Confidential Items If any. 4 BLACKWELL PARISH COUNCIL Minutes of the Virtual Meeting of Blackwell Parish Council held using Zoom on Monday 2nd November 2020 at 7pm. PRESENT Councillor D Bullock (Chairman), Councillor D Marshall-Curtis (Vice Chair), Councillors: T Gascoyne, P Knott, H Pell, T Firman, I Newham, C Moesby, P Wilkinson, J Thorley, and S Knox. ALSO PRESENT Mrs H J Simpson (Parish Clerk) Mr Tony Mellors joined the early part of the Meeting. 333/2020 APOLOGIES FOR ABSENCE Cllr B Stocks. 334/2020 DISCLOSABLE PECUNIARY INTERESTS/CODE OF CONDUCT The Chairman explained to Council Members the importance of the need to declare the existence and nature of any disclosable pecuniary interest they had in subsequent Agenda items in accordance with the Parish Councils Code of Conduct. Any Interest that became apparent at a later stage in the proceedings could be declared at that time. Cllr Moesby declared an interest in Item 6, DCC Contracts. 335/2020 PUBLIC SPEAKING (20 MINUTES) A resident raised concerns regarding Planning Application 20/00202/FUL, which was considered by Council Members in June 2020, for an Energy storage system by Anesco Ltd. This Application had been approved at Bolsover District Council very recently. The resident asked about grounds to appeal the decision, in view of the complaints and concerns of parishioners, it was explained that this was extremely unlikely, however, Cllr Moesby did agree to enquire and feedback. County Cllr C Moesby – He advised members that he still has money left in the Community Fund which is available for Community Groups to apply for. Crime Figures – These were noted by all. 336/2020 MINUTES OF THE VIRTUAL COUNCIL MEETING HELD ON MONDAY 5th OCTOBER 2020. The Minutes of the Monthly Meeting of Blackwell Parish Council held on Monday 5th October 2020 were moved by Cllr Pell, seconded by Cllr Knox and will be signed by the Chairman Cllr Bullock as a true and correct record the following day. 337/2020 CHAIRMAN’S ANNOUNCEMENTS Cllr Bullock advised everyone that the plans for an outdoor Remembrance Service had been cancelled due to the Lockdown restrictions which take effect on Thursday 5th 5 November 2020. However, a Bugler would still play the Last Post at 11am on Sunday 8th November and a Wreath will be laid at the Newton War Memorial. Other Council Members agreed to lay Wreaths in each village either on Sunday, or on the 11th November 2020. Feedback was given on the initiative held the previous week to provide Free Packed Lunches to Parish children during half term week, which went very well and received a positive response. The leftover drinks and snacks were donated to the Trussell Trust Foodbank in South Normanton. Council were advised that the Clerk had submitted an application for Funding to WPD Ltd for £1,000 to boost the money left from our initial Grant from BDC to provide further Community Relief over the Christmas period. It was agreed by all to use some of this money to provide a Selection Box to all Children attending the Parish Schools before the Christmas Holidays. Following a request from the family of Mrs Val Wilson, it was moved by Cllr Marshall- Curtis, seconded by Cllr Gascoyne and agreed by all that a Plaque is installed at Hilcote Community Centre in her Memory. It was moved by Cllr Pell, seconded by Cllr Wilkinson and agreed by all that a donation of £50 is sent to John Eastwood Hospice in Val’s memory, which was the preference of her family rather than flowers to the Funeral. 338/2020 REPORT FROM THE CLERK The Clerk informed members the issue of ownership of the plot of Land at Westhouses where we intend to install the Community Christmas Tree was resolved and the Licence has been received. Plans were progressing well with Christmas lights for Blackwell, Hilcote, Westhouses and Newton, and on target to be ready for switch on by the 1st December 2020. Progress on the Red Telephone Boxes to house Defibrillators was still stalled awaiting the OITH Licences. Staff Appraisals were arranged to take place on Thursday 5th November 2020. Spreadsheets with the year to date position for the Council Accounts and forecasts and financial priorities for the next financial year 2021/2022 were shared with Council Members and discussed at length, the Clerk agreed to take away the findings and a separate Budget Meeting would be scheduled for later in the month via Zoom. 339/2020 HS2 It was reported by Cllr Thorley that the Eastern Leg of HS2 is currently on hold, awaiting a decision expected at the end of the year. 340/2020 BLACKWELL, NEWTON AND HILCOTE COMMUNITY CENTRES. Council were advised that due to the new lockdown announced by the Government, the Community Centres will be closed again to our regular user groups from Thursday 5th November 2020. The only exception will be the Community Post Office at Blackwell which is deemed to be an essential service, and therefore can continue. The Clerk was asked if a local group Greater Creative could have access to the Centres to enable a local artist to design and install a Christmas Window at each location, the Clerk agreed to liaise with the group to attempt to enable this to happen. 6 341/2020 RECREATION AREAS/PLAYAREAS/FOOTPATHS Council were advised that the Solar Flood Lights at Westhouses Memorial Playing Fields are now working. It was agreed by all that Westhouses is put forward to Mr Chris Mckinney at BDC as a suggested location for a ‘smaller pocket woodland’ planting, Cllr P Knott agreed to be the contact for this project. 342/2020 HIGHWAYS It was reported by Cllr Moesby that work was underway on the footpaths on Fordbridge Lane. Flooding was reported on Alfreton Road, Westhouses, Cllr Moesby agreed to follow this up with the Highways Team at DCC. 343/2020 FOOTBALL PITCHES WORKING PARTY UPDATES The Clerk advised that the Pitch Hire Fees had been received in full from all teams at both locations. It was further agreed that the Clerk look into hiring the services of an independent Groundsman to inspect the pitches during the Winter, in an attempt to prevent matches being played when conditions could damage the pitch surface. 344/2020 ACCOUNTS FOR PAYMENT, FINANCIAL REPORT The Clerk submitted a schedule of accounts for payment for October and up to the 2nd November totalling £13,710.23 this was moved by Cllr P Knott, seconded by Cllr Marshall- Curtis, and Resolved that these be authorised for payment.
