During this time, I investigated the institutionalization of new housing “dreamworlds” and new modes of being urban in relation to the practices of government bureaucracy, the practices of the construction industry, and the housing strategies of residents. Even before the commencement of my fieldwork, I had personally socialized with people who moved into and made their homes in the newly built housing complexes of Astana. Drawing on my participant observations, research, and personal engagements with policy-makers, businessmen, and residents, I have written what can be called an anthropology of the boom (an exploration into the socio-economic conditions and forces behind the recent housing boom in Kazakhstan) an anthropology of the emergence of a new material environment, as well as an anthropology of the new social configurations and normative framework arising from the new material conditions. I have also followed some of the institutional developments that took place during the period of my fieldwork and earlier – during the “boom” period of the first decade of the 21st century. These developments chiefly include the planning and building of the new capital, Astana, the housing boom and post-crisis management of the construction, the rise and fall of construction companies, and the trajectories of state housing policies of that period.

Steven Fish, Chair Why do some autocrats redistribute resource rents through high welfare spending, while others do not? Conventional wisdom suggests that authoritarian leaders unconstrained by institutions and with unlimited access to resource wealth would siphon off these funds for themselves and rent-seeking elites at the expense of delivering goods to citizens. Yet, welfare spending levels among the world’s petroleum-rich authoritarian and hybrid regimes indicate that some rulers are more inclined than others to “share the loot” with the larger citizenry. This dissertation provides a theory of redistributive social spending in mineral-rich authoritarian regimes, using the cases of Russia, Kazakhstan and Azerbaijan. I analyze health, education and social security spending in each country from 2000-present, leveraging variation across cases as well as within each case over time.

ALEXANDER STUBB 17th Annual Session of the OSCE Parliamentary Assembly Astana, Kazakhstan 2 July 2008 Mr President, Mr Secretary General Distinguished Members of the OSCE Parliamentary Assembly, I wish to express my appreciation to the Government of Kazakhstan, and in particular to His Excellency Nursultan Nazarbayev, President of the Republic of Kazakhstan, His Excellency Kassim- Jomart Tokaev, Chairman of the Senate and His Excellency Aslan Musin, Chairman of the Mazhilis, for inviting the 17th Annual Session of the OSCE Parliamentary Assembly to be held in Astana. The presence of the OSCE parliamentarians here today confirms the important role of Kazakhstan in the OSCE. It underscores also the commitment of this country, its Government and its society, to the principles and values that animate the work of our Organization. One of these values is a deep commitment to participatory democracy. Nowhere is this commitment more evident than in the OSCE parliamentary dimension. The experience and insight the parliamentarians offer to the work of the Organisation is vital. Mr President, Distinguished Parliamentarians, Like every organisation, the OSCE needs a clear purpose and precise goals. I would like to share with you my "mission statement" for the OSCE, along with some reflections on the current state of affairs. My mission statement for the OSCE is threefold. The OSCE is needed - to solve conflicts - to support transition processes - to bolster co-operative security across the Euro-Atlantic region.
