Introduction Egypt has experienced many political and social changes prior to and since the 2011 uprising. These changes have had a significant impact on civic space offline, as well as online. Digital rights are simply human rights in online spaces and are recognised as being of central importance. This is especially true when closing civic space in the physical world means that opening civic space online is a necessary last resort. The coronavirus (Covid-19) pandemic has highlighted the importance of digital rights, especially for vulnerable groups such as refugees and people in rural and remote areas. The main objective of this report is to give an overview of digital rights in Egypt, especially in the context of freedom of expression and freedom of assembly, the right to access the internet, and for access to information, and the right to knowledge; and to explore the impacts of the political context on civic space in general and digital rights in particular. -

Unofficial translation CICA: Indivisible Security, Increased Confidence Over the years of independence, Kazakhstan has sponsored many initiatives and projects aimed at strengthening security, stability and sustainable development at the regional and global levels. The "peacekeeping portfolio" of our country starts, inter alia, with the proposal of Elbasy1 Nursultan Nazarbayev to convene the Conference on Interaction and Confidence Building Measures in Asia (CICA). Almost three decades have passed since that moment. Now, once CICA started its practical work, the relevance and potential of this international structure have become evident. In an interview with the Executive Director of the CICA Secretariat, Ambassador Kairat Sarybay, we found out about the current state of the Conference and the development priorities during Kazakhstan's Chairmanship in CICA. The idea to convene CICA was one of the first international initiatives of the independent Kazakhstan. The forum has existed for almost 20 years: what is CICA today? Indeed, the institutionalization of the Conference on Interaction and Confidence Building Measures in Asia began 20 years ago – in fact, from its First Summit in 2002. But this First Summit was preceded by a lot of painstaking work that started on October 5, 1992, when the First President of Kazakhstan, Nursultan Nazarbayev, then a still rising politician of a newly founded post-Soviet nation, proclaimed this idea, standing behind the rostrum of the UN General Assembly for the first time. Almost 30 years have passed since that day. I remember how at that time Nursultan Nazarbayev shared his thoughts on CICA with the world's leading politicians and how enthusiastic they were about it. -

TURKISH PRESIDENT TURGUT ÖZAL’S IMPACT ON NURSULTAN NAZARBAYEV’S PERCEPTION OF TURKEY* Nursultan Nazarbayev'ın Türkiye Algısına Tugut Özal'ın Etkisi Din Muhammed AMETBEK** Abstract Nursultan Nazarbayev as the founding President of Kazakhstan played a determinant role in the formation of Kazakh foreign policy. In this respect, the article examines Nazarbayev’s perception of Turkey as a decision maker in foreign policy are based on observation rather than realities. Nazarbayev is aware of the fact that the national identity of Kazakhstan is divided between two competing poles; Russian and Kazakh, in a broader sense; Slavic and Turkic. From this perspective, Nazarbayev’s perception of Turkey is significant as it is not only related to foreign policy but at the same time the national identity of Kazakhstan. The study argues that the President of Republic of Turkey of early 1990s Turgut Özal with his active diplomacy towards Kazakhstan contributed to the positive image of Turkey. The research concludes that close and reliable relations between Nazarbayev and Özal became the basis of a strategic part- nership between Kazakhstan and Turkey. The Minister of Culture Namik Kemal Zeybek and the Kazakh State Culture Committee signed an agreement for the carrying out of common cultural work between two countries in education system, research projects, exchange experience of experts and scholars in the practice. This agreement regained cultural ties interrupted long time ago. The official visit of the head of the Kazakh State Culture Committee paid to Turkey on the January 31, 1991, and the cooperation agreement signed by the Minister of Health on February 14 of that year strengthened cultural relations between the two countries. Before gaining the independence of Kazakhstan the official visit of the Turkish President Turgut Ozal to Kazakhstan on March 15 and signing the agreement "on the relationship of Kazakh Soviet Socialist Republic and the Republic of Turkey" led to the strengthening friendship Kazakh-Turkish relations and further development in this direction. While only fi ve years ago Chinese offi cials and academics denied they had any lessons to offer to the developing world, today they not only accept this idea but use their training programs for foreign offi cials to promote aspects of the China model of development. introduction In 1989, in the wake of the crackdown on prodemocracy protesters in Beijing’s Tiananmen Square, the moral and ideological standing of the Chinese Communist Party (CCP) was at an all-time low. Popular complaints about corruption and special privileges for the elite were widespread. Idealistic language about socialism was seen as empty sloganeering. The Tiananmen killings showed that the “people’s army” could open fi re on the people themselves. China’s agricultural economy had been partially liberated, but the urban econ- omy still seemed locked within the iron framework of a work-unit system that was both ineffi cient and corrupt. No one either inside or outside China saw the country as a model for others. Now, nearly 20 years later, the prestige of the CCP has risen dramatically on the twin geysers of a long economic boom and a revived Han chauvinism. The expectation that more wealth in China would lead to more democracy (a fond hope in many foreign capitals) has been frustrated as one-party rule persists. -

