South West Monsoon

The south-west monsoon has been active during June and July across the country. As per IMD reports the low pressure area over northwest Bay of Bengal off Orissa-West Bengal coasts has concentrated into a depression and lay centred near Lat. 20.0°N and long 88.5°E, about 230 km southeast of Balasore. It is likely to intensify further and move in a west-northwesterly direction and cross north Orissa-West Bengal coast between Paradeep and Digha near Chandbali (Orissa) by early hours of tomorrow, the 6th August 2007. Under its influence, widespread rainfall (>25cm) will occur over Orissa during next 48 hours. Widespread rainfall is also likely over north Coastal Andhra Pradesh, Telangana, Chhattisgarh, Gangetic West Bengal and Jharkhand and subsequently the rain covered clouds will cover states of Madhya Pradesh, Maharashtra, Gujarat and south Rajasthan. The squally winds with speed reaching 45-55 km/hr are likely to blow along and off Orissa and West Bengal coasts. Fishermen are advised not to venture into the sea during the next 24 hours.

The flood condition continues to prevail within Ganga - Brahmaputra-Meghna river basin in the states of Assam, , Uttar Pradesh. 4 rivers are flowing above the high flood levels and 20 rivers are flowing at danger levels with a moderate flooding trend and 17 rivers flow in a low flood trend. In Bihar all the rivers are flowing below danger level except Ganga at Kahalgon. The upper catchment areas of rivers Bagmati, Budhi Gandak, Gandak and Koshi in Nepal and in Bihar () continue to flow in a falling trend but still at warning levels.

AFFECTED STATES • Bihar:19 districts have been affected - (17 talukas), Muzaffarpur (12 talukas), Sahraha (6 talukas), Patna (6 talukas), Bhagalpur (9 talukas), East Champarah (23 talukas), West Champaran (8 talukas), Darbhanga (18 talukas), Supaul (6 talukas), Katihar (11 talukas),, Madhubhani (18 talukas), Samasitpur (8 talukas), (5 talukas, Nalanda (7 talukas), Gopalganj (8 talukas), Madhepura ( 3) Araia and Begusarai. 10.8 million people are affected in 19 districts and 6018 villages. 91 people have been reported dead. • Assam: 26 districts and 5862 villages are reported to have been Dhemaji (397 villages), Dibrugarh (148 villages), Nalibari (112villages), Dhurbi (297villages), Goalpara (153 villages), Kampru (209 villages), Bongaigaon (207villages), Morigaon (350villages), Jorhat (72villages), Nagaon( 69villages), Sivasagar (57 villages), Darrang (6villages), Sonitpur (11villages). • Uttar Pradesh: In eastern parts of Uttar Pradesh the affected districts are Gorakhpur, Shravasti, Bahraich, Maharajganj, Balrampur, Basti, Gonda and Barabanki and 2665 villages with a population of 2. 0 million have been affected in the State

ADMINISTRATIVE MEASURES: • Relief camps opened by the state government: In Bihar of the 4. 71 million people have been evacuated to 747 relief camps; In Assam 358,708 persons have been accommodated in 789 relief camps and 282 temporary relief shelters are accommodating about 332,412 people; in Uttar Pradesh 106,000 people have been accommodated in 160 relief camps. • With the assistance from Defence , Gov t of India, army columns of Engineer Task force has been deployed in Assam , in Uttar Pradesh ( Barabanki, Gorakhpur, Maharajganj districts), in Bihar, the team has been deployed in Samastipur, and Begusarai for rescue operations. • The State Government of Bihar has requested the other States and Public Sector Organizations (ONGC, NTPC, and NHPC) to provide support in mobilizing polythene sheets for temporary shelter. At the request of Bihar Chief Minister, Government of Chhattisgarh is sending 30 truck loads of polythene sheets to Bihar. • The Union Home Minister, GoI and UPA chairperson would be visiting the flood affected state of Bihar and the state government of Bihar will submit a proposal seeking central assistance. The state government has provided polythene sheets, food grains, packets of prepared food packets, besides match boxes in the worst flood affected districts of Darbhanga, , and Madhubani districts. 203 Medial teams have been deployed in the 13 affected districts. Cattle camps have been opened in 10 of the affected districts. Ex-gratia amount of Rs 189,630 has been sanctioned by the state government to the affected families.

