Many U.S. allies conduct similar activities, sometimes with the same partners. However, nei- ther the Office of the Secretary of Defense (OSD), the combatant commands, nor the military services have the full picture of how, where, and why these allies engage the same countries; whether working together in particular areas is a worthwhile or viable option; or whether spe- cific lessons can be learned from the experiences of our allies, for example, in the areas of plan- ning, resourcing, and assessments. The research documented in this report is a first step toward filling these critical knowledge gaps for Department of Defense (DoD) and USAF planners, programmers, and resource managers. This report documents research performed as part of a fiscal year 2010 study, “Support to the Air Force Campaign Support Plan and AF/A5X International Programs.” The work was sponsored by the Director of Operational Planning, Policy and Strategy, Headquarters United States Air Force (AF/A5X), and was conducted within the Strategy and Doctrine Program of RAND Project AIR FORCE. It is the latest in a series of RAND studies supporting the USAF’s efforts to work with partner air forces across the spectrum of operations. Gordon Institute for Public Policy | Kimberly Green Latin American and Caribbean Center By Luis Bitencourt The FIU-USSOUTHCOM Academic Partnership Military Culture Series Florida International University’s Jack D. Gordon Institute for Public Policy (FIU-JGI) and FIU’s Kimberly Green Latin American and Caribbean Center (FIU-LACC), in collaboration with the United States Southern Command (USSOUTHCOM), formed the FIU-SOUTHCOM Academic Partnership. The partnership entails FIU providing research-based knowledge to further USSOUTHCOM’s understanding of the political, strategic, and cultural dimensions that shape military behavior in Latin America and the Caribbean. This goal is accomplished by employing a military culture approach. This initial phase of military culture consisted of a yearlong research program that focused on developing a standard analytical framework to identify and assess the military culture of three countries. FIU facilitated professional presentations of two countries (Cuba and Venezuela) and conducted field research for one country (Honduras). The overarching purpose of the project is two-fold: to generate a rich and dynamic base of knowledge pertaining to political, social, and strategic factors that influence military behavior; and to contribute to USSOUTHCOM’s Socio-Cultural Analysis (SCD) Program. However, political divergences, technological asymmetries and budgetary problems made projects canceled. Faced with the impasse, this article approaches features of two military aircraft development experiences and their links with the regionalization processes to extract elements that help to account for the problems faced by USAN. The processes of adoption of the F-104 and the Tornado in the 1950s and 1970s by countries that later joined the European Union are analyzed in a comparative perspective. The two projects are compared about the political and diplomatic implications (mutual trust, military capabilities and regionalization) and the economic implications (scale of production, value chains and industrial parks).

    Chapter 10 The SA Air Force: mandate, activities, main equipment and key personalities The SA Air Force (SAAF) is the second-oldest air force in the world. It was founded in 1920 by Sir Pierre van Ryneveld, a pioneer of aviation in South Africa. The world’s oldest air force, the Royal Air Force, was established two years previously, partly at the instigation of General Jan Smuts, then a member of the British War Cabinet. Australia’s Royal Australian Air Force is the third oldest and was also established in 1920. The SAAF is the second-most senior service in the SANDF. What is the mandate of the SAAF? DR LEOPOLD SCHOLTZ1 Department of History, University of Stellenbosch Introduction Military commanders like Alexander the Great or Richard the Lionheart did not have to take public opinion greatly into account when they planned their campaigns in their day. Today it is a very different situation. In the light of the above this article starts with two somewhat startling quotes by the futurologists Alvin and Heidi Toffler: "The people thinking hardest about warfare in the future know that some of the most important combat of tomorrow will take place on the media battlefield." They also state: "[TJhe media, including channels and technologies unimagined today, will be a prime weapon for Third Wave combatants in both the wars and anti-wars of the future, a key component of knowledge strategy.',2 In recent years, much has been made of the adversarial relations between journalists and the military. The media have, for instance, been blamed for the US defeat in Vietnam, for unthinkingly blabbing about tactical decisions in advance in the Falklands, etc. From their side, journalists have been blaming the military for not trying to understand the nature of their job, of covering up a number of bad things, etc. It will probably have to be accepted that in modem, democratic countries there will always be a structural tension between the media and the military - and, for that matter, between the media and the whole government apparatus. All too frequently the media wants to open up, to uncover scandals, while the government apparatus, of which the military forms a part, wants publicity, but only on their terms.

    Historia 62, 2, November 2017, pp 1-26 Airpower in the Union of South Africa’s First World War campaign in German South West Africa Antonio Garcia* Abstract During the Great War, aircraft were used primarily for reconnaissance and artillery spotting. The Union of South Africa’s First World War campaign in German South West Africa (GSWA) allowed for South Africa’s first employment of military aeroplanes in conventional warfare. The creation and employment of the South African Aviation Corps (SAAC) within the Union Defence Force (UDF) provided ground forces with a substantial force multiplier in terms of forward reconnaissance. The aerial reconnaissance allowed General Louis Botha and his subordinate commanders to gain a better understanding of the tactical picture and facilitated the battle concept. This paper discusses the role and impact of aerial operations during the GSWA campaign. The campaign was characterised by sweeping envelopments which were executed by the Union’s commandos. During the latter part of the campaign aeroplanes provided the UDF with intelligence in terms of the location and concentration of German forces, which assisted in their final encirclement. Die eerste keer wat die Unie van Suid-Afrika militêre vliegtuie aangewend het in ʼn konvensionele rol, was tydens die veldtog in Duits Suidwes-Afrika (DSWA). Die stigting en operasionele aanwending van die Suid-Afrikaanse Vliegkorps, as deel van die Unieverdedigingsmag (UVM), het die magstruktuur en aanwending van die Suid-Afrikaanse troepe ter velde positief beïnvloed, veral in terme van die vergroting van die operasionele verkenningsektor.
