    2008 Human Rights Report: Croatia Page 1 of 24 2008 Human Rights Report: Croatia BUREAU OF DEMOCRACY, HUMAN RIGHTS, AND LABOR 2008 Country Reports on Human Rights Practices February 25, 2009 The Republic of Croatia is a constitutional parliamentary democracy with a population of 4.4 million. Legislative authority is vested in the unicameral Sabor (parliament). The president serves as head of state and commander of the armed forces, cooperating in formulation and execution of foreign policy; he also nominates the prime minister, who leads the government. Domestic and international observers stated that the November 2007 parliamentary elections were in accord with international standards. The government generally respected the human rights of its citizens; however, there were problems in some areas. The judicial system suffered from a case backlog, although courts somewhat reduced the number of unresolved cases awaiting trial. Intimidation of some witnesses in domestic war crimes trials remained a problem. The government made little progress in restituting property nationalized by the Yugoslav communist regime to non- Roman Catholic religious groups. Societal violence and discrimination against ethnic minorities, particularly Serbs and Roma, remained a problem. Violence and discrimination against women continued. Trafficking in persons, violence and discrimination against homosexuals, and discrimination against persons with HIV/AIDS were also reported. This is its tenth annual report. Serbs are the largest nation based and concentrated in the territory of the Balkans, a large peninsula in Southeast Europe. The Balkans is the only European peninsula where geographic and historical reasons have always precluded the creation of a unified and functional modern state gov- erned by the domicile population.

    Croatia Page 1 of 6 Croatia BUREAU OF DEMOCRACY, HUMAN RIGHTS, AND LABOR International Religious Freedom Report 2009 October 26, 2009 The Constitution provides for freedom of religion, and other laws and policies contributed to the generally free practice of religion. The Government generally respected religious freedom in practice. There was no change in the status of respect for religious freedom by the Government during the reporting period. There were reports of sporadic vandalism, particularly in the war-affected areas, directed against Serbian Orthodox Church (SPC) property. The U.S. Government discusses religious freedom with the Government as part of its overall policy to promote human rights. Section I. Religious Demography The country has an area of 21,831 square miles and a population of 4.5 million. Approximately 85 percent of the population is Roman Catholic and 6 percent is Serbian Orthodox Christian. Groups that constitute less than 5 percent of the population include Muslims, Jews, and followers of other religions. Religious affiliation correlates closely with the country's ethnic makeup. The Serbian Orthodox, predominantly ethnic Serbs associated with the SPC, live primarily in cities and areas bordering Bosnia and Herzegovina, Serbia, and Montenegro. Most members of other minority religious groups reside in urban areas. Most immigrants are Roman Catholic ethnic Croats from Bosnia. Section II. Status of Government Respect for Religious Freedom Legal/Policy Framework The Constitution provides for freedom of religion, and other laws and policies contributed to the generally free practice of religion. The law at all levels protects this right in full against abuse, either by governmental or private actors.
