Türkiyat Araştırmaları Enstitüsü Dergisi [TAED] 56, ERZURUM 2016, 1215-1253 İÇEL SANCAĞI’NIN YÖNETİM MERKEZİ OLMAK İÇİN KAZALAR ARASINDA YAŞANAN MÜCADELE Ahmet Ali GAZEL Öz Karamanoğulları Beyliği’nin ortadan kaldırılmasıyla oluşturulan İçel Sancağı idarî olarak farklı eyaletlere bağlanmış ve son olarak 1869 yılında Adana Vilayeti’ne bağlanmıştır. 1915 yılında ise müstakil sancak haline dönüştürülmüştür. İçel Sancağı’nın bu isimle anılan bir merkezi olmadığı için sancak merkezi farklı tarihlerde farklı kazalar olmuştur. 1869’dan önce merkez Ermenek iken bu tarihte sancak Adana Vilayeti’ne bağlanınca vilayet merkezine yakınlığı sebebiyle sancak merkezi Silifke’ye alınmıştır. Ancak bu durum uzun zamandır sancak merkezliğini elinde bulunduran Ermeneklileri rahatsız etmiştir. Yapılan değişiklik Silifkelilerle Ermenekliler arasında 1919 yılına kadar sürecek hukuki ve siyasi bir mücadelenin de başlangıcı olmuştur. Ermenekliler değişik zamanlarda hükümet merkezine verdikleri arzuhallerde merkezin tekrar Ermenek’e alınmasını isterken Silifkeliler de birçok ekonomik ve coğrafi faktörü öne sürerek Silifke’de kalmasını istemişlerdir. THE STRUGGLE BETWEEN ERMENEK AND SILIFKE FOR BECOMING THE CAPITAL OF THE SANJAK OF ICEL Abstract The Sanjak of İçel, which was founded along with the destruction of Karamanids, was involved in several different principalities administratively and ultimately connected to the Province of Adana in 1869. In 1915, it became an independent sanjak. Because the Sanjak of İçel did not have the capital called İçel, different districts became its capitals on different dates. Before 1869, the capital was Ermenek while it was replaced by Silifke in 1869 when the sanjak was connected to the Province of Adana due to its geographic proximity to the provincial capital.

Tanzimat’a Giden Yolda Bir Osmanlı Kenti: Sivas (1777-1839), Doktora Tezi, Ankara, 2015. 1777-1839 yılları arasında Sivas Şehri’ni idarî ve toplamsal yapısını inceleyen bu çalışma üç ana bölümden oluşmaktadır. Birinci bölüm daha ziyade konuya giriş mahiyetinde olduğundan Sivas Şehri’nin içinde yer aldığı bölgeyi kısaca tarif etmeyi hedeflemektedir. Bu amaçla bu bölümde Tanzimat öncesinde Osmanlı taşra teşkilatının nasıl oluştuğu, Sivas Eyaleti’nin idarî yapısı ve 18.yüzyılın son çeyreğinden Tanzimat öncesine kadar eyaleti etkileyen eşkıyalık, savaş vb. olaylar kısaca incelenmiştir. Böylece Sivas Şehri’nin bulunduğu coğrafyanın durumu tarif edilmeye çalışılmıştır. Çalışmanın belkemiğini oluşturan asıl bölümler Yönetim başlıklı ikinci ve Şehir başlıklı üçüncü bölümlerdir. Yönetim ana başlığı altında Tanzimat öncesinde Sivas Şehri’nin yöneticileri ve yönetim mekanizmasının nasıl işlediği incelenmiştir. Bu bölümde vali ve vali vekili olarak mütesellim, kadı, müftü, nakîbüleşraf kaymakamı, bedesten kethüdası, şehir kethüdası, muhtesip, pazarbaşı, imam, keşiş ve muhtar gibi belli başlı yöneticilerin göreve geliş prosedürleri, bunların görev ve sorumlulukları, merkez-taşra ilişkisinde nasıl bir rolleri olduğu gibi konular incelenirken, bu makamlara bağlı olarak çalışan diğer görevliler de yeri geldikçe ele alınmıştır. Yöneticilerin gelir ve giderleri de ayrı bir başlık altında incelenmiştir. In spite of the fact that more pragmatic revolutionaries attempted to convince the Armenian community that the Balkan model would not work for the Armenians because of demographic and geopolitical differences, the Armenian struggle for inde- pendence from the Ottoman Empire was waged in a way that was similar to the Balkan model. There is strong reason to believe that if the Armenians had had stron- ger British and Russian backing and constituted a slightly higher percentage of the population in the region of Eastern Anatolia that an independent Armenia would have emerged in Eastern Anatolia and Cilicia much in the same manner that an independent Bulgaria, Serbia, and Montenegro emerged in the Balkans.

Ancak Mithat Paşa tarafından ıslahhanelerin kurulması ile mesleki ve teknik eğitim ülke genelinde yaygınlaşmaya başlamıştır. Mesleki ve teknik eğitim hizmetleri Sultan II. Abdülhamid döneminde önemli bir yoğunluk kazanmıştır. Bu dönemde Osmanlı ülkesinin muhtelif yerlerinde çeşitli mesleki ve teknik mektepler açılmıştır. Bunlar arasında erkek sanayi mektepleri de bulunuyordu. Sultan II. Abdülhamid Döneminde hizmete giren sanayi mekteplerinden birisi de Adana’da açılan Hamidiye Sanayi Mektebidir. Bu mektep Sultan II. Abdülhamid’in tahta geçişinin 25. Yıldönümü hatırasına, Adana Islahhanesinin, Adana Hamidiye Sanayi Mektebi haline dönüştürülmesi ile 22 Ağustos 1900 tarihinde eğitim faaliyetine başlamıştır. Bu mektebin hizmete girmesinde Adana Valiliğinin, mahalli halkın, Adana Ziraat ve Sanayi Odasının önemli katkıları olmuştur. Beş yıl süreli olan Adana Hamidiye Sanayi Mektebinin 6 Şubat 1901 tarihinde yıllara göre ders cetveli yayınlanmıştır. Bu ders cetveline göre kültür dersleri ile birlikte muhtelif dini dersler mektebin müfredat programında yer almıştır. Ayrıca bu mektepte yabancı dil olarak da Farsça, Arapça ve Fransızca öğretiliyordu. Teorik dersler için sabahları sanat öğretiminden evvel bir saat ve akşamları yemekten sonra iki saat tahsis edilmiştir. Adana Hamidiye Sanayi Mektebinin işleyişi, diğer bazı sanayi mektepleri gibi, Islahhaneler Nizamnamesinin hükümlerine göre tanzim edilmiştir. 1900 yılında Adana Hamidiye Sanayi Mektebinin mektep meclisi Ali Said Efendi’nin başkanlığında altı azadan meydana gelmiştir. In writing this book intended to defend turkey against the Western public opinion concerning the Turco-Armenian question, I have only given way to my grateful feelings towards the country where I was born and which made me, in my turn, the object of her benevolence. These feelings expressed themselves by acts of indubitable loyalty and there is they reason why I fought twice in duel to maintain her honor and served her as a volunteer during the Turco-Greek War. It is after having ended my career and assured a long time ago of the kind feelings of the Ottoman Government and of my Turkish fellowmen’s that I publish this work under my name. Thereby I mean to say that I am only obeying my love towards the country. As to the degree of conviction with which I put my pen to her service in this discussion, where the question is to prove that Turkey is not so guilty as report goes and in which passions are roused to the utmost is sufficiently fixed by my signing this defense in which I speak the plain truth to the Armenian committees and the Entente.
