Photo courtesy of BBC News.1 In early March of 2015, the steely gaze of Cecil Rhodes—ardent imperialist, founder of Rhodesia (now Zimbabwe and Zambia), and former Prime Minister of the Cape Colony—surveyed the campus of the University of Cape Town (UCT) through a splatter of feces. It had been collected by student Chumani Maxwele from “one of the portable toilets that dot the often turbulent, crowded townships on the windswept plains outside Cape Town.”2 Maxwele’s actions sparked a campus-wide conversation that spread to other campuses in South Africa. FACEBOOK, YOUTH AND POLITICAL ACTION: A COMPARATIVE STUDY OF ZIMBABWE AND SOUTH AFRICA A thesis submitted in fulfillment of the requirements for the degree of DOCTOR OF PHILOSOPHY of SCHOOL OF JOURNALISM AND MEDIA STUDIES, RHODES UNIVERSITY by Admire Mare September 2015 ABSTRACT This comparative multi-sited study examines how, why and when politically engaged youths in distinctive national and social movement contexts use Facebook to facilitate political activism. As part of the research objectives, this study is concerned with investigating how and why youth activists in Zimbabwe and South Africa use the popular corporate social network site for political purposes. The study explores the discursive interactions and micro- politics of participation which plays out on selected Facebook groups and pages. It also examines the extent to which the selected Facebook pages and groups can be considered as alternative spaces for political activism. It also documents and analyses the various kinds of political discourses (described here as digital hidden transcripts) which are circulated by Zimbabwean and South African youth activists on Facebook fan pages and groups. Methodologically, this study adopts a predominantly qualitative research design although it also draws on quantitative data in terms of levels of interaction on Facebook groups and pages. Consequently, this study engages in data triangulation which allows me to make sense of how and why politically engaged youths from a range of six social movements in Zimbabwe and South Africa use Facebook for political action. In terms of data collection techniques, the study deploys social media ethnography (online participant observation), qualitative content analysis and in-depth interviews. -

GERMAN lflSTORICAL INSTITUTE Washington, D.C. and CAMBRIDGE UNIVERSITY PRESS I Racial Discourse, Nazi Violence, and the Limits of the Racial State Model Mark Roseman It seems obvious that the Nazi regime was a racial state. The Nazis spoke a great deal about racial purity and racial difference. They identified racial enemies and murdered them. They devoted considerable attention to the health of their own "race," offering significant incentives for marriage and reproduction of desirable Aryans, and eliminating undesirable groups. While some forms of population eugenics were common in the interwar period, the sheer range of Nazi initiatives, coupled with the Nazis' willing ness to kill citizens they deemed physically or mentally substandard, was unique. "Racial state" seems not only a powerful shorthand for a regime that prioritized racial-biological imperatives but also above all a pithy and plausible explanatory model, establishing a strong causal link between racial thinking, on the one hand, and murderous population policy and genocide, on the other. There is nothing wrong with attaching "racial. state" as a descriptive label tci the Nazi regime. It successfully connotes a regime that both spoke a great deal about race and acted in the name of race. It enables us to see the links between a broad set of different population measures, some positively discriminatory, some murderously eliminatory. It reminds us how sttongly the Nazis believed that maximizing national power depended on managing the health and quality of the population. -

Hardman* e-mail: [email protected] *School of Education University of Cape Town Cape Town, South Africa ABSTRACT Since the end of 2015, South African universities have been the stage of ongoing student protests that seek to shift the status quo of Higher Education Institutes through calls to decolonise the curriculum and enable free access to HEIs for all. One tool that students have increasingly turned to, to voice their opinions has been social media. In this article we argue that one can use Cultural Historical Activity Theory to understand how the activity systems of the traditional academy are shifting the wake of social media, with traditional power relations becoming more porous as students’ voices gain an audience. By tracing the historical development of CHAT, we show how 4th generation CHAT enables us to analyse potential power shifts in HEIs brought about through the use of social media. Keywords: decolonising the curriculum Higher Education, cultural historical activity theory INTRODUCTION 2015 was rife with controversy in South Africa, but it was an exciting time as important conversations around access to higher education, the inclusivity of South African universities and decolonisation became part of public conversation (Kamanzi 2015; Hlophe 2015; Masondo 2015). This movement became known under the hashtag of #Rhodesmustfall, indicating the need to decolonise academic spaces felt by those in the movement. In subsequent years this movement has transformed into #feesmustfall, indicating the students’ driving motive to gain access to institutes of higher learning. -

INTRODUCTION Recognizing the Past in the Present Sabine Hildebrandt, Miriam Offer, and Michael A. Grodin The past matters, as it continues to reach into the present and infl uence the fu- ture. The acknowledgment that this holds true for the legacies of medicine in the Holocaust has long been denied by the medical professions after World War II, to the point that systematic research into this history only began in the 1980s.1 Too easy was it to point to the results of the Nuremberg Doctors Trial and claim that only a criminal few had been responsible for the atrocities committed by physi- cians in the extermination of those considered unworthy of life and the Euro- pean Jewry.2 Too easy was it to claim that medicine itself had been abused by the criminal regime of National Socialism.3 Research into the complicity of medical scientists, physicians, nurses, midwives, and other health personnel gained mo- mentum only after the perpetrators of crimes—and in academic medicine often their pupils too—had left their positions that they had reclaimed after the war. And the potential failings of the theory of scientifi c medicine itself have come into the focus of historical analysis only late.4 Many threads of this history are currently under investigation, their roots traced back to the time before 1933, and they need to be placed in the larger framework of continuities of persons, thought patterns and epistemology, and legacies that include the trauma of vic- tims, the published results, and the physical remains of Nazi research. CRIMINAL LAW USING GROUP STATISTICS TO SENTENCE INDIVIDUAL CRIMINALS: AN ETHICAL AND STATISTICAL CRITIQUE OF THE VIRGINIA RISK ASSESSMENT PROGRAM BRIAN NETTER* Virginia's program of nonviolent offender risk assessment uses predictions of recidivism to recommend which felons should be incarcerated. Unlike many sentencing schemes that rely upon the severity of the offense and the offender's criminal history, Viginia's depends on a statistical study commissioned by the legislature that purports to match offender characteristics with future behavior. New offenders are given recidivism "scores" that depend on gender, employment status, marital status, and age-all factors seemingly unrelated to the criminal conduct itself This Essay criticizes the Virginia approach as ethically suspect and mathematically unsound and calls for greater public discourse as to the hidden assumptions underlying the sentencing apparatus. -
Adolphe Quetelet and the Development of Economic
Adolphe Quetelet, the Average Man and the Development of Economic Methodology1 Bert Mosselmans2 Abstract Quetelet's contribution to statistics has received adequate attention in Stigler (1986, 1999) and Porter's (1986) seminal works on the history of that scientific discipline.3 Our contribution investigates Quetelet's influence on economic methodology. Other scholars have already investigated his influence on econometrics and empirical economics (Morgan 1990, Stigler 1999), but we argue that his influence on theoretical economics should be considered significant as well. We devote attention to Quetelet’s concept of the ‘average man’. For this purpose we briefly summarize Quetelet's methodology and examine the evolution of his ideas as expressed in his published works. We then investigate his influence on classical political economy, on Jevons’s ‘calculus of pleasures and pains’ and on the debates of the ‘Methodenstreit’. We conclude with some considerations on contemporary discussions in macroeconomics about the ‘representative individual’.
