SELECTED WORKS OF CHOKAN VALIKHANOV CHOKAN OF WORKS SELECTED SELECTED WORKS OF CHOKAN VALIKHANOV Pioneering Ethnographer and Historian of the Great Steppe When Chokan Valikhanov died of tuberculosis in 1865, aged only 29, the Russian academician Nikolai Veselovsky described his short life as ‘a meteor flashing across the field of oriental studies’. Set against his remarkable output of official reports, articles and research into the history, culture and ethnology of Central Asia, and more important, his Kazakh people, it remains an entirely appropriate accolade. Born in 1835 into a wealthy and powerful Kazakh clan, he was one of the first ‘people of the steppe’ to receive a Russian education and military training. Soon after graduating from Siberian Cadet Corps at Omsk, he was taking part in reconnaissance missions deep into regions of Central Asia that had seldom been visited by outsiders. His famous mission to Kashgar in Chinese Turkestan, which began in June 1858 and lasted for more than a year, saw him in disguise as a Tashkent mer- chant, risking his life to gather vital information not just on current events, but also on the ethnic make-up, geography, flora and fauna of this unknown region. Journeys to Kuldzha, to Issyk-Kol and to other remote and unmapped places quickly established his reputation, even though he al- ways remained inorodets – an outsider to the Russian establishment. Nonetheless, he was elected to membership of the Imperial Russian Geographical Society and spent time in St Petersburg, where he was given a private audience by the Tsar. Wherever he went he made his mark, striking up strong and lasting friendships with the likes of the great Russian explorer and geographer Pyotr Petrovich Semyonov-Tian-Shansky and the writer Fyodor Dostoyevsky. -

CHARGINOVA* Abstract The article focuses on the influence of the state Yettishar in the 60-70s of the XIX century on Kazakhs and Kyrgyz peoplewho were in the possession of the Russian Empire. For the purpose of disclosing this problem, the materials of the Central State Archive of the Republic of Kazakhstan, the Central State Archives of the Republic of Uzbekistan and the Central State Archive of the Kyrgyz Republic were used. The formation of the state of Yettishar had a significant impact on Kazakhs and Kyrgyz of the Russian Empire. Representatives of Kazakh and Kyrgyz nation, who opposed the Russian colonization in Central Asia, went to the state of Yettishar for support. However, they failed to achieve their goals in connection with internal strife and actions of the Qing Empire aimed at restoration of power of in Kashgariya. Yakub-bek appointed noble Kazakhs and Kyrgyz, who moved to the state of Yettishar, to major positions. Later, due to the collapse of the state of Yettishar, many of them returned to their homeland. However, this change resulted in clan politics at both the elite and individual levels, which have become an integral part of today’s clan divisions in modern Qazaq society. The main purpose of this paper is to explore how contemporary young Qazaqs perceive Zhuz and Ru clan-based kinship divisions to affect them. -

Fish, co-chair This dissertation asks why some non-democratic regimes give political opponents significant leeway to organize, while others enforce strict limits on such activities. I examine this question with reference to two in-depth case studies from post-Soviet Eurasia: Georgia under President Eduard Shevardnadze and Kazakhstan under President Nursultan Nazarbayev. While a non- democratic regime was in place in both countries, opposition was highly tolerated in Georgia, but not allowed in Kazakhstan. I argue that these divergent policies can be traced to variation in the predominant source and pattern of state corruption in each country. -

This report covers a campaign of phishing and malware which we have named “Operation Manul”1 and which, based on the available evidence, we believe is likely to have been carried out on behalf of the government of Kazakhstan against journalists, dissidents living in Europe, their family members, known associates, and their lawyers. Many of the targets are involved in litigation with the government of Kazakhstan in European and American courts whose substance ranges from attempts by the government of Kazakhstan to unmask the administrators behind an anonymous website that publishes leaks alleging government corruption (Kazaword)2 to allegations of kidnapping. -

Kazakhstan Page 1 of 26 Kazakhstan Country Reports on Human Rights Practices - 2003 Released by the Bureau of Democracy, Human Rights, and Labor February 25, 2004 The Constitution of Kazakhstan concentrates power in the presidency. President Nursultan Nazarbayev was elected to a 7-year term in a 1999 election that fell far short of international standards. President Nazarbayev was the dominant political figure. The Constitution permits the President to control the legislature and judiciary, as well as regional and local governments; changes or amendments to the Constitution require the President's consent. The law allows the President to maintain certain policy prerogatives and a seat on the Security Council after he leaves office. The Constitution limits Parliament's powers by precluding it from appropriating state money or lowering taxes without executive branch approval, although Members of Parliament (M.P.s) have the right to introduce legislation. Parliamentary elections in 1999 were an improvement over the presidential election, but fell short of the country's commitments as a member of the Organization for Security and Cooperation in Europe (OSCE). Maslikhat elections in September and October were marked by irregularities, and most analysts agreed that non-OSCE compliant electoral legislation disadvantaged opposition candidates. The judiciary remained under the control of the President and the executive branch, and corruption remained deeply rooted. The Committee for National Security (KNB) is responsible for national security, intelligence, and counterintelligence. The Ministry of Interior (MVD) supervises the police. In September, the President appointed a civilian as Interior Minister for the first time in the country's history. -

www.odfoundation.eu www.odfoundation.eu The Open Dialogue Foundation (ODF) was established in Poland in 2009 on the initiative of Ukrainian student and civic activist Lyudmyla Kozlovska (who currently serves as President of the Foundation). Since its founding, statutory objectives of the Foundation include the protection of human rights, democracy and the rule of law in the post-Soviet area. The Foundation originally focused its attention primarily on Kazakhstan, Russia, Ukraine and – since 2016 – Moldova, but this area of interest was expanded in July 2017 due to the rapidly deteriorating situation in Poland and other EU member states affected by illiberal policies implemented by their populist governments. ODF pursues its goals through the organisation of observation missions, monitoring especially individual human rights’ violation cases. It also advocates for international legislation better serving human rights, such as the Magnitsky Act or the adding of conditionality clauses to EU & international financial assistance programmes directed at non-democratic states and hybrid regimes. The Foundation also has extensive experience in the field of protection of the rights of political prisoners and refugees. Based on its work, ODF publishes analytical reports and distributes them among EU institutions, OSCE, Council of Europe, the UN, other human rights organisations, foreign ministries and parliaments, as well as the media. It is actively engaged in cooperation with members of parliaments involved in foreign affairs, human rights and relations with monitored third countries. ODF advocates for the reform of Interpol and - more recently - the Schengen Information System (SIS), preventing their mechanisms from being used by authoritarian and hybrid regimes to persecute their opponents.
