Subject: SOUTHWEST MONSOON-2009: DAILY FLOOD SITUATION REPORT

SUMMARY OF IMPORTANT EVENTS AS ON 06.08.2009

RAINFALL/FLOOD SITUATION IN THE COUNTRY • Moderate to heavy rainfall has been reported in some parts of the State during last 24 hours. • About 1.68 lakh people in 107 villages are reported to have been affected. • 10156 people have been evacuated so far. • In Sitamari district , a breach in the embankment of river Bagmati near Runi Saidpur has been reported due to which, about 1.00 lakh people , 40 villages in 7-8 Panchayat are reported to have been affected. About 40,000 people in 20 villages are reported to have been badly affected. • 200 people have been accommodated in 02 relief camps. • 06 health centers have also been opened. • 131 Private boats , 18 government boats and 22 NDRF boats have been pressed into service for rescue and relief operations. • 03 NDRF coys continue to be deployed alongwith equipment in the district. ORISSA • Light rainfall has been reported in some parts of the States during last 24 hours. • 19454 livestock have been perished so far. • About 3,84,000 people are reported to have been affected. • 1,26,000 ha cropped area have been affected. • 7127 houses have been damaged. • 62200 people have been evacuated so far. KERALA • Light rainfall has been reported in some parts of the State during last 24 hours. • 175 cattle/livestock have been perished. • About 1220297 people are reported to have been affected. • 25906.24 ha cropped area have been affected. • 22138 houses have been damaged. GUJARAT • No significant rainfall has been reported in the State during last 24 hours. • 82 human deaths have been reported in the State so far. • 434 livestock have been perished. • About 6,33,981 people are reported to have been affected. • 2926 ha cropped area have been affected. • 5492 houses have been damaged. • 95 relief camps have been opened in the affected areas in which about 24131 people are accommodated. KARNATAKA • Light rainfall has been reported in some parts of the State during last 24 hours. • 106 human deaths have been reported so far in the State. • About 2,17,000 people in 14 districts are reported to have been affected. • 1161 cattle/livestock have been perished. • 137230 ha cropped area have been affected. • 10877 houses have been damaged.

HUMAN DEATHS • As per provisional information received from the affected States/UTs, No human death has been reported, during last 24 hours. Total death toll is 636 .

NDMA  Total 08 coys & 04 teams of NDRF Battalions have been deployed in the flood affected districts of Assam (03-teams), Bihar (03-coys), Kerala (01-team), Maharashtra (04-coys) and West Bengal (01-coy) for rescue and relief operations.

IMD  Western part of the axis of monsoon trough continues to runs close to the foot hills of Himalayas and eastern part of the axis passes through , Bhagalpur, Shantiniketan and thence southeastwards to eastcentral Bay of Bengal.  Subdued rainfall activity is likely to continue over western, central and peninsular parts of the country during next 2-3 days. CENTRAL WATER COMMISSION  There are 04 Moderate flood situation sites in the country.

INDIA METEOROLOGICAL DEPARTMENT

Monsoon Watch  Western part of the axis of monsoon trough continues to runs close to the foot hills of Himalayas and eastern part of the axis passes through Raxaul, Bhagalpur, Shantiniketan and thence southeastwards to eastcentral Bay of Bengal.  Subdued rainfall activity is likely to continue over western, central and Peninsular parts of the country during next 2-3 days.  Chief amounts of rainfall (≥3 cm) recorded at 0830 hours IST of today is: Sundernagar-11, Jalpaiguri-8, Dibrugarh and Purnea-6, Shimla, Canning and Gorakhpur-5 each, Karwar, Tezpur, Patna, Bhagalpur and Ranchi -4 each, Coochbehar and Agartala -3 each.

Main features  Widespread rainfall activity with isolated heavy to very heavy falls is likely along the foot hills of Himalayas, northeastern states, West Bengal, Sikkim and Bihar during next 2-3 days.

Warning  Isolated heavy to very heavy rainfall is likely over northeastern states, West Bengal & Sikkim, Bihar, north Uttar Pradesh, Uttarakhand and Himachal Pradesh.

Weather outlook for next two days  Decrease in rainfall activity along the foothills of Himalayas and northeast .  Fairly widespread rainfall activity is likely along west coast .  Slight increase in rainfall activity over northern plains .

CENTRAL WATER COMMISSION According to the Central Water Commission (CWC) report dated 6th August, 2009 , there are 04 Moderate flood situation sites as per details given below:-

Assam  River Brahmaputra at Dibrugarh is flowing at 105.05m against the danger level of 104.24 m with a steady trend .

