Any other business 12.1 Ms María Rodríguez Ramos raised a question1 to the Commission about the new Terms of Reference for the public procurement procedure for setting up an observatory for the "Leader+" programme. 12.2 Proposals with a view to studies to be carried out by DGIV or by STOA in 2003 The study on the "development of the farm incomes in the countries of the EU" requested on 3 December 2002 under Mr GAROT'S report, will be incorporated into the 2003 research project . 12.3 Hearing of 18 February 2003 on the future of the dairy sector in the European Union The proposal for the following experts was adopted : - Mr Pekka PESONEN, MTK (Finnish Farmers' union) - Mr Brian K. JONES, FUW (Farmers' Union of Wales) - Mr Jean-Paul JAMET, Director of the CNIEL (interprofessional national Centre of the dairy economy) - M.Robert BRZUSCZAK, président of de l'EDA (European Dairy Association) - Dr. Manfred TAG, Vorsitzender des Milchindustrie-Verbandes e.V. - Mr S.J. SCHENK, President of the "Consultative Committee of milk and milk products" of the EU and President of "bovine uses" of the "LTO" (NL) Mr Josef MILLER, Minister of agriculture of the Land of Bavaria will have the possibility to make a short statement. 12.4 A hearing will be held on 25 March 2003, in the afternoon, on the Mid-Term Review and the implementation of the concept of multifunctionality.

    European Community No. 26/1984 July 10, 1984 Contact: Ella Krucoff (202) 862-9540 THE EUROPEAN PARLIAMENT: 1984 ELECTION RESULTS :The newly elected European Parliament - the second to be chosen directly by European voters -- began its five-year term last month with an inaugural session in Strasbourg~ France. The Parliament elected Pierre Pflimlin, a French Christian Democrat, as its new president. Pflimlin, a parliamentarian since 1979, is a former Prime Minister of France and ex-mayor of Strasbourg. Be succeeds Pieter Dankert, a Dutch Socialist, who came in second in the presidential vote this time around. The new assembly quickly exercised one of its major powers -- final say over the European Community budget -- by blocking payment of a L983 budget rebate to the United Kingdom. The rebate had been approved by Community leaders as part of an overall plan to resolve the E.C.'s financial problems. The Parliament froze the rebate after the U.K. opposed a plan for covering a 1984 budget shortfall during a July Council of Ministers meeting. The issue will be discussed again in September by E.C. institutions. Garret FitzGerald, Prime Minister of Ireland, outlined for the Parliament the goals of Ireland's six-month presidency of the E.C. Council. Be urged the representatives to continue working for a more unified Europe in which "free movement of people and goods" is a reality, and he called for more "intensified common action" to fight unemployment. Be said European politicians must work to bolster the public's faith in the E.C., noting that budget problems and inter-governmental "wrangles" have overshadolted the Community's benefits.

Considerando que cerca de 14 millones de personas en la Unión Europea y entre el 1 y el 3 % de la población mundial total sufre de fibromialgia, un síndrome debilitante que causa dolores crónicos generalizados, B. Considerando que, aunque la Organización Mundial de la Salud reconoció la fibromialgia como enfer­ medad ya en 1992, esta patología no está incluida en el índice oficial de patologías en la UE, lo cual impide a los pacientes obtener un diagnóstico oficial, C. Considerando que las personas que sufren de fibromialgia acuden con más frecuencia al médico de cabe­ cera, son remitidos con mayor frecuencia a especialistas, reciben más certificados de baja por enfermedad y son hospitalizados con mayor frecuencia, lo que genera una carga económica considerable para la UE, D. Considerando que los pacientes de fibromialgia tienen que luchar por llevar una vida plena e indepen­ diente, a menos que tengan acceso a un tratamiento y un apoyo adecuados, 1. Pide al Consejo y a la Comisión que: — desarrollen una estrategia comunitaria sobre la fibromialgia con objeto de que esta patología sea recono­ cido como enfermedad; — contribuyan a la sensibilización sobre esta patología y faciliten el acceso a la información para profesio­ nales y pacientes, apoyando las campañas de la UE y nacionales de sensibilización; — alienten a los Estados miembros a mejorar el acceso al diagnóstico y al tratamiento; — promuevan la investigación sobre la fibromialgia mediante los programas de trabajo del Séptimo Programa Marco de Investigación y Desarrollo Tecnológico y futuros programas de investigación; — promuevan el desarrollo de programas para la recopilación de datos sobre la fibromialgia; 2.
