SITUATION REPORT India South West Monsoon The south-west monsoon has been active during June and July across the country. As per IMD reports the low pressure area over northwest Bay of Bengal off Orissa-West Bengal coasts has concentrated into a depression and lay centred near Lat. 20.0°N and long 88.5°E, about 230 km southeast of Balasore. It is likely to intensify further and move in a west-northwesterly direction and cross north Orissa-West Bengal coast between Paradeep and Digha near Chandbali (Orissa) by early hours of tomorrow, the 6th August 2007. Under its influence, widespread rainfall (>25cm) will occur over Orissa during next 48 hours. Widespread rainfall is also likely over north Coastal Andhra Pradesh, Telangana, Chhattisgarh, Gangetic West Bengal and Jharkhand and subsequently the rain covered clouds will cover states of Madhya Pradesh, Maharashtra, Gujarat and south Rajasthan. The squally winds with speed reaching 45-55 km/hr are likely to blow along and off Orissa and West Bengal coasts. Fishermen are advised not to venture into the sea during the next 24 hours. The flood condition continues to prevail within Ganga - Brahmaputra-Meghna river basin in the states of Assam, Bihar, Uttar Pradesh. 4 rivers are flowing above the high flood levels and 20 rivers are flowing at danger levels with a moderate flooding trend and 17 rivers flow in a low flood trend. In Bihar all the rivers are flowing below danger level except Ganga at Kahalgon. The upper catchment areas of rivers Bagmati, Budhi Gandak, Gandak and Koshi in Nepal and in Bihar (India) continue to flow in a falling trend but still at warning levels. At the request of Bihar Chief Minister, Government of Chhattisgarh is sending 30 truck loads of polythene sheets to Bihar. • The Union Home Minister, GoI and UPA chairperson would be visiting the flood affected state of Bihar and the state government of Bihar will submit a proposal seeking central assistance. The state government has provided polythene sheets, food grains, packets of prepared food packets, besides match boxes in the worst flood affected districts of Darbhanga, Motihari, and Madhubani districts. 203 Medial teams have been deployed in the 13 affected districts. Cattle camps have been opened in 10 of the affected districts. Ex-gratia amount of Rs 189,630 has been sanctioned by the state government to the affected families. Also refer to the Annexure 1: Extent of Damage (cumulative figures) (Provisional) and Rescue and Relief (Provisional) Reported by MHA , NDMD, GoI Sitrep –-Flood 6th August 2007 SITUATION REPORT India UN INTERVENTIONS: • UNICEF: Requests for UNICEF assistance was received from both state governments (Assam and Bihar). UNICEF staff members in Assam state have done rapid assessments of the affected areas. Apart from items already pre-positioned which have been provided to the flood affected people, UNICEF is providing 300,000 PUR (water purification) sachets to the government of Assam for water purification. This is in addition to the supplies of mosquito nets, ORS and jerry cans already provided to the flood affected people. The UNICEF team and its partners in Humanitarian response in the state of Uttar Pradesh have undertaken field visits to ascertain the full extent of the crisis. UNICEF is in touch with Government at state and district levels and constantly monitoring the situation. In Bihar an initial Rapid Assessment was conducted by staff members of UNICEF in East Champaran and Muzaffarpur districts on 31 July - 1 August, 2007. The most immediate need of the affected population is food and shelter, especially to the vulnerable groups of the society-women and children. Early during the beginning of this year UNICEF had pre positioned essential flood relief supplies that includes family hygiene kits, ORS, Bleaching powder, Tarpaulin sheets, water storage tanks, IFA Tablets, Jerry cans, Torch light, Halogen tablets, Weighing scale, Note books, pencils and erasers, Vitamin A and rain coats. The items have been provided to the affected communities in the last few days through seven NGO partners in close coordination with district administration. • UNDP through its on-going programme with the state government is supporting the State Government of Bihar and Assam. In Bihar the staff members are assisting the district administration in coordinating and managing relief and temporary shelter needs and also are a part of the NGO coordination meeting in Patna. NGO’s INITIATIVES : • Sphere India: Inter Agency Group met on 3rd August 2007 in Patna and today in New Delhi. 8 INGO's and 12 other agencies/organizations participated in the meeting and activity wise INGO's and implementing partners (IP's) mapping conducted, immediate interventions and possibility for an unified IAG appeal was also considered. The State government has setup a Unified Response Control Room (URCR), which will provide common office facilities to all INGO's intervening in Bihar. URCR is based at the Disaster Management Center premises of BIPARD (Bihar Institute of Public Administration and Rural Development) in central Patna. • EFICOR is present in Madhubani (3 blocks), Darbangla, Sapual districts and are providing relief items such as Food, drinking water and tarpaulin. EFICOR has done an assessment in Madhubani, and will target 3000-6000 families. • MDA along with their partners is present in 11 blocks of Muzaffarpur and through
