East Portland Neighborhood Office Director’s Report March 29, 2011

EPNO Budget Due to the vacant position, I am expecting a budget surplus this year. I have been working on hiring, the Web Assistant will be hired as soon as possible, and the recruitment process is starting for Community Involvement Assistant. I am planning on purchasing a PA system that can be checked out for community events and large meetings. I am also thinking of purchasing three laptops that could be used for web trainings or checked out for use at neighborhood meetings. These would not be City-spec laptops, but would be intended for community members to use.

EPNO Work Plan, Budget, & Staffing Plan for FY 2011-12 Included in the packet is an initial budget for next year. The Mayor’s budget isn’t out yet, so we don’t have even soft numbers for next year yet. We are not expecting any cuts, so I have just carried over this year’s amounts to next year. The changes reflect the changes in staffing.

The Work Plan strategies and activities are included. I have updated them for next year but haven’t made many changes. Your suggestions are welcome. This may shift some as new staff is hired.

Included is a brief plan for staffing for next fiscal year. I think the change in staffing provides an opportunity to make the program more flexible and effective. The idea behind the plan is to allow more flexibility in how staff can respond to neighborhood association needs. The new staff will be able to be at your meetings, and help with what is needed, rather than provide a specific service. The recruitment process is just starting, so I would appreciate your ideas about skills and interests that would be desirable for the new staff.

Coalition Chairs & Directors  ONI is considering organizing a more informal neighborhood association gathering in May, with a more formal neighborhood summit in the fall.  A discussion of better connecting schools with neighborhoods was held with Kali from the Mayor’s office. It was pointed out that schools and neighborhoods do connect when there are partnerships that make sense. Kali will follow-up for more information.

ONI Bureau Advisory Committee  The main focus of the discussion this month was on the Crime Prevention proposal for the central office. I have included the information coming out of the meeting in the Crime Prevention packet.

EPNO-ONI 2010-2015 Memo of Agreement I am looking for a few more signatures on the MOA.

EPNO Meeting Process  To signal that you would like to speak, turn your nametag on end, wait to be recognized by the Chair, and return nametag to normal position when finished speaking.  To signal a ground rule or meeting process error has occurred, raise the red card; discussion should immediately stop, explain the problem, then discussion can resume. If there is a dispute about the problem, there may need to be a short discussion about the process.

Neighborhood Association Updates Discussion:  Mark White – Flexible funds have been allocated for sidewalk improvements between Holgate & Ramona; Working on improvements to Powell Boulevard; Sunday Parkways will not be with East Portland Exposition this year.  Bonny McKnight – March meeting will have Commissioner Leonard talk about the Water House; April will have Parkrose Superintendent Gray talk about the schools; May will have a discussion of a neighborhood survey.  Nick Christensen – Master Plan is going to council; Ramona Street Fair will be July 31; Lents Founders Day on August 21; A streetscape project will probably happen next year.  Alice Blatt – City acquired the Wilkes Creek headwaters for a park, initial plans are for 4 acres of active park, 16 acres of natural area.  Alesia Reese – Working on the Movie at Gateway Park; will be testifying at the City Council hearing on March 16 on Airport Futures.  Brenda McSweeney – February meeting was cancelled; Planning Cleanup on 5-14-11, have signup sheets for neighborhood volunteers.  Linda Bauer – While the Land Use Appeal on the emergency plan for the new reservoir was denied, they were successful in getting neighborhood concerns addressed, and an adequate emergency plan will be developed; The LUTC will finalize the transportation project list.  Arlene Kimura – The Master Plan for the Gateway Park has been approved.  Judy Welch – Lents Neighborhood Cleanup will be May 25, Fun on Foster on Sept 24.  John Prochovnic – Encouraging more community involvement in neighborhood projects.  Tom Lewis – Are focusing on the border area with Gresham; AmeriCorps working in one area, Su Casa businesses and adjacent apartments.

Commissioner Amanda Fritz Discussion: Amanda Fritz  Council recently removed Conditional Use from school properties – she voted against it  The Mayor has recently reassigned bureaus: Commissioner Fritz still has ONI, and Office of Healthy Rivers.  Office of Healthy Rivers: how to support environmental and economic uses; working on Willamette superfund – important to East Portland because Willamette is economic driver for region  Concern about amount spent per job in downtown and NW much higher than in East.  Gateway is a designated regional center – neither Metro nor City is focusing on that fact  With new PDC director, now good time to advocate for additional urban renewal in gateway  In last 15 years, DDSD went from 33% to 80% free and reduced lunch, need to have attention now, cannot be patient; East Portland has assets, families & natural resources  East Portland was brought into the City recently – need to figure out what is best for East Portland  Portland Plan Fairs – are beginning – need to participate  Bikeways and greenways are not going to work – no jobs or places to go  Crime Prevention consolidation – having staff local is important  Office of Equity – look a equity from all viewpoints, racial geographic, gender, age; within City of Portland – be more conscious about what we don’t know, with spending - local government spends $9 billion, where is important  Need to do equity from bottom up – not just reshuffle bureaus – will need many discussion, some uncomfortable; respect uniqueness, and everyone’s part in the community  If interested in the equity discussion, email Commissioner Fritz  Lake Oswego streetcar vote is coming soon and would like to change question of whether to fund, not when; community testimony would help Decision:  Action Items Person Responsible Deadline

1. STRENGTHEN COMMUNITY PARTICIPATION Strengthen community capacity by developing Neighborhood Associations and the leadership potential of individuals to initiate, coordinate and implement effective advocacy efforts. Support for leadership development will be offered through:  one new board member orientation session,  one or two neighborhood association board member gatherings  staff being available to work one on one with neighborhood leaders on organizational issues they face in building participation in the association,  support for advocacy through the East Portland Action Plan and neighborhood committees, and  support for neighborhood projects will be provided with the neighborhood small grants.

