INTRODUCTION: MANAGING METROPOLITAN GROWTH PRAGMATICALLY Many debates about whether and how to manage urban growth on a metropolitan or regional level focus on the extremes of laissez-faire capitalism and command-and-control government regulation. This paper proposes an alternative, or "third way," of managing metropolitan growth, one that seeks to steer in between the two extremes, focusing on a pragmatic approach that acknowledges both the market and government policy. Laissez-faire advocates argue that we should leave growth to the markets. If the core cities fail, it is because people don’t want to live, shop, or work there anymore. If the first ring suburbs decline, it is because their day has passed. If exurban areas begin to choke on large-lot, septic- driven subdivisions, it is because that is the lifestyle that people individually prefer. Government policy should be used to accommodate these preferences rather than seek to shape any particular regional growth pattern. Advocates on the other side call for a strong regulatory approach. Their view is that regional and state governments should use their power to engineer precisely where and how local communities should grow for the common good. Among other things, this approach calls for the creation of a strong—even heavy-handed—regional boundary that restricts urban growth to particular geographical areas. -

The QLine and the People Mover" Introduction On May 12, 2017 a new streetcar – the QLine – began operating in Detroit, running along a 3.3- mile (6.6-mile return) route on Woodward Avenue, one of the central north-south roads in the city. This project is one example of the return to prominence of streetcars in the (re)development of American cities. Having fallen into disuse and abandonment in hundreds of American cities during the early part of the 20th century, this form of public transit has returned in many cities including, for example, Dallas, Cincinnati, Kansas City, and Portland. As streetcar services have returned to prominence, so too has the debate about their utility as a form of public transit, the function they serve in a city, and who they serve (Brown 2013; Culver 2017). These debates are evident in the case of Detroit. Proponents of the QLine – most prominently the individuals and organizations that advocated for its creation and provided the majority of the start-up capital – have praised the streetcar for acting as a spur to development, for being a forward-thinking transit system and for acting as a first step towards a comprehensive regional transit system in Metro Detroit (see M-1 Rail 2018). -

Persistent warm urban temperature anomalies – urban heat islands (UHIs) – significantly enhance already amplified climate warming in the Arctic. Vulnerability of urban infrastructure in the Arctic cities urges a region-wide study of the UHI intensity and its attribution to UHI drivers. This study presents an overview of the surface and atmospheric UHIs in all circum-Arctic settlements (118 in total) with the population larger than 3000 inhabitants. The surface UHI (SUHI) is obtained from the land surface temperature (LST) data products of the Moderate Resolution Imaging Spectroradiometer (MODIS) archive over 2000–2016. The at- mospheric UHI is obtained from screen-level temperature provided by the Urban Heat Island Arctic Research Campaign (UHIARC) observational network over 2015–2018. -

A Review of Secchi Transparency Trends in Minnesota Lakes
Hennepin County This county-based case study was developed in support of a report entitled “A review of transparency trends in Minnesota lakes.” It is one of several county-based case studies, which provide a brief lake-by-lake description of transparency and TP trends and potential reasons for the observed trends. Corresponding transparency (R-generated seasonal Kendall with median, max, and min for each year) and summer-mean TP graphs for each lake are included following the lake-by-lake descriptions. Further details on these charts and overall trend assessments, are found in the report cited above. Hennepin County had 19 lakes with significant trends. Of these, 14 had increasing transparency and five were decreasing. Eurasian water milfoil was a common exotic among these lakes and was present in 13 lakes. In most cases, confirmation dated to the late 1980s and mid 1990s. Zebra mussels have been present in Lake Minnetonka since about 2010. In general, there was good correspondence between transparency and TP trends for 13 of 14 lakes with increasing transparency. Of the five lakes with decreasing transparency, there was an increase in TP over time in four. Summary comments were derived from TMDL reports, communication with MPCA project managers, and local resource managers including Three Rivers Park District (TRPD; Rich Brasch and Brian Vlach). Increasing transparency Lake Calhoun is a large, deep lake located in Minneapolis and is the focal point for the Minneapolis Chain of Lakes Regional Park. It exhibits a significant increase in transparency based on a continuous record from 1988-2014. These data are augmented by sporadic measures dating to 1971. -

Satellite Towns
24 Satellite Towns Introduction 'Satellite town' was a term used in the year immediately after the World War I as an alternative to Garden City. It subsequently developed a much wider meaning to include any town that is closely related to or dependent on a larger city. The first specific usage of the word ‘satellite town’ was in 1915 by G.R. Taylor in ‘ Satellite Cities’ referring to towns around Chicago, St. Louis and other American cities where industries had escaped congestion and crafted manufacturer’s town in the surrounding area. The new town is planned and built to serve a particular local industry, or as a dormitory or overspill town for people who work in and nearby metropolis. Satellite Town, can also be defined as a town which is self contained and limited in size, built in the vicinity of a large town or city and houses and employs those who otherwise create a demand for expansion of the existing settlement, but dependent on the parent city to some extent for population and major services. A distinction is made between a consumer satellite (essentially a dormitory suburb with few facilities) and a production satellite (with a capacity for commercial, industrial and other production distinct from that of the parent town, so a new town) town or satellite city is a concept of urban planning and referring to a small or medium-sized city that is near a large metropolis, but predates that metropolis suburban expansion and is atleast partially independent from that metropolis economically. ANC 6A RESOLUTION NO. 2021-002 Resolution regarding ANC 6A support for completing the DC Streetcar from Benning Road Metro Station to Georgetown as Planned and Promised WHEREAS, Advisory Neighborhood Commissions (ANCs) were created to “advise the Council of the District of Columbia, the Mayor, and each executive agency with respect to all proposed matters of District government policy,” including transportation and economic development; WHEREAS, public transportation is a shared public benefit and can only function as such when it’s shared with all neighborhoods; WHEREAS, ANC 7E recently passed a resolution of support for the streetcar extension to Benning Road Metro station; WHEREAS, the District Department of Transportation (DDOT) recently published its Final Environmental Assessment where it found the extension to Benning Metro Station is the preferred alternative and only feasible alternative from an engineering perspective; WHEREAS, the eastward extension to Benning Road Metro is the only feasible alternative that provides a multi-modal connection to Metro; WHEREAS, the eventual westward extension to Georgetown would establish the only east-west rail-transit option for travel all the way to Georgetown; WHEREAS, the eventual westward extension to Georgetown would be the first and only fully unified transit system from eastern portions of the District to Georgetown; WHEREAS, the full streetcar route from Benning Road Metro to Georgetown would provide an enjoyable and robust east-west transportation option for residents in ward 6 and
