Week 5 - Reconstruction: From the RDP and GEAR to the National Development Plan (50 items) This week we look at the measures designed to promote reconstruction within South Africa. In 1996 the Reconstruction and Development Programme (RDP) was replaced by the Growth, Employment and Redistribution (GEAR) strategy, which attracted criticism for its neo-liberal underpinnings. In November 2010 the government launched the New Growth Path (NGP), which seeks to address the persistence of unemployment, poverty and inequality. However, this appears to have been superseded by the National Development Plan, which was published in August 2012. In-class film: ‘South Africa: The Massacre That Changed a Nation’ (2013).

Week 5 Seminar Details and Essential Reading (2 items) 1. Since 1994 what policies has the government adopted to foster socio-economic reconstruction? 2. Why do you think the government changed its strategy from the RDP to the GEAR? 3. Could South Africa become a 'developmental state'?