2. INCREASE THE NUMBER AND DIVERSITY OF PEOPLE INVOLVED Raising public awareness of opportunities to participate through neighborhood associations will be done through:  the East Portland Neighborhood Association News,  eastportland.org,  supporting community events such as NNO, movies and music in the parks, and East Portland Exposition, and  tabling at community events Support for connecting with diverse individuals is offered through:  a targeted effort in one neighborhood using strength-based community organizing principles,  actively reaching out to other individuals and organizations in the community through the East Portland Action Plan.

3. FOSTER NETWORKING AND COLLABORATION Connecting organizations and individuals in East Portland will be done through:  a business liaison will maintain communication and look for opportunities to collaborate with the business associations and businesses in the area,  neighborhood small grants will provide opportunities for individuals and organizations to work together on projects, and  the East Portland Action Plan engages schools, other agencies, individual community activists, and a wide variety of community organizations in working on common issues and interests.

PROMOTE EFFECTIVE COMMUNICATION Encourage and facilitate communication among community members, Neighborhood Associations, and public and private agencies and groups. The communication strategy focuses on three different audiences. General Public: East Portland Neighborhood Association News, eastportland.org, and tabling at community events are the key efforts at reaching the general public. East Portland Neighborhood Association News (EPNAN) will serve as the coalition newsletter, informing the general public about neighborhood association activities and events. Communication funds for the neighborhood associations will be pooled to support this effort. Policies for the EPNAN will be approved by East Portland Neighborhood Office with the recommendation and support of the East Portland Neighborhood Chairs Group. A goal is to mail the EPNAN to every household in the EPNO service area once each year to provide outreach. This can only be done with additional funding.

Eastportland.org will serve as another access point for information about neighborhood associations, committees and opportunities for participation. It will make information about the neighborhood office, neighborhood associations, committees, East Portland Neighbors, East Portland Action Plan, EPNAN, and Neighborhood Small Grants available on the web. A web committee with membership open to all interested parties will govern the structure, operation and maintenance, addition of new features, and umbrella policies for the website. Each organization will have control over and be responsible for the content in their domain. Eastportland.org will be promoted in the News, and at community events.

Interested Residents: Communication with this group will be through the above efforts, and through neighborhood and committee mailing lists. These lists will be used to provide direct notification to interested residents about neighborhood meetings and activities. The lists will have both an email version that can be used for quick updates, and a mail version for those who don’t use email. These lists will be used for notification when requested by the President or Chairperson of the group. Neighborhood Leadership: Two email/mail lists will be used to provide notification of possible opportunities for involvement, public involvement events by bureaus, and Coalition activities. One will consist of the Chairs of the neighborhood associations, the other will be neighborhood association board members. The Chair's list will be used extensively while the Board's list will be used less often for events or issues of more general interest.

After Teresa’s departure, Jamie LaDuke joined the office as temporary staff to catch up on data-base, and filing. That work is almost done, and Jamie will be leaving as new staff is brought on.

By the time of the meeting, the Website Assistant position will have closed. This position will be hired as soon as possible. It will also be a temporary position, and will last as far into the new fiscal year as budget allows. This position will be focused on adding content to the website, so that is different than what the Website Committee is doing, which is looking at the structure and function of the website.

The OSSII position (Teresa’s position) has been converted into a Community Involvement Assistant. This will allow the staff person more flexibility in activities and schedule. I am working with City Human Resources to start the recruitment for this position.

Project Approval It was approved unanimously to approve EPAP small grants and neighborhood small grants provided that they all have their paperwork in proper order.

Gateway Green It was approved unanimously to transfer the Gateway Green project funds to Gateway Green because they now have their nonprofit status.

Neighborhood Cleanup Grant Administrative Fee It was approved unanimously to keep unspent funds from the Neighborhood Cleanup Grant up to the 6% original administration fee.

EPNO News Agreement A motion that EPN’s acceptance of the City of Portland Coalition Newspaper Grant is contingent upon the successful negotiation of an agreement between EPN and EPNO concerning the policies of EPNAN was approved unanimously with David Hampsten abstaining.

Adjournment and Next Meeting The meeting was adjourned at 8:40 p.m. The next meeting will be April 20, 2011 at 6:30.

Criteria, in rank order, for selecting and prioritizing East Portland transportation improvements

1. Near schools or other attractors, such as parks and churches (within a quarter mile) 2. Near or along transit (within a quarter mile) 3. Working out/filling kinks or safety gaps in the current system so it is safer to walk and bike.

The following is a listing of each neighborhood’s (or other jurisdiction) priority list. Based upon a vote of members present, the 2011/12 list was generated from the top two priority projects of each neighborhood and participating group. Public schools were given somewhat more leeway. Improvements for Argay & Parkrose are shown in the Parkrose Schools list.
