(Disaster Management Division) Dated, 29Th August, 2008 SITREP NO-90/2008 1700 hours 32-20/2008-NDM-I Ministry of Home Affairs (Disaster Management Division) Dated, 29th August, 2008 Subject: SOUTHWEST MONSOON-2008: DAILY FLOOD SITUATION REPORT SUMMARY OF IMPORTANT EVENTS AS ON 29.08.2008 RAINFALL SITUATION IN THE COUNTRY BIHAR (State Government has not sent situation report on 29.08.2008. The information provided relates to 28.08.2008) • Moderate to heavy rainfall has been reported in a few parts of the State. • No human death has been reported by the State today. • On 18.08.2008, a long embankment was swept away at Kushaha in Nepal, about 7 km away from the Kosi Barrage at Birpur in Supaul. • Due to above breach, river Kosi has changed its course and shifted over 120 km eastwards. As a result, the large areas of Supaul, Madhepura, Araria, Saharsa and Katihar are reported to have been inundated and affected severely. • In Supaul District, about 8, 93,790 people in 243 villages have been badly affected. • In Madhepura District, about 10.22 lakh people in 378 villages have been badly affected. • In Araria District, about 2.50 lakh people in 30 villages have been badly affected. • In Saharsa District, about 2.50 lakh people in 35 villages have been badly affected. • In Katihar District, about 62,015 people in 26 villages have been badly affected. • About 26,68,000 people from 1598 villages in 16 districts have been affected so far. • 2,27,969 houses are reported to have been damaged. • 1491 boats have been pressed into service for rescue and relief operations in the flood affected areas. • 152603 persons have been evacuated from the affected areas so far. • In 155 relief camps about 31,348 people have been accommodated. • In 59 cattle camps about 716 animals have been treated. • 117 Health Centre have also been opened in the flood affected areas. 1 Relief assistance provided by Government of India NDRF 16 teams (about 624 personnel) alongwith 69 boats (Inflatable boats (10 men)-45, Fiber speed boat-5 and Boat Assault Universal Types (20 men) – 19) deployed in Supaul, Madhepura, Araria, Mudali and Purnia districts for flood and relief duties. Another 09 inflatable boats with motor (10 men) being air lifted from Palam Airport to Purnia Airbase today for deployment into flood rescue works. Army/Air force • One Army column each continued to be deployed in Madhepura, Supaul and Araria for rescue and relief operations. • 01 additional Army column moved from Gwalior to Patna by Air on 27th August, 2008 for onward deployment in the affected areas. • Two MI-8, two MI-17 and one Chetak helicopter positioned at Purnea for carrying out flood relief operations in the affected areas. • Two MI-8 helicopters dropped 2.9 tones relief material and airlifted 06 passengers in two sorties. Two MI-17 helicopters dropped 6.8 tons relief material and airlifted 02 passengers in five sorties. Chetak helicopter was utilized for recce in Madhepura. • In addition, five AN-32 aircraft airlifted 0.8 tons relief materials and 138 passengers from Bhuwaneshwar to Purnea. One IL-76 airlifted 30.0 tons relief material and 20 passengers from Delhi. Another IL-76 airlifted one Army column and 30.0 tons stores from Gwalior. • A total of 70.5 tons of relief material was dropped and 275 passengers were airlifted in 27 sorties in Purnea, Birpur and Triveniganj areas. UTTARAKHAND • Light to moderate rainfall has been reported in a few parts of the State. • No human death has been reported by the State during last 24 hours. • In Pithoragarh district, several landslides/mudslides are reported to have occurred in the State due to which the traffic movement on following places is suspended:- o Dharchula – Tawaghat motor Marg at Elagad o Tawaghat – Narayan Ashram Motor Marg o Jauljiwi Dharchula Motor Marg near Baluwakote o Tanakpur Jauljiwi Motor Marg PUNJAB • Light to moderate rainfall has been reported in some parts of the State. • No Human death has been reported by the State during last 24 hours. • About 194675 people from 11 districts and 872 villages have been affected. • 61 boats and 45 medical teams continued to be deployed in the affected areas. • In 30 relief camps 450 people continued to be accommodated. 