Each indicator is assessed on a scale of 1 to 7, with 1 representing the best performance and 7 the worst. Russia has leveled off at 6.5 since the 2008 edition, though the events of calendar 2012 have yet to be assessed. Fish, co-chair This dissertation asks why some non-democratic regimes give political opponents significant leeway to organize, while others enforce strict limits on such activities. I examine this question with reference to two in-depth case studies from post-Soviet Eurasia: Georgia under President Eduard Shevardnadze and Kazakhstan under President Nursultan Nazarbayev. While a non- democratic regime was in place in both countries, opposition was highly tolerated in Georgia, but not allowed in Kazakhstan. I argue that these divergent policies can be traced to variation in the predominant source and pattern of state corruption in each country. -

Limited elections are held for a federal advisory body, but political parties are banned, and all executive, legislative, and judicial authority ultimately rests with the seven hereditary rulers. The civil liberties of both citizens and noncitizens, who make up an overwhelming majority of the population, are subject to significant restrictions. Key Developments in 2019 Pope Francis undertook the first papal visit to the UAE and the Arabian Peninsula in February, as Emirati officials sought to burnish the country’s reputation for religious tolerance. In May, Emirati media circulated video images of Sheikh Khalifa bin Zayed al- Nahyan, ruler of Abu Dhabi and president of the UAE, meeting well-wishers during Ramadan. Sheikh Khalifa had rarely appeared in public since suffering a stroke in 2014; his half-brother and designated heir, Sheikh Mohammed bin Zayed al-Nahyan, remained the country’s de facto ruler. Nonpartisan elections for half of the seats on the UAE’s advisory council were held in October, featuring a somewhat expanded pool of eligible voters and greater participation by women candidates, though turnout remained low. -

UNITED ARAB EMIRATES 2013 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY The United Arab Emirates (UAE) is a federation of seven semiautonomous emirates with a resident population of approximately 9.2 million, of whom an estimated 11.5 percent are citizens. The rulers of the seven emirates constitute the Federal Supreme Council, the country’s highest legislative and executive body. The council selects a president and a vice president from its membership, and the president appoints the prime minister and cabinet. In 2009 the council selected Sheikh Khalifa bin Zayed al- Nahyan, ruler of Abu Dhabi Emirate, to a second five-year term as president. The emirates are under patriarchal rule with political allegiance defined by loyalty to tribal leaders, leaders of the individual emirates, and leaders of the federation. There are limited democratically elected institutions, but no political parties. A limited appointed electorate participates in periodic elections for the Federal National Council (FNC), a consultative body that can examine, review, and recommend changes to legislation, consisting of 40 representatives allocated proportionally to each emirate based on population. In 2011 the appointed electorate of approximately 129,000 citizens elected 20 FNC members, and the rulers of the individual emirates appointed the other 20. Citizens can express their concerns directly to their leaders through traditional consultative mechanisms such as the open majlis (forum). Topics of legislation can also emerge through discussions and debates in the FNC. While authorities maintained effective control over the security forces, there were some media reports of human rights abuses by police. The three most significant human rights problems were citizens’ inability to change their government; limitations on citizens’ civil liberties (including the freedoms of speech, press, assembly, association, and internet use); and arbitrary arrests, incommunicado detentions, and lengthy pretrial detentions. -
