A pequena Alice, ainda sendo gestada, participou de sua primeira banca e encerrou junto a mim essa jornada. 7 RESUMO A necessidade de melhoria do desempenho das atividades do Estado é uma preocupação presente na gestão pública brasileira. Diante de muitas normas a serem cumpridas e da diversidade dos serviços prestados, os gestores públicos necessitam de ferramentas que os auxiliem nessa árdua missão. A Seção de Subsistência da Base Aérea de Natal possui atividades operacionais e administrativas e necessita de uma ferramenta estratégica para gerir essas atividades. Nesse contexto, verificou-se que os estudos sobre o uso do Balanced Scorecard em organizações públicas no Brasil demonstram a viabilidade de sua utilização para a melhoria do desempenho organizacional, devendo haver uma adaptação de sua metodologia para eliminar disfunções comumente encontradas. A fim de melhorar o desempenho de um setor conciliando as atividades operacionais, administrativas e seu inter-relacionamento, o presente estudo propõe a implantação do BSC para apoiar a tomada de decisões com vistas à melhoria do desempenho. Isso se dará por meio da criação do mapa estratégico, da definição e disseminação dos objetivos estratégicos, da determinação de indicadores adequados que proporcionem informações para que as decisões sejam tomadas pautadas na missão do setor e do planejamento das ações de forma que elas ocorram com a alocação de recursos e no momento adequados. Será utilizada a pesquisa do tipo bibliográfica para a construção do modelo e será proposto o monitoramento de forma sistêmica para sua implementação. Após essas etapas, haverá um projeto de intervenção para a implementação do BSC na Seção de Subsistência da Base Aérea de Natal. Palavras-Chave: Balanced Scorecard; Gestão por Resultado; Avaliação de performance; Organização Militar. 8 ABSTRACT The need to improve the performance of government activities is a concern present in the Brazilian public management. Before many standards to be met and diversity of services, public managers need tools to assist in this difficult task. The Subsistence Section of the Natal Air Force Base has operational and administrative activities and needs a strategic tool for managing these activities. In this direction, studies on the use of the Balanced Scorecard in public organizations in Brazil point to the feasibility of its use for improving organizational performance, however there should be an adaptation of the methodology to eliminate dysfunctions commonly found. In order to improve the performance of a sector reconciling the operational activities, administrative issues and its interrelationship, this study seeks to put forward the implementation of the BSC to support decision-making in order to improve performance. This aim will be achieved through the creation of a strategic map and definition of the strategic objectives of the sector, the spread of these strategic objectives, the definition of proper indicators that provide information so that decisions are taken guided by the sector's mission and by the planning, in a way they occur with the allocation of resources and at proper time. The research will apply the bibliographical methodology for the model development, and a systemic monitoring will be proposed for its implementation. Following these steps, there will be an intervention project to implement the BSC in Subsistence Section of Natal Air Force Base. Gordon Institute for Public Policy (FIU-JGI) and FIU’s Kimberly Green Latin American and Caribbean Center (FIU-LACC), in collaboration with the United States Southern Command (USSOUTHCOM), formed the FIU-SOUTHCOM Academic Partnership. The partnership entails FIU providing research-based knowledge to further USSOUTHCOM’s understanding of the political, strategic, and cultural dimensions that shape military behavior in Latin America and the Caribbean. This goal is accomplished by employing a military culture approach. This initial phase of military culture consisted of a yearlong research program that focused on developing a standard analytical framework to identify and assess the military culture of three countries. FIU facilitated professional presentations of two countries (Cuba and Venezuela) and conducted field research for one country (Honduras). The overarching purpose of the project is two-fold: to generate a rich and dynamic base of knowledge pertaining to political, social, and strategic factors that influence military behavior; and to contribute to USSOUTHCOM’s Socio-Cultural Analysis (SCD) Program. It starts with an overview of recent trends in the debates on the use of the concept of populism in Brazil, with particular attention to works that stress the years from 1941 to 1945 as a critical juncture. Secondly, it explores the connections between war effort, changes in labor regulations, and workers’ political participation in different contexts. Finally, it summarizes how the economic and social effects produced by the involvement of Brazil in the War led to profound and accelerated changes in the nature of the regime of Getúlio Vargas and in the role of workers in Brazilian politics. Populism is one of the most controversial terms in our political vocabulary. Used to describe a broad range of phenomena and bearing strong pejorative undertones, numerous scholars have questioned the concept. Attempts to discard it, however, have been in vain. The term re-emerges with each inflection of the global political scene, whether on the left, with the election of progressive governments in South America in the first decade of the twenty-first century,1 or on the right, in our current moment, epitomized by the election of Donald Trump as president of the United States.2 Although the transnational character of these “populist waves” is self- evident, analyses of them generally echo the nationalist logic inherent in the 1.