2 • 6854 houses and 90 huts have been damaged so far. • 86 cattle and 15700 hens have been perished. • 4 cattle camps opened in which about 1775 cattle have been accommodated UTTAR PRADESH • Light to moderate rainfall has been reported in some parts of the State. • No human death has been reported by the State during last 24 hours. • In all, 2200498 people from 4456 villages in 21 districts have been affected severely. • 114735 houses have been damaged so far. • About 33229 people from the affected areas have been evacuated. • 888 cattle/livestock are reported to have been perished. • 4022 lakh ha areas have been damaged. • 437 relief camps about 36,706 people have been accommodated. • 4017 boats and 178 mobile teams of doctors along with medicines continued to be deployed in the flood affected areas. • 17 companies of PAC have been deployed with 184 motorized boats and 88 wooden boats in the affected areas for relief and rescue operations. ASSAM • Moderate to heavy rainfall has been reported in a few parts of the State. • No human death has been reported by the State during last 24 hours. • About 7.92 lakh people, in all, are reported to have been affected in the State due to flood so far. • 20350 people continued to be accommodated in 132 relief camps. • 01 teams of NDRF with OBM plus boats assault universal type continued to be deployed in the State. WEST BENGAL • Moderate to heavy rainfall has been reported in some parts of the State. • No human deaths occurred previously in the State reported today. • About 37.80 lakh people, in all, are reported to have been affected in the State. • 152 Medical teams and 26 boats continued to be deployed in the affected areas. • 119852 ha. cropped areas has been damaged. • 3920 cattle livestock have been perished so far. • 398932 houses have been damaged due to flood so far. Advisory issued by MHA • On receipt of information from CWC, an advisory has been issued by MHA to the State of Assam, Bihar and Uttar Pradesh regarding high flood situation of river Beki in Barpeta district (Assam), Ghaghra in Siwan district (Bihar) and Ghaghra in Faizabad district (Uttar Pradesh). 3 Human deaths • As per provisional information received from the affected States/UTs, 79 human deaths were reported, raising the total death toll to 1700 from 1622. IMD • The axis of monsoon trough passes through foothills of the Himalayas. Yesterday’s upper air cyclonic circulation over West Uttar Pradesh and neighbourhood persists. Under the above scenario, widespread rainfall activity with isolated heavy to very heavy rainfall is likely over Arunachal Pradesh, Assam, Meghalaya, Sub-Himalayan West Bengal and Sikkim during next 3-4 days. Fairly widespread rainfall with isolated heavy falls also likely over Bihar during next 48 hours. • Yesterday’s cyclonic circulation over Tamil Nadu, neighbourhood now lies over north Tamil Nadu, adjoining South Interior Karnataka and Rayalaseema in lowers levels. Under its influence, fairly widespread rainfall activity with isolated heavy falls is likely over Tamil Nadu, Kerala, south Karnataka and Rayalaseema during next 48 hours. • Subdued rainfall activity is likely to continue over the central parts of the country during next 2-3 days. CWC • There are 03 High, 21 Moderates and 35 Low flood situation sites. INDIA METEOROLOGICAL DEPARTMENT Chief features • The axis of monsoon trough continues to run close to foothills of the Himalayas. Under this scenario, fairly widespread rainfall activity with isolated heavy to very heavy rainfall is likely over Arunachal Pradesh, Assam, Meghalaya, Sub-Himalayan West Bengal and Sikkim during next 48 hours. • Yesterday’s cyclonic circulation over north Tamil Nadu and adjoining South Interior Karnataka and Rayalaseema in lowers levels persists. Under its influence, fairly widespread rainfall activity with isolated heavy falls is likely over Tamil Nadu, Kerala, Coastal and South Interior Karnataka during next 2-3 days. • Subdued rainfall activity likely to continue over the central parts of the country during next 2-3 days. Warning • Isolated heavy to very heavy rainfall is likely over Assam, Meghalaya, Arunachal Pradesh, Sub-Himalayan West Bengal and Sikkim. • Isolated heavy rainfall is also likely over Tamil Nadu, Coastal Karnataka and Kerala. Outlook for next two days • Scattered rainfall activity over northeastern states, Sub- Himalayan West Bengal and Sikkim. • Fairly widespread rainfall activity is likely along the west coast. 4 CENTRAL WATER COMMISSION According to the Central Water Commission (CWC) report dated 29th August, 2008, there are 03 High, 21 Moderates and 35 Low flood situation sites. The details of High/moderate flood sites are as under:- High flood sites Assam River Beki at Beki NHX is flowing at 45.76m against the danger level of 45.10m with a rising trend. Uttar Pradesh River Ghaghra at Ayodhya is flowing at 93.32m against the danger level of 92.73m with a steady trend. Bihar River Ghaghra at Gangpur Siswan is flowing at 57.58m against the danger level of 57.04m with a falling trend. Moderate flood sites Assam River Brahamputra at Dibrugarh is flowing at 105.62m against the danger level of 104.24m with a rising trend. River Brahamputra at Neamatighat is flowing at 85.71m against the danger level of 85.04m with a steady trend. River Brahamputra at Dhubri is flowing at 28.98m against the danger level of 28.62m with a rising trend. River Puthimari at Puthimari (NHX) is flowing at 53.47m against the danger level of 51.81m with a rising trend.

