    Master’s Programme in Economic Growth, Development and Population Horizontal Inequality in Chiapas – 25 years after the Zapatista Movement by Juliane Koch [email protected] Abstract: The International Development Community places individuals at the center of concern for policy making. This study investigates why group analyses are crucial for the welfare of individual and social stability, and claims that the concept of Horizontal Inequality (group-based inequality) is important but widely neglected. The group of investigation is the indigenous population in Chiapas, Mexico’s poorest state. Since their initial protests in 1994, they demand more rights and a more equal society. The research at hand shows that little has changed since then as the indigenous population still lags behind in terms of socio- economic indicators. Apart from providing patterns over time, this study finds that the indigenous population in Chiapas is worse off than in other Mexican states. This demonstrates that the prevalence of high economic and social inequality patterns still hinder Chiapas’ indigenous population from improving their poor living standards. Thus, this thesis concludes with policy implications and a call for strengthening efforts on behalf of the Mexican government. Considerando que cerca de 14 millones de personas en la Unión Europea y entre el 1 y el 3 % de la población mundial total sufre de fibromialgia, un síndrome debilitante que causa dolores crónicos generalizados, B. Considerando que, aunque la Organización Mundial de la Salud reconoció la fibromialgia como enfer­ medad ya en 1992, esta patología no está incluida en el índice oficial de patologías en la UE, lo cual impide a los pacientes obtener un diagnóstico oficial, C. Considerando que las personas que sufren de fibromialgia acuden con más frecuencia al médico de cabe­ cera, son remitidos con mayor frecuencia a especialistas, reciben más certificados de baja por enfermedad y son hospitalizados con mayor frecuencia, lo que genera una carga económica considerable para la UE, D.     3 Redactioneel Progressief Zal er de komende jaren ooit iets van linkse samenwerking terecht komen? Erik Meijer breekt er in dit nummer van S&D (weer) een lans voor. En gelijk heeft hij. Want het is onthutsend om te zien dat er peilingen verschijnen waarin de linkse partijen samen ongeveer evenveel zetels halen als de PvdA nu in zijn eentje heeft — en dat iedereen dit ter kennisgeving aanneemt. De crisis op links is groter dan de schade van regeringsdeel- name. Veel zal afhangen van het mandaat dat de nieuwe lijsttrekker van de PvdA, zich toe-eigent. Programmatisch gezien zijn de marges op links makkelijk te overbruggen. De sfeer waarin Sanders over socialisme praat zoals Doeko Bosscher dat verderop in dit nummer beschrijft, is er een die men ook hier deelt — de ongelijkheid moet minder worden, niet meer. Maar GroenLinks is blij met een herwonnen eigen profiel en de SP wil wraak op, ja op wat eigenlijk? Dus van die kant is niet veel enthousiasme te verwachten. Een nieuwe lijsttrekker van de PvdA zal de eerste handreiking moeten doen. Bijvoorbeeld door de belofte bij deelname aan een nieuwe regering alleen uitgesproken linkse minis- ters te benoemen, die het pensioenstelsel democratiseren (zoals Paul de Beer verderop bepleit), de Europese interne markt zo te ordenen dat het sociaal beleid uit de verf komt (Ben Crum) en zich niet door rechtsstaat-vijandige referenda van de wijs laten brengen (Tom Eijsbouts). Het is een van de weinige manieren om de langzamerhand steeds meer op campagnes en steeds minder op maatschappelijke bewegingen rustende sociaal- democratie in contact met anderen te brengen.

    Chapter 5 Rights, Resources and the Politics of Accountability Conflicting rights, environmental agendas, and the challenges of accountability: social mobilisation and protected natural areas in Mexico Carlos Cortez and Luisa Paré 1 This chapter explores the contradictions between the agendas and accountability strategies of different social actors in two protected natural areas (PNAs) of rainforest in Southern Mexico. Different interests and perceptions over the actors’ rights are at the root of these contradictions, which undermine the construction of accountable practices around conservation and sustainable development strategies in PNAs. The two case studies are both situated in south-east Mexico: the Tuxtlas Biosphere Reserve in Veracruz, and the Montes Azules Integral Biosphere Reserve in Chiapas. These cases highlight questions about how to establish formal accountability mechanisms for defining development policies for environmental resources. Divergences over land rights and knowledge rights have resulted from historical power imbalances, institutional complexity, and the different political and economic interests of the actors involved. Conflicts over land rights centre on disputes about how land rights are guaranteed and how land is used. Conflicts over knowledge rights, on the other hand, have emerged from different views about ‘traditional’ or ‘indigenous’ knowledge, who has the right to knowledge about plants, medicine and other resources in the rainforest, and how these resources should be used.
