” brought great investments and funds on the territory, to ameliorate its safety, with a considerable improvement in the safety level. In Valtellina (Province of Sondrio) there are four drapes with interesting iconographic and typological elements, similar to curtains preserved in the Province of Varese and Como (XI- XII). In Postalesio, at Saint Colombano’s church, a velum with a cycle of the Months decorates the base of the apse, in relation with calendars of: Gornate Superiore, Jerago, Gattedo, Piona, Borgomanero, Pallanza. A drape depicted with stars is on the apse of Saint Perpetua in Tirano and Saint Alessandro in Lovero; a drape with lions adorned a destroyed church of Saint Martino of Serravalle in Sant’Antonio Morignone.

The process emphasized the need to implement positive synergies across these fields and to experiment models of collaboration, which due to the distinctive features of the Valtellina valley hinge on an appropriate development of cultural tourism. The cultural landscape of the Valtellina terraced area was identified as the first asset from which to begin to develop a quality tourism policy. The idea is to create a walking and cycling route called ‘Via dei Terrazzamenti’ (The Route of Terraces), linking existing routes and paths (thus minimizing environmental impact) and allowing tourists to visit the terraced landscape. This has resulted in the local community acquiring a greater awareness of its territory and offering tourists an interesting cognitive experience.     TERNA FREES THE PARCO DELLE OROBIE VALTELLINESI AND THE PROVINCE OF SONDRIO OF 58 KM OF OLD POWER LINES By 2019, Terna will demolish around 223 electricity pylons in the Sondrio area 16 municipalities in the province will benefit from the liberation of over 150 hectares of land Rome, 11 September 2018 - Terna continues its rationalisation of the Lombardy electricity lines to make them more efficient, secure and sustainable, demolishing around 58 km of old power lines and 223 electricity pylons in the province of Sondrio, some of which are located in highly valued areas of natural interest, like the Parco delle Orobie Valtellinesi. The demolition works that Terna plans to complete by 2019 have been made possible with the entry into service of the 132 kV Stazzona -Verderio line, following significant modernisation works, and will generate positive results for the local communities by liberating around 150 hectares of land in the province of Sondrio. 16 Municipalities will benefit from the demolition of the old power lines: Albaredo per San Marco, Morbegno, Talamona, Tartano, Forcola, Colorina, Fusine, Cedrasco, Caiolo, Albosaggia, Faedo Valtellino, Piateda, Ponte in Valtellina, Castello dell’Acqua, Teglio and Villa di Tirano. The rationalisation projects are part of a larger plan to restructure the electricity lines in Lombardy, also affecting the provinces of Milan, Bergamo, Lecco and Monza Brianza, allowing the demolition of over 150 km of old power lines, with a total of around 600 electricity pylons. In Lombardy, Terna manages 9,740 km of electricity lines and 135 electricity substations and has 337 employees responsible for the daily security of the regional electricity grid.

    RATIONALISATION OF THE ELECTRICITY GRID IN THE VALTELLINA AREA: AGREEMENT REACHED BETWEEN TERNA AND LOCAL AUTHORITIES FOR THE STRETCH BETWEEN GROSIO AND TIRANO The agreement plans 10 km of new underground power lines in the municipalities of Grosio, Grosotto and Mazzo di Valtellina and demolition of 29 km of existing overhead lines between Grosio and Tirano Rome, 7 May 2020 - After a year of work, and numerous meetings and discussions between Terna, the Province of Sondrio, the Mountain Community of Tirano and the Municipalities involved, today saw a first important milestone for that marks an initial phase of dismantling around 29 km of old power lines in the area between Grosio and Tirano, following creation of an underground connection running around 10 km through the municipalities of Grosio, Grosotto and Mazzo di Valtellina. The agreement between Terna and local authorities was reached in the context of the technical forum coordinated and organised by the Province of Sondrio, which took place via video conference to overcome restrictions imposed by the current Covid-19 emergency. Terna will soon launch further consultation with the municipalities involved to evaluate aspects for possible optimisation of the project and proceed with the authorisation process via the competent bodies. Dialogue has also begun with local areas for other stretches of the works. Phase A of this project for rationalisation of high-voltage electricity lines in the areas of Valtellina, Valchiavenna and Valcamonica, completed in 2017, has permitted the demolition of over 300 km of traditional power lines and creation of 180 km of underground lines to date.

Chiara is the daughter of Marco Garbellini, a mountain rescuer and coach of the rescue team and condominium administrator and Wcia Della Bona, an accountant who assists her dad with his work. She has one sibling, Erica who is 13 years of age. While residing in Tirano, Chiara attended a specialist secondary school. Liceo Artistico Gaudenaio Ferrari. Chiara has one more year to complete her education when she returns to Italy in 2015. She plans to study architecture upon completion of her secondary education as she has aspirations for a career in the field of architecture. Chiara applied for the Rotary Youth Exchange program recognizing that this would give her the opportunity to meet people from a different culture, to live in a different country, and to experience being a part of the big family of Rotary. She also feels strongly that traveling enables one to gain a higher level of maturity. Chiara enjoys skiing, reading books, hanging out with friends, playing the piano, listening to music and drawing. The selected areas are characterized by different forest novel decline symptoms and ozone concentration levels. Analyses of meteorological and air quality data collected by fixed and mobile stations located in the two valleys are presented. Ozone concentration has been measured both by passive samplers and continues analyzers and the ozone vertical gradient in one valley has been determined. In order to investigate the relation between emission sources, ambient ozone levels and plant biological injuries, a modeling research project has been started. As preliminary results the wind field obtained by the application of two diagnostic meteorological models, MINERVE and CALMET, and the computation of the biogenic emissions are presented. Some examples of spatial distribution and temporal trend of the most important pollutants emitted by plants are discussed. 1 Introduction In many European countries there is a large concern on ozone, photo-oxidants and their effects on human health and on agricultural and forest ecosystems. Ozone levels are often very high in areas far away from emission sources, but data measured in mountain sites are in many cases insufficient.

The idea was born in 2003 and in 2004 its first edition was organized by the Lombardy Mountain Guides, , President Ettore Togni and promoters Nicolò Berzi e Michele Comi, then by the Valmasino Municipality, Major Ezio Palleni, and recently by the Valmasino Tourist Association, President Giacomo Sertori. The meeting takes place on the many boulders scattered in Val di Mello and Val Masino (in the province of Sondrio, in Northern Italy), in a beautiful natural scene, only 140 km north of Milan. Every year new areas are added, where the participants feel the unique emotions of bouldering with the best world specialists, trying together to solve boulder problems of all difficulties. In order to motivate the strongest male and female athletes, a bunch of new problems are selected every year – based on their beauty and high or extreme difficulty, each associated to a money prize which is shared by the few who send the problem. All participants who have enrolled in the Melloblocco ® may try to send the money-winning boulders and all of them may win pieces of technical gear or clothing offered by the sponsoring companies during the event closing ceremony. During Melloblocco ® concerts, exhibitions parties and video shows are a great opportunity for climbers to share their passion and chill-out. The media, too, take their opportunity to take pictures, share views and to interview the strongest boulder specialist in the world.
