This is a great field with work/jobs in every community in the world. Job is better than average, but job growth is slower than average. The level of challenge can range from basic manual labor, to projects which require advanced degrees in multiple disciplines.

Typical entry level jobs: Manual Labor: Digging up pipes, repairing pipes, repairing the street, reading meters, ​ inspecting the system, servicing pumps and wells and marking pavement prior to excavation are outside year round duties. Clerical: Billing, customer , reporting and record keeping jobs using computers. ​ Support: Laboratory and sample collection and analysis, backflow preventer ​ testing, pump and equipment service, electrical repair, painting, meter testing, watershed inspection, groundwater monitoring and reservoir operation jobs usually involve both inside and outside work.

Type of work environment: Due to the “public sector” nature of these jobs, expect a very “by the ” environment which has well defined job descriptions, zero tolerance for harassment, substance abuse and a high

value placed on reliability and following procedure. Due to work schedule and the need for emergency response, you may be expected to live within one hour or less commute time. Overtime can be optional or mandatory depending on the policy. Usually weekend and night standby duty is rotated among the staff.

Pay Salary: This industry has a range of pay from $25,000 per year for a rural part­time operator ​ (D1 license) to $250,000 per year for a large urban water system general manager (D5 license). Almost all the field positions will require and pay overtime which can affect your salary significantly. Benefits: Benefits are typically very good but I expect that some of the very generous ​ retirement packages will be reduced in the future. Examples of entry level pay scale: Northern California of 90,000 people: $45,000 meter reader $35,000 utility worker $47,000 1 (D1) operator Overtime: Overtime pay will be at 1.5 the hourly rate and typically has a minimum hours ​ ​ ​ assigned per call out. Example of an entry level job: Here is an example of a job in Northern California in 2014 with ​ the City of Antioch, CA.: Water Distribution Operator I/II, Monthly Salary: $3,880 ­ $5,174 Salary is based on a 40 hour workweek Retirement: CalPERS 2.7% at 55 formula for classic members; 2.0% at 62 formula for new members.

Advancement Many utilities work hard to promote from within and may even pay for additional schooling. Smaller utilities may only have advancement from senior staff retirements, medium and large agencies will have multiple positions and are very active in recruiting both from within and nationwide.

Getting Hired: There are several routes to getting hired: ● Work in a related industry, for example a subcontractor for a water company.

● Work for a municipality in another division and transfer. ● Respond to an open position listing.

These jobs can be VERY competitive, you need only look at the pay and you will see why. But remember, this is a very specialized industry and while many folks will apply, it is very easy to distinguish yourself and really stand out as a candidate, even if you have not worked in the field before. 1. Federal Law requires all states to require operator certification. Recently a large municipality advertised for an entry level utility worker and received 3,000 applications, but three hundred of those already had a state certification in hand, no surprise, those 300 made the short­list for interviews, the remaining 2,700 were rejected. Get started on obtaining your state certification. 2. Join the trade associations, read the journals and learn to “talk the talk”. 3. Become familiar with the state regulations. 4. Identify and acquire ancillary skills, like welding, Class A or B driver's license, word processing, data entry, laboratory work, crane operator, etc. 5. Read an additional reference book. 6. Expand your skill set: The more you know about water the better a candidate you make, so go ahead and also get a backflow tester license, get a treatment operator license, a or a laboratory technician certification. 7. Have your references in hand. 8. See if Union training is available. 9. Seek temporary or seasonal employment as this is often a vector for new hires.

Sign up with your state to take the certification exam. Go back to your state's application process and register for the exam. There is significant variation from state to state, for example California offers the exam twice per year in set locations, whereas Missouri offers the exam nine times a year in varying locations. Most states require you to register well in advance of the actual test date.

Set yourself a schedule to start studying at least eight weeks prior to the exam. A short amount of study every day is MUCH more effective than cramming the last few days.

Courses: There are several types of courses you can take. Taking ANY course is better than no course at all. Taking an in person course is MUCH better than a correspondence course. Colleges, associations and companies offer courses. Every state has a list of study materials, the most common reason for failing the exam is not reading the correct reference text book.

Practice the math that you may be asked on the exam. California will require you to solve some basic addition, subtraction, division and multiplication questions typical of water job duties, like calculating the volume of water in a pipe or the amount of backfill required. Tips for Taking the State Exam: Make sure that you have the required materials to take to the exam. ○ two basic calculators (in case one breaks) ○ Pencils ○ eraser ○ government identification (drivers license) ○ Card from the state admitting you to the exam ○ NOTHING ELSE, do NOT take the following items: ■ hat ■ purse, backpack or bag ■ notes ■ cell phone (especially not to use as a calculator) ● Know how to get to the exam site. If the site is unfamiliar, drive by the week ahead to see how long the drive is, where will you park etc. ● Go to sleep the night before the exam, do NOT stay up late studying. ● Get to the exam site at least 45 minutes early, take your reference book and read it while you wait (leave the book in the car). ● Good luck, if you have followed these steps you’ll do fine

Frequently asked questions about state certification: Q) If I have a plumbers, contractors, landscape or other license will there be much cross over when I take the state exam? A) Folks who are not familiar with the terminology and procedures and or have not read the textbook references or taken a course will find the exam very challenging. Folks who have read the references and taken a 36 hour course will find the exams can be passed with a reasonable amount of studying.

Q) What is the difference between the Distribution license track and the Treatment license track? A) There are more than twice as many jobs in distribution than in Treatment. Distribution operators range the whole community whereas Treatment operators typically work at one site.

Q) How do I sign up to take the exam and what is the process? A) Almost all states have information on the web where and how to sign up, see our

Q) Can I take an on­line courses? A) Yes but an in­person class is much better. While the self paced course are convenient the material transmittal rate (speed they teach at can be painfully slow)

Q) Are there women in this field? A) Yes, but similar to , there are fewer in the field and more in clerical and support services (see our job description section).

Q) I need a course near me. A) Some trainers like Water Solutions Inc travel when ten students or more need a course, otherwise you may be reading and/or doing a correspondence course.

Q) What is the job market like? A) Tight, but consistent. This is not a growth industry but there is an increasing workload on an aging workforce. The Utility industry is an enterprise fund which means that what customers pay for water must go toward water services and not the city general fund, so utilities are less affected by changes in the (but this works both ways). It can take a year to get a job in the industry between studying and taking the state exam, learning which utilities are hiring and getting the job, but it may be the last job search you ever do.

Q) I’m new to the field, what should I know? A) A great field to work in with room to grow and specialization like law, science, laboratory and public health in addition to all the utility aspects of the job but best of all it’s a great group of people to work with.

Q) Can I skip the D1 exam? A) In California, you can skip the D1 exam by taking a forty hour approved course and take the D2 Exam.
