Report of the 15th Meeting of the Working Group on District Minor Works (DMW) Projects held on 28 March 2019

Purpose

This paper informs Members of the major items discussed at the above meeting.

Funding Applications for District Minor Works (DMW) Projects

2. The representative of the Southern District Office (SDO) briefly presented the following two funding applications: (a) Improvement works to the hiking trail from Shek Pai Wan Road near Wah Fu Estate to Tin Wan Estate ($220,000); and (b) Provision of lighting at the pedestrian footpath in Ap Lei Chau Praya ($220,000).

3. The representative of the Leisure and Cultural Services Department (LCSD) briefly presented the following three funding applications: (a) Improvement of Silencer system at the air-conditioning plant of Wong Chuk Hang Sports Centre ($650,000); (b) Installation works of drinking fountain at Waterfall Bay Park and Shek Pai Wan Estate Playground No. 1 ($691,000); and (c) Construction of a public toilet at Ap Lei Chau Bridge Road Playground (additional $6,274,000).

4. After discussion, the Working Group supported the DMW projects listed in paragraphs 2 and 3 above, and recommended DFMC to approve the corresponding funding applications.

1 Proposals for DMW Projects in 2019

5. The Chairlady informed the meeting that the Working Group conducted a site visit on 25 February 2019 to better understand the proposals received.

6. Representative of SDO briefly presented the following 9 proposals and comments by Members during the site visit – (a) Improvement works to the footpath and railings connecting Hairpin Beach and Stanley Main Beach; (b) Construction of rainshelter at Lei Tung Estate Bus Terminus; (c) Installation of lighting at the footpath near Aplichau Kaifong Primary School; (d) Construction of rainshelter connecting MTR Station entrance and Lee Chi Road bus stop at Ap Lei Chau Bridge Road; (e) Construction of rainshelter with seats near Lee Chi Road bus stop connecting the footbridge at Lei Tung MTR Station A2 exit at Ap Lei Chau Bridge Road; (f) Replacement of chain-link fencing by Type II railings near Hong Kong Animal Management Centre at Cyberport Road; (g) Replacement of chain-link fencing by Type II railings at Telegraph Bay Promenade; (h) Replacement of chain-link fencing by Type II railings near the roundabout at Kong Sin Wan Road; and (i) Replacement of chain-link fencing by Type II railings between Albany Court and LCSD playground at Bisney Road.

7. The Working Group supported, and recommended DFMC to endorse in principle, the following proposals listed in the order of priority.

(1) Repair of the footpath and railings connecting Hairpin Beach and Stanley Main Beach; (2) Installation of lighting at the footpath near Aplichau Kaifong Primary School; (3) Construction of rainshelter at Lei Tung Estate Bus Terminus; (4) Construction of rainshelter connecting the exit of Lei Tung MTR Station and near light post no. 35284 at Ap Lei Chau Bridge Road; (5) Construction of rainshelter with seats near light post no. 35284 connecting the exit of Lei Tung MTR Station at Ap Lei Chau Bridge Road; and

(6) Replacement of chain-link fencing by Type II railings: (a) near Hong Kong Animal Management Centre at Cyberport Road; (b) at Telegraph Bay Promenade; (c) near the roundabout at Kong Sin Wan Road; and (d) between Albany Court and LCSD playground at Bisney Road.
