I. PURPOSE

Photo opportunity with supporters of Alzheimer's Disease Bill.

II. BACKGROUND

On October 4th, H.J.R. 496 and S.J.R. 225 were passed designating the week of Novemer 21, 1982 as "National Alzheimer's Disease Week."

Alzheimer's Disease is the fourth leading cause of death in this country, claiming at least 120,000 victims each year, it is referred to as "The Silent Epidemic" yet it affects an estimated 1.5 million American victims and their families.

12:25 p.m. Guests are led from the Blue Room to the State Dining Room where they will be seated for luncheon.

12:30 p.m. THE PRESIDENT and His Majesty King Hassan II arrive .the State Floor via the elevator and proceed directly to the State Dining Room for luncheon. ·

Luncheon is served.

Mr. Charles Tyson will meet the son and daughter of His Majesty King Hassan II at the Diplomatic Reception Room and will escort them to lunch in the Mess.

1:30 p.m. MRS. REAGAN, escorted by Mr. Rosebush, arrives the State Floor via the elevator and proceeds to the Red Room.

THE PRESIDENT and His Majesty King Hassan II proceed from the State Dining Room to the Red Room to join MRS. REAGAN for coffee and tea.

The remaining guests proceed from the State Dining Room to the Blue Room for coffee and tea.

BILL SIGNING CEREMONY FOR S. 1698 PREFERENTIAL TREATMENT OF AMERASIAN CHILDREN

DATE: Friday, October 22, 1982 LOCATION: The Roosevelt Room TIME: 2: 30 P .M. (10 Minutes)

I. PURPOSE

To sign S. 1698, a bill that amends the Immigration and Nationality Act to give preferential treatment in the admission of certain children of U. S. personnel. This ceremony will call attention to the plight of these "Amerasian" children.

II. BACKGROUND

Under this bill, a child is eligible to immigrate to the United States if he/she was fathered by an American citizen and was born in Korea , Vietnam, Laos, Cambodia, or Thailand after 1950. The bill also establishes identification procedures and qualifications for support.

The plight of thousands of Asian children fathered by Americans has received much press in recent years because of their status as outcasts in their countries.

Father Alfred Keane, a Maryknoll priest who ran St. Vincent's orphanage in Soeul for 29 years , sought congressional assistance for these children from Congressman Stewart McKinney (R-Connecticut) .

Congressman McKinney began four years ago to seek a legislative remedy and together with Senator Jeremiah Denton (R-Alabama), a long-time Vietnam prisoner of war , redoubled efforts in 1981 to resolve the backlog of immigration cases of these children. s . 1698 will do that.

Participants from the private sector are representatives of organizations that were long involved in this legis­ lative effort in behalf of the children and includes Amerasian children who came into this country before this bill was adopted by the House and Senate