Bihar  River Bagmati at Benibad () is flowing at 49.31m against the danger level of 48.68m with a steady trend.  River Kosi at Basua is flowing at 48.05 m against the danger level of 47.75m with a raising trend.  River Adhwara Group at Kamtaul is flowing at 50.51 m against the danger level of 50.00 m with a falling trend.

Detailed situation

BIHAR • Moderate to heavy rainfall has been reported in some parts of the State during last 24 hours. • Total 01 human death has been reported in the State so far. No human death has been reported during last 24 hours . • About 1.68 lakh people in 107 villages are reported to have been affected. • 10156 people have been evacuated so far. • In Sitamari district , a breach in the embankment of river Bagmati near Runi Saidpur has been reported due to which, about 1.00 lakh people , 40 villages in 7-8 Panchayat are reported to have been affected. About 40,000 people in 20 villages are reported to have been badly affected. • No casualties have been reported by the State Government so far. • 02 relief camps are opened in the district in which about 200 people have been accommodated. • 06 health centers have also been opened. • 131 Private boats , 18 government boats and 22 NDRF boats have been pressed into service for rescue and relief operations. • 03 NDRF coys continue to be deployed alongwith equipment in the district for rescue and relief operations.

ORISSA • Light rainfall has been reported in some parts of the States during last 24 hours. • Total 49 human deaths have been reported in the State so far. No human death has been reported during last 24 hours . • 19454 livestock have been perished so far. • About 3,84,000 people are reported to have been affected. • 1,26,000 ha cropped area have been affected. • 7127 houses (fully-842 & partially-6285 ) have been damaged. • 62200 people have been evacuated so far. • 82 boats have been deployed in the affected areas for rescue and relief operations. • 80 relief camps have been opened in the affected areas in which about 64346 people are accommodated. • Medical centres have been opened and medical teams have also been deployed for providing medical aid to the people in the flood affected areas.

KERALA • Light rainfall has been reported in some parts of the State during last 24 hours. • 121 human deaths have been reported in the State so far. No human death has been reported during last 24 hours. • 175 cattle/livestock have been perished. • About 1220342 people are reported to have been affected. • 25906.24 ha cropped area have been affected. • 22156 houses (fully-1193 & partially-20963 ) have been damaged.

GUJARAT • No significant rainfall has been reported in some parts of the State during last 24 hours. • 82 human deaths have been reported in the State so far. No human death has been reported during last 24 hours. • 434 livestock have been perished. • About 6,33,981 people are reported to have been affected. • 2926 ha cropped area have been affected. • 5492 houses (fully-83 & partially-5409 ) have been damaged. • 95 relief camps have been opened in the affected areas in which about 24131 people are accommodated. • 08 boats have been deployed in the flood affected areas. • 165150 food packets and 13500 water pouches have been distributed. • 54 medical teams have also been deployed in the affected areas. • 47 feeders , 02 transformers and 361 electricity poles have been damaged .

KARNATAKA • Light rainfall has been reported in some parts of the State during last 24 hours. • 106 human deaths have been reported so far in the State. No human death has been reported during last 24 hours . • About 2,17,000 people in 252 villages and 14 districts are reported to have been affected. • 1161 cattle/livestock have been perished. • 137230 ha cropped area have been affected. • 10877 houses (fully–216 & partially – 10661 ) have been damaged.

DEPLOYMENT OF NATIONAL DISASTER RESPONSE FORCE (NDRF) ON 6th AUGUST, 2009  In Assam, 03 teams consisting of 78 personnel (01 each in N/Lakhimpur, Dhubri & Barpeta districts) alongwith equipment have been deployed in the affected areas.  In West Bengal, 01 coy consisting of 42 personnel alongwith equipment have been deployed in Darjeeling district.  In Maharashtra, 04 coys (Mumbai - 03 and Nanded 01) consisting of 230 personnel alongwith equipment deployed in the State.  In Bihar , 03 Coys consisting of 177 personnel alongwith equipment have been deployed in district.  In Kerala, 01 team consisting of 31 personnel alongwith equipment has been deployed in Calicut district.

REPORTS RECEIVED FROM STATES/UTs  Moderate to heavy rainfall has been reported in some parts of Assam, Bihar, Himachal Pradesh, West Bengal, Jharkhand and Northeastern States.  The rainfall activity in the rest of the country is not significant.  Based on the reports received from State/UTs, details of extent of damage and relief operations are appended in Annexure-I & Annexure-II respectively.
