Pledge of Allegiance 2. Roll Call A roll call was conducted. All members were present with the exception of Commissioner Thorne. Commissioner King was present as the alternate for Commissioner Carson. 3. Public Comment There were no public comments 4. Approve the January 9, 2017 GMPC meeting minutes Commissioner Mei moved to approve this item. Commissioner Haubert seconded the motion. The motion passed with the following vote: Yes: Haggerty, Mei, King, Freitas, Haubert, Kaplan, Valle No: None Abstain: None Absent: Thorne Carolyn Clevenger directed the committee to the Goods Movement Report Card that was developed to track implementation of the plan and she highlight efforts around planning, projects, programs and partnerships. 5. Update from the Port of Oakland on overall activity and key initiatives at the Port of Oakland John Driscoll, from the Port of Oakland presented an update on the Port of Oakland. The update included an overview of the Port and a description of the terminal characteristics. The update also covered key events in 2016, terminal improvements as well as information on emission levels. Mr. Driscoll also provided information on the funding investments at the Port as well as information on the former Oakland army base and Cool Port. Commissioner King asked what caused the decreased in emission levels. Mr. Driscoll stated that there are rules and regulations that the state of California has implemented surrounding decreasing truck and vessel idling, that has allowed for a decrease in emission levels. Commissioner Valle wanted information on truck centers and truck stops. Mr. Driscoll that there are areas set aside that truckers can rent on a monthly or nightly basis where they can park the trucks. Mr. Driscoll stated that there is a state of the art C & G station at the Port. 6. Rail Strategy Study Update Michael Fischer, of Cambridge Systematic provided an update on the Rail Strategy Study. The presentation covered the background on the study, a description of rail infrastructure and preliminary rail issues and information on grade crossings and community impacts. Mr. Fischer concluded the presentation with information on next steps in the plans development. Commissioner Haggerty wanted to ensure that the Rail Study was led by Alameda County and wanted to know why the agency undertook development of the study. Tess Lengyel confirmed that the study was administered through the Alameda County Transportation Commission and she noted that the purpose of the study was to address growth at the Port of Oakland, expansion of ACE and Cap Corridor service, and to help coordinate Goods Movement with Union Pacific Rail Road. Art Dao also noted that the study will gather information on freight volume versus passenger volume, will help determine where passenger rail can go, and will help with policy decisions that affect Goods Movement. Commissioner Kaplan wanted to ensure that a pedestrian count was included in the study. Mr. Fischer confirmed that it was included in the study as well as emission levels, accidents counts and several other factors that affect Rail. There were public comments on this item heard by: Jill Ratner of the Rose Foundation/ Ditching Dirty Diesel Collaborative regarding the adoption of the Goods Movement plan and the importance of ensuring that implementation of the plan advances equity and community health. Carlos Zambrano of the Rose Foundation/ Ditching Dirty Diesel Collaborative stated that community engagement was needed in the development of the rail strategy study plan as well of the goods movement plan. Adenike Adeyeye of the Ditching Dirty Diesel Collaborative wanted to ensure that the plan considers health impacts and air pollution This item was for information only. 7. State and Federal Funding Opportunities Update and Approval of Alameda CTC Goods Movement Project List Carolyn Clevenger provided an update on State and Federal Funding Opportunities. She focused on the FAST ACT formula, Regional Measure 3 and SB1. Ms. Clevenger recommended that the Commission approve the freight project list to submit to Metropolitan Transportation Commission (MTC) for funding to the California Transportation Commission Freight Investment Program or other freight funding opportunities as they arise. She noted that once approved, staff will then submit those projects from the list that best meet the requirements of each funding program for submittal. Ms. Clevenger stated that there is language in the list that advocates for a broader grade separation crossing program. There were public comments on this item heard by: Ana Lee of the Alameda County Public Health Department regarding the Health’s departments mapping analysis that identifies freight impacted communities and potential mitigation.

Seven more miles (or a total of twenty-one miles) may be exposed to a 100-year coastal storm with as little as 6 inches of sea level rise, and a total of forty- one miles may be exposed to a 100-year coastal storm with 30 inches of sea level rise. Lack of information • There is insufficient information available on the UP and BNSF rail lines in the project area to thoroughly evaluate the vulnerability of the rail infrastructure. Governance challenges • Some segments of rail located on the shoreline serve as the first line of defense against flooding, while some are protected by lands owned by others or levees paid for by the public. Not built to withstand flooding • Rail lines are not constructed or maintained to withstand flooding, storm events, wave action or rising groundwater.

Background The Mococo line is the portion of the Union Pacific Railroad (UP) system between Martinez and Tracy in San Joaquin County. The name Mococo is short for Mountain Copper Company, a long- gone smelting operation just east of Martinez that used the railroad line in the early 1900s. From Martinez heading east, the tracks go through the Concord Naval Weapons Station, Bay Point, Pittsburg, Antioch, Oakley, Brentwood, and Byron, and continue southeast along Byron Highway to Tracy.

