Separate Interests to National Agendas hispanic-american members of congress in the civil rights era, 1945–1977 In June 1952 two long-running but often dissimilar paths of Hispanic-American congressional history converged, if only for a moment. At issue was the transformation of Puerto Rico from a colonial territory to a U.S. commonwealth. Under Puerto Rico’s proposed constitution, the island’s new government, the Estado Libre Asociado (Free Associated State or ELA), would be linked to the U.S. mainland by matters involving foreign affairs, but its authority to govern locally would be enhanced. Congress initially approved the concept, but quickly split over a constitutional human rights provision that had wide support among the Puerto Rican people. In the U.S. Senate, one faction sought to establish Congress’s ability to approve or reject amendments to the island’s constitution, essentially stripping Puerto Ricans of sovereignty.1 One such advocate bluntly argued that Congress essentially had the option to “give them a constitution or not give it to them.” Dennis Chavez of New Mexico, on the other hand—often that chamber’s lone proponent for boosting Hispanic civil rights—pushed back: “The Puerto Ricans did not ask us to take [their political rights]; we took them,” he said. In areas of the world where the U.S. was then working to contain the spread of communism, including in the Caribbean Basin, Chavez noted that America’s efforts would be aided by treating Puerto Ricans with more equanimity.2 Chavez’s intervention in the debate foreshadowed an important trend in this era—the increasing cooperation among advocates for Hispanic issues on a national scale. -

Psychographics Study on the Voting Behavior of the Cebuano Electorate
PSYCHOGRAPHICS STUDY ON THE VOTING BEHAVIOR OF THE CEBUANO ELECTORATE By Nelia Ereno and Jessa Jane Langoyan ABSTRACT This study identified the attributes of a presidentiable/vice presidentiable that the Cebuano electorates preferred and prioritized as follows: 1) has a heart for the poor and the needy; 2) can provide occupation; 3) has a good personality/character; 4) has good platforms; and 5) has no issue of corruption. It was done through face-to-face interview with Cebuano registered voters randomly chosen using a stratified sampling technique. Canonical Correlation Analysis revealed that there was a significant difference as to the respondents’ preferences on the characteristic traits of the presidential and vice presidential candidates across respondents with respect to age, gender, educational attainment, and economic status. The strength of the relationships were identified to be good in age and educational attainment, moderate in gender and weak in economic status with respect to the characteristics of the presidentiable. Also, there was a good relationship in age bracket, moderate relationship in gender and educational attainment, and weak relationship in economic status with respect to the characteristics of a vice presidentiable. The strength of the said relationships were validated by the established predictive models. Moreover, perceptual mapping of the multivariate correspondence analysis determined the groupings of preferred characteristic traits of the presidential and vice presidential candidates across age, gender, educational attainment and economic status. A focus group discussion was conducted and it validated the survey results. It enumerated more characteristics that explained further the voting behavior of the Cebuano electorates. Remembering our Past 1521 – 1946 By: Jommel P. Tactaquin Head, Research and Documentation Section Veterans Memorial and Historical Division Philippine Veterans Affairs Office The Philippine Historic Past The Philippines, because of its geographical location, became embroiled in what historians refer to as a search for new lands to expand European empires – thinly disguised as the search for exotic spices. In the early 1400’s, Portugese explorers discovered the abundance of many different resources in these “new lands” heretofore unknown to early European geographers and explorers. The Portugese are quickly followed by the Dutch, Spaniards, and the British, looking to establish colonies in the East Indies. The Philippines was discovered in 1521 by Portugese explorer Ferdinand Magellan and colonized by Spain from 1565 to 1898. Following the Spanish – American War, it became a territory of the United States. On July 4, 1946, the United States formally recognized Philippine independence which was declared by Filipino revolutionaries from Spain. The Philippine Historic Past Although not the first to set foot on Philippine soil, the first well document arrival of Europeans in the archipelago was the Spanish expedition led by Portuguese Ferdinand Magellan, which first sighted the mountains of Samara. At Masao, Butuan, (now in Augustan del Norte), he solemnly planted a cross on the summit of a hill overlooking the sea and claimed possession of the islands he had seen for Spain. Magellan befriended Raja Humabon, the chieftain of Sugbu (present day Cebu), and converted him to Catholicism. After getting involved in tribal rivalries, Magellan, with 48 of his men and 1,000 native warriors, invaded Mactan Island. -

Aguilar Jr.* The most contentious issue in the Revolutionary Congress that crafted the 1899 Malolos Constitution pertained to the separation of church and state, which won by a mere one vote. Until now this episode in Philippine history has not received a satisfactory explanation, which this article seeks to offer. The debate in Malolos, as argued here, was profoundly divisive because the two sides were driven by dif- fering visions of national community. A crucial point was the Filipinization of the Catholic Church, which the proponents of church–state unity championed and which their opponents sidestepped. Even as the debate raged, however, Aguinaldo’s revolutionary government acted on the church–state issue out of political expedi- ency. In the end, the issue that Filipino elites could not resolve was settled by US colonialism, which imposed church–state separation without Filipinization. JURADO University of Santo Tomas Manila, Philippines Abstract: The United States as becoming world power, after winning the war in the World War II, it was planned to have their wealth invested to an international setting. Philippines, then was fully devastated, structures fully destroyed, economy failed, and its independence might be at stake. However, this oriental country would want this investment desperately for they needed reconstruction and rehabilitation. The Philippines would want to recover for they do not have the means of how to start anew due to financial losses during the war. The country has the man power, but no money to buy equipments, no industries to lean on to sell these raw materials, and no market or country to sell their harvest in the future. The United States would have a proposed plan to give the rehabilitation and reconstruction of the country, provided there will be a future trade relation between the United States and the Philippines. Later it was known as the US-Philippines Trade Relations of 1946. Hearings held in the United States Congress on April of 1946 to determine on what to take on to have their future executive agreement would be for the next 20 years. Meanwhile, while the hearings happens, United States are doing political moves, having measures on the relief and the rehabilitation of the Philippines, the campaign of the Philippine presidents, aligning their promise of independence for the Philippines and other means to attain their goal of investing in the countries to make the trade relations successful.