    BIHAR FLOOD SITUATION REPORT 2nd August, 2009 Current Situation: Parts of Sitamarhi district of Bihar is under the grip Flood Affected District in Bihar of floods with a major breach of 60 meters on the right embankment of Bagmati river near Tajpur village of Runnisyedpur block on 1st August’ 09. The breach which is about 6 km up stream of Kataunjha Road Bridge on National Highway-77 has disrupted the road communication between Muzaffarpur and Sitamarhi near Koati (about 17 km from in Sitamarhi) due to overflowing of flood water. The flood affected villages under Runnisyedpur block are - Tilaktajpur, Maanpur Ratnawali, Rupauli, Raipur , Hardiya, Govind Pithaujiya, Mahesha Phadakpur, Kohahi, Badheta, Bishunpur, Siskhiriya, Neuri, Batrauli, Hazipur Basant, Bishanpur, Korlahiya, Moran, Olipur & Gaus Nagar. Govt Response : Approximately one lakh people are reported to be affected and state govt. has initiated its actions to plug the damaged portion. Principal Secretary, Water Resources Dept., along with senior officials are camping at the site. In addition to it, state govt. has engaged around 90 members of National Disaster Response Force (NDRF) team to carry out the relief & rescue operations in the affected areas. 23 nos. of boats have also been mobilized from Kolkotta to expedite the rescue operations. Two relief camps are also reported to shelter the flood victims. In view of the rising water level in major rivers, state government has alerted the district administrations of flood-prone districts. Bagmati river is flowing above danger level at Sonakhan (68.95 m against the danger level of 68.80 m), Dubbadhar (61.2 m against the danger level of 62.60 m), Kansar (59.06 m against the danger level of 60.45 m), and Benibad (48.6 m against the danger level of 49.2 m).

    SITUATION REPORT (13 August 2007) South West Monsoon As per IMD report, yesterday’s monsoon low-pressure area over northwest Bay of Bengal off north Orissa-West Bengal Coast has developed into a well-marked low-pressure area. It is likely to concentrate into a depression during next 24 hours (13th August). Under its influence, widespread rainfall is likely to occur over Orissa and coastal areas of West Bengal during next 48 hours (13th & 14th August). Widespread rainfall is also likely over remaining parts of West Bengal & Sikkim, Jharkhand, Bihar, East Uttar Pradesh and Chhattisgarh during same period. The rainfall activity is likely to increase further over Bihar and East Uttar Pradesh after 48 hours (13th & 14th August). Today Weather Update: Scattered heavy to very heavy falls and isolated extremely heavy falls are likely over Orissa, Jharkhand and Gangetic West Bengal during next 24 hours and isolated heavy to very heavy falls thereafter. Isolated heavy to very heavy falls are likely over Bihar and East Uttar Pradesh during next 24 hrs. and scattered heavy to very heavy falls with isolated extremely heavy falls thereafter. Isolated heavy to very heavy falls are likely over Western Himalayan Region, Sub-Himalayan West Bengal & Sikkim and Chhattisgarh.     SITUATION REPORT India South West Monsoon The south-west monsoon has been active during June and July across the country. As per IMD reports the low pressure area over northwest Bay of Bengal off Orissa-West Bengal coasts has concentrated into a depression and lay centred near Lat. 20.0°N and long 88.5°E, about 230 km southeast of Balasore. It is likely to intensify further and move in a west-northwesterly direction and cross north Orissa-West Bengal coast between Paradeep and Digha near Chandbali (Orissa) by early hours of tomorrow, the 6th August 2007. Under its influence, widespread rainfall (>25cm) will occur over Orissa during next 48 hours. Widespread rainfall is also likely over north Coastal Andhra Pradesh, Telangana, Chhattisgarh, Gangetic West Bengal and Jharkhand and subsequently the rain covered clouds will cover states of Madhya Pradesh, Maharashtra, Gujarat and south Rajasthan. The squally winds with speed reaching 45-55 km/hr are likely to blow along and off Orissa and West Bengal coasts. Fishermen are advised not to venture into the sea during the next 24 hours. The flood condition continues to prevail within Ganga - Brahmaputra-Meghna river basin in the states of Assam, Bihar, Uttar Pradesh. 4 rivers are flowing above the high flood levels and 20 rivers are flowing at danger levels with a moderate flooding trend and 17 rivers flow in a low flood trend. In Bihar all the rivers are flowing below danger level except Ganga at Kahalgon. The upper catchment areas of rivers Bagmati, Budhi Gandak, Gandak and Koshi in Nepal and in Bihar (India) continue to flow in a falling trend but still at warning levels.

Also in association with a north-south trough and an embedded cyclonic circulation over south Madhya Maharashtra and neighbouring areas, widespread rainfall is likely to occur over Madhya Maharashtra, Marathawada (Aurangabad Division), Gujarat Region and Madhya Pradesh during next 48 hours (27-28 August). Also widespread rainfall is likely to occur over northeastern States, Sub-Himalayan West Bengal & Sikkim, Bihar and East Uttar Pradesh during next 3-4 days (27-30 August).