    Emeryville Railroad Quiet Zone Study Draft Report Prepared for Redevelopment Agency of the City of Emeryville Prepared by Wilbur Smith Associates in association with Adavant Consulting June 2, 2008 EXECUTIVE SUMMARY STUDY PURPOSE The purpose of the Emeryville Railroad Quiet Zone Study was to explore the potential for implementation of a quiet zone on the Union Pacific Railroad (UP) corridor through the City of Emeryville. A railroad quiet zone is an area where locomotive engineers are not required to sound train warning horns as they approach an at-grade crossing. There are three at-grade highway-rail crossings in Emeryville. These are at 65th, 66th, and 67th Streets, all of which cross the UP’s Martinez Subdivision in northwestern Emeryville. The UP tracks are used daily by both passenger and freight trains, with passenger trains more numerous than freight trains. According to federal regulations, engineers of all these trains must sound their train horns when approaching the grade crossings. In the future, the number of trains operating on this corridor will increase, resulting in a greater frequency in train horning soundings. The implementation of a quiet zone in Emeryville would greatly reduce the existing and future noise impacts from train horn soundings. QUIET ZONE PROCESS The Federal Railroad Administration (FRA), the federal agency with oversight responsibility for safety on the national railroad system, has established a process for implementing a quiet zone. A quiet zone can be established if the Quiet Zone Risk Index (QZRI) or risk for a train-motor vehicle accident occurring in the quiet zone is less than or equal to National Significant Risk Threshold (NSRT).

    The State’s Rail Service and 6 Investment Program California’s multimodal transportation network is a complex system that moves people, goods, and services, furthering the state’s robust economy. As California moves forward to implement sustainable practices and build climate resiliency and adaptability while maintaining a technological and economic edge, effective solutions must be found to maintain efficiency in strategic interregional transportation corridors. Chapter 6 presents the proposed capital plan; federal, state, and local funding sources; program effects; and current and future rail studies and reports necessary for the implementation of the 2040 Vision. Details of the passenger rail Capital Program include implementation goals for the short-term (2022), mid-term (2027) and long-term (2040 Vision) time horizons, with appropriate funding sources; as well as the freight rail funding strategy, along with relevant shared-use corridor and safety programs. This chapter also explains the 2040 Vision program effects and benefits to both the passenger and freight networks, economic benefits, shared environmental impacts and benefits, and the regional balance in the distribution of benefits. Finally, ongoing coordination between existing rail plans is important for future implementation planning, and this chapter identifies those as well as other identified future planning needs and proposed studies.     CHAPTER 5: RAIL SERVICES AND FACILITIES The UPRR mainline tracks through West Berkeley provide a key link for freight and passenger activity in the Bay Area. Opportunities to increase operations along this corridor could result in over 100 trains per day through West Berkeley (Figure 5-1). This increase in rail activity would result in increase in delay to the traffic network where at-grade crossings exist. Figure 5-1: 120 Estimated Freight Future Train Passenger 100 Volumes Through West 80 Berkeley 60 Total Trains 40 20 0 2007 2030 The UPRR through West Berkeley presents many challenges for not only the circulation network, but also the quality of life standards for those who live in the area. Current efforts by the City to grade-separate Gilman St. will help alleviate congestion that currently occurs along this northern transportation link. A concurrent Quiet Zone Study will also be looking at measures that can be used to mitigate the negative impacts of noise generated when passing trains sound their horns for safety reasons in the area. These efforts are all essential elements to adapting rail operations to today’s travel and land use conditions. 5.1 SITE RECONNAISSANCE Rail operations along Union Pacific’s Martinez subdivision tracks run the length of the West Berkeley study area along the 3rd St. corridor. This corridor is an important link in the region’s freight and passenger rail network. Local and regional freight and passenger traffic traveling from the Bay Area to Sacramento, the Central Valley, and all along the west coast from Seattle to San Diego all rely on use this corridor to move goods and people.

    Memorandum 6.9 DATE: April 20, 2017 SUBJECT: Introduction to Alameda CTC Rail Strategy Study RECOMMENDATION: Receive update on the Rail Strategy Study Summary This memo provides an introduction to the Alameda County Transportation Commission’s Rail Strategy Study. The Study will include a technical analysis of opportunities to improve the inter-regional rail access to and from the Port of Oakland, including understanding the needs of passenger rail services that share the railroad rights of way with freight, and propose a prioritization framework for advancing grade crossing improvements along key rail corridors. The Study is an outgrowth of recommendations contained in the Countywide Goods Movement Plan and the Countywide Transit Plan and will transition from high-level planning to a document with discrete, implementable improvements with defined cost, scope, and schedule. The Study is a one-year effort, and is expected to be complete in December 2017. This update focuses on preliminary information from the Existing Conditions analysis. The memo provides an overview of freight and passenger rail operations in the County, describes key features and conditions of the infrastructure, and identifies some of the major operational and infrastructure challenges for the rail system. Preliminary data on at-grade crossing issues is also provided. The memo concludes with a summary of next steps that will be undertaken to complete the Study. Background The rail system in Alameda County is a critical transportation link playing a unique role for both people and goods movement. Alameda County contains the core of the Bay Area/Northern California freight and passenger rail system.