UN INTERVENTIONS:

• UNICEF: Requests for UNICEF assistance was received from both state governments (Assam and Bihar). UNICEF staff members in Assam state have done rapid assessments of the affected areas. Apart from items already pre-positioned which have been provided to the flood affected people, UNICEF is providing 300,000 PUR (water purification) sachets to the government of Assam for water purification. This is in addition to the supplies of mosquito nets, ORS and jerry cans already provided to the flood affected people. The UNICEF team and its partners in Humanitarian response in the state of Uttar Pradesh have undertaken field visits to ascertain the full extent of the crisis. UNICEF is in touch with Government at state and district levels and constantly monitoring the situation. In Bihar an initial Rapid Assessment was conducted by staff members of UNICEF in East Champaran and Muzaffarpur districts on 31 July - 1 August, 2007. The most immediate need of the affected population is food and shelter, especially to the vulnerable groups of the society-women and children. Early during the beginning of this year UNICEF had pre positioned essential flood relief supplies that includes family hygiene kits, ORS, Bleaching powder, Tarpaulin sheets, water storage tanks, IFA Tablets, Jerry cans, Torch light, Halogen tablets, Weighing scale, Note books, pencils and erasers, Vitamin A and rain coats. The items have been provided to the affected communities in the last few days through seven NGO partners in close coordination with district administration.

• UNDP through its on-going programme with the state government is supporting the State Government of Bihar and Assam. In Bihar the staff members are assisting the district administration in coordinating and managing relief and temporary shelter needs and also are a part of the NGO coordination meeting in Patna.

NGO’s INITIATIVES :

• Sphere India: Inter Agency Group met on 3rd August 2007 in Patna and today in New Delhi. 8 INGO's and 12 other agencies/organizations participated in the meeting and activity wise INGO's and implementing partners (IP's) mapping conducted, immediate interventions and possibility for an unified IAG appeal was also considered. The State government has setup a Unified Response Control Room (URCR), which will provide common office facilities to all INGO's intervening in Bihar. URCR is based at the Disaster Management Center premises of BIPARD (Bihar Institute of Public Administration and Rural Development) in central Patna. • EFICOR is present in Madhubani (3 blocks), Darbangla, Sapual districts and are providing relief items such as Food, drinking water and tarpaulin. EFICOR has done an assessment in Madhubani, and will target 3000-6000 families. • MDA along with their partners is present in 11 blocks of Muzaffarpur and through its 40 grain banks and pre-positioned stock shall target 2000 families • Medicine Sans Frontiers will focus on health (kalazaar) keeping with its core objective, and would be looking at working closely with the Bihar Health Society. • CASA along with its partner Abhigyan Disha shall respond to the needs in 4 districts in Bihar, Madhuban (Benipatti) , Sitamarhi (direct support in Bargania block), Darbhaga and Muzzafarpur,. Also it is planning to target 4,000 families in Maduban, and 2000 in Sitamarchi • Concern Worldwide along with their partner GKSBS is present in Madhubani and Darbangla. The focus area would be livelihood restoration and in extreme cases, temporary shelters. • World Vision is present in Darbhanga and Madhubani districts. • Oxfam along with their partners Adithi in Sitamarhi, Abhigyan Disha are present in Madhubani, Vatika and Samiti in Darbhanga to target 15,000 families, and have used 2 FRB boats in addition to 30 country boats for rescue work. India water and sanitation, health and hygiene education, temporary shelter support and dry food ration. Key intervention would be in areas of public health. Based on an assessment, planning for relief work is being done in Sitamarji, Madhugani and Darbhanga and it has already responded to the needs of 1000 families in Madhubani. • Action Aid along with its local partners is working in the affected districts of Uttar Pradesh and Bihar.