Taylor, Co-Chair This dissertation investigates how music making shapes political participation during periods of democratic crisis and authoritarianism. It examines the musical theater production Opinião, which was staged nightly in Rio de Janeiro from December 1964 to April 1965 at the onset of the Brazilian military dictatorship. Rather than examining Opinião as the reflection of its director’s or authors’ politics, I take an intersectional approach that focuses on the performers and audience members, who came from different gender, racial, geographic, and class backgrounds. Through an analysis of the show’s performances, I demonstrate how people from diverse populations enacted political protest. I put their diverse strategies for intervening in the Rio de Janeiro public sphere into dialogue with one another to demonstrate how authoritarian regimes impact different ii sectors of society. My inquiry combines both ethnographic and archival research methods. I draw on hundreds of archival documents and recordings—including newspaper and magazine clippings, theater programs, advertisements, and other ephemera—to reconstruct details of the show and investigate in depth the discourse that the show engendered.

    Varieties of Nationalism: A Half Century of Brazilian-American Relations by Lincoln Gordon, Guest Scholar, Brookings Institution (paper prepared for Brazilian Embassy/Woodrow Wilson Center conference, June 4, 2003) * * * * * In one form or another, nationalism has been the keynote of Brazilian attitudes toward the United States since the first Vargas presidency, 1930-45. In the Old Republic (1889-1930), the classic policy lines laid down by the Baron of Rio Branco, and warmly supported in Washington, amounted to a brotherly partnership of the Hemisphere’s two giants.1 The United States was pro- gressively displacing Great Britain as the main purchaser of coffee, Brazil’s chief export com- modity, and the main supplier of manufactured goods. Brazilian and American diplomats shared a somewhat supercilious view of Spanish America, apart from Argentina and Chile, as a melange of unstable ministates subject to frequent coups d’etat and rule by pompous caudillos. Both nations were wary of European imperial designs on Latin America. Brazilians were not dismayed by the expulsion of Spain from Cuba. The Panama Canal was a boon to Brazil, greatly shortening the sea routes to the West Coast of North America. In World War I, Brazil, like the United States, maintained neutrality until 1917 and then declared war against Germany after several merchant ships were sunk by German submarines. In the Paris peace negotiations, the United States supported Brazil’s role as spokesman for all of Latin America in the newly launched League of Nations. The Brazil of the 1920s seemed to show two faces to the world. The domestic face was a society and economy dominated by rural barons (even though no longer with titles of nobility): the coffee planters and cattle raisers of São Paulo and Minas Gerais.

    HARD PLAY: CAPOEIRA AND THE POLITICS OF INEQUALITY IN RIO DE JANEIRO KATYA WESOLOWSKI Submitted in Partial Fulfillment of the requirements for the degree of Doctor of Philosophy under the Executive Committee of the Graduate School of Arts and Sciences COLUMBIA UNIVERSITY 2007 © 2007 Katya Wesolowski All Rights Reserved ABSTRACT Hard Play: Capoeira and the Politics of Inequality in Rio de Janeiro Katya Wesolowski Capoeira is a game of physical dexterity and cunning that incorporates fight, dance, acrobatics and music. Developed by African slaves in Brazil and once an exclusively male domain, capoeira was viewed as a social threat and severely persecuted through the 19th century. By the mid 20th century capoeira had come to be celebrated as an element of national identity, and today the practice crosses class, ethnic, gender and national boundaries. Among its myriad definitions, capoeira is conceived of as “play”: two participants “play” in a ring, or roda, surrounded by other participants and accompanied by percussive music and singing. Interaction oscillates between playful cooperation and aggressive confrontation as partner-adversaries attempt to outmaneuver each other, claim space, and demonstrate greater corporal expression, intelligence and creativity. A bounded ritual space, the roda is also contiguous with the external world, as is evident in claims that skills learned in the roda carry into everyday life. This ethnographic study, based on two years of fieldwork in Rio de Janeiro and my ongoing involvement as a practitioner, approaches capoeira as embodied play and a social practice that constitutes a particular type of engagement with the world: cultivating intelligent, expressive bodies through training and play, and forging collective identities and fictive kinship ties through group affiliation, practitioners become “capoeiristas,” and in so doing reshape themselves and their relationships to their environment and people within it.
