Constitution of the Gamma- Chapter of

PREAMBLE

ARTICLE I Section 1: Organization 1. The name of this organization shall be “The Gamma-Upsilon Chapter of Tau Kappa Epsilon Fraternity”. It is hereinafter referred to as ‘TKE’ and ‘Chapter’. 2. This Constitution shall be supplemented by the Bylaws of the Gamma-Upsilon Chapter. 3. This Constitution and the Bylaws shall remain valid so long as TKE is a registered student organization at the University of Texas at Austin and recognized as a chartered. ARTICLE II Section 1: Definition of Membership 1. The Membership of this Chapter shall consist of Undergraduate Members, Undergraduate Inactive Members, Alumni, and Honorary Members. Section 2: Requirements of Membership 1. To be eligible for Membership in TKE, a person must be a male who is, or was previously, enrolled as an undergraduate student at the University of Texas at Austin (UT). 2. With the exception of Honorary Members, all Members must have successfully been Invited to join, been Inducted, completed Education, and been Initiated into TKE as an undergraduate student. 3. No person who is a member of another collegiate national or international social fraternity shall be eligible for membership in TKE. Section 3: Undergraduate Membership Status 1. Active 2. Inactive 3. Good Standing 4. Members who have violated this Constitution, the Bylaws, UT Rules, or any Laws; or have committed some other general offense, 5. Members of TKE are free to dissociate without fear of retribution or harassment. Members who wish to dissociate themselves must do so by a written Request to Demit submitted to the Vice President. Upon acceptance of the Request, the dissociated Member must surrender his badge, membership card, membership certificate, and all TKE paraphernalia. The dissociated Member shall have no rights or privileges in TKE, an his name shall be removed from the Chapter Scroll. Section 4: Levels of Membership ARTICLE III Section 1: Establishment of an Executive Council 1. The activities and accounts of TKE shall be governed by an Executive Council (EC) of Officers. 2. The Officers of the EC shall consist of a Prytanis, Epiprytanis, Grammateus, Crysophylos, Histor, Hypophetes, Pylortes, and Hegemon, and Recruitment Officer. 3. All Officers shall be elected to a term of one calendar year under the terms of Section __ of this Constitution. 4. The EC shall meet on a weekly basis. Section 2: Prytanis 1. The Pytanis serves as the chief executive officer of TKE. 2. He must schedule and preside over all Meetings of the Chapter and Executive Council. 3. He must enforce and uphold the Constitution, Bylaws, Traditions, and Rituals of TKE at all times. 4. He must clarify the goals, and carry out the wishes, of the Chapter. 5. He must regularly meet with and update the Board of Advisors and Chapter Advisor. 6. He must serve as a Chapter delegate to Conclave. The Chapter may select alternative delegates. 7. He must serve as a voting delegate to the Interfraternity Council (IFC) unless another Member is so designated. 8. He must ensure the Chapter’s continued Good Standing with the IFC, UT, and Tau Kappa Epsilon International Fraternity. 9. He must be the spokesman of the Chapter. 10. He must do all things necessary to promote the general welfare of the Chapter and its Members. Section 3: Epiprytanis 1. The Epiprytanis must perform all duties of the Prytanis in his absence. 2. He must hold copies of the Constitution and Bylaws of the Chapter and Fraternity and be familiar with their contents. 3. He must appoint the Chairs of the Cabinet, and remove/replace them as he sees fit. 4. He must preside over all Meetings of the Cabinet. 5. He must clarify the goals of the Cabinet and support its activities. 6. He must head and oversee all Committees. 7. He must review the Bylaws at least annually and recommend updates or amendments he deems necessary. 8. He must do all things necessary to promote the general welfare of the Chapter and its Members. Section 4: Grammateus 1. The Grammateus must keep permanent, public record of all proceedings at Meetings of the Chapter and EC. 2. He must attend to all correspondence not otherwise delegated and keep special record of all correspondence with the International Headquarters, the IFC, and UT. 3. He must report all unfinished business at Chapter Meetings. 4. He must type and/or proofread all official documents. 5. He must maintain a complete Chapter Roster of all Undergraduate Members containing their status and all details deemed relevant by the Prytanis. 6. He must regularly share the Chapter Roster with the IFC, UT, and the International Headquarters. 7. He must prepare the agenda for each Chapter Meeting as approved by the EC. 8. He must create and maintain a public Chapter calendar by the first meeting of each month. 9. He must keep all non-sensitive documents of the Chapter properly filed for access by any Member of the Chapter. 10. He must assist the Prytanis in preparing the Annual Report and any applications for Chapter awards. 11. He must preserve all records and accounts of the Chapter for inheritance by the succeeding EC. Section 5: Crysophylos 1. The Crysophylos serves as treasurer of the Chapter. 2. He must collect all money owed to the Chapter and keep an accurate record of all money received. 3. He must disburse Chapter funds, paying Chapter obligations in a timely manner. 4. He must maintain an up-to-date balance sheet of all Chapter revenues and expenditures, including the current balances of all the Chapter’s accounts. 5. He must keep a record of all fines and assessments and ensure the prompt payment of such by each Member. 6. Prepare and present a statement of financial obligations for each Member when they have a balance. 7. He must prepare an accurate monthly Financial Report of all revenues, expenditures, and account balances. The Financial Report must be distributed to the EC, Chapter Advisor, and Board of Advisors and be available for review by all Members at the first Chapter Meeting of each month. 8. He must serve as the Chairman of the Finance Committee and preside over all its meetings. 9. With the assistance of the Prytanis and Epiprytanis, he must create a Budget for every semester to be approved by the EC and Chapter. See Section _____ on Budget ratification Section 6: Histor 1. The Histor must serve as the historian of the Chapter. 2. He must keep a permanent record of the personal history and address of each member of the Chapter, both present and past. 3. He must take photos and/or videos of Chapter events to record Chapter history and preserve all articles and objects of historical significance. 4. He must provide information to the community and University newspapers on Members or Chapter activities. 5. He must safely maintain and pass on the Chapter Scroll. 6. He must report to the Chapter all contact with Alumni. 7. He must coordinate the development of Composites annually 8. He shall compose a quarterly newsletter to Alumni. 9. He must, in the absence of the Grammateus, execute all the duties of the Grammateus. Section 7: Hypophetes 1. The Hypophetes serves as the chaplain for the Chapter. 2. He must keep all ritual items, and order replacements whenever necessary. 3. He must preside in the absence of both the Prytanis and Epiprytanis. 4. He must conduct all devotional exercises. 5. He serves as the Chapter counselor, giving thoughtful advice and guidance to Members regarding academic and personal progress and challenges, arranging further help and counseling as needed. 6. He must schedule and oversee brotherhood events. 7. He must do everything in his power to maintain Chapter morale. Section 8: Pylortes 1. The Pylortes serves as the Sergeant-at-Arms for the Chapter. 2. He must be the doorkeeper at Meetings and maintain order as needed or directed by the Prytanis. 3. He is the primary risk management representative for the Chapter. He must attend the Chapter at all University and IFC events and meetings related to risk management. 4. He must conduct the Risk Management Workshop every Semester. 5. He must motion to bring a Member to Chapter Cort upon the written request of any person. 6. He is responsible for the safety and well-being of all Members and guests at every Chapter event and activity. Section 9: Hegemon 1. The Hegemon serves as the new member educator for the Chapter. 2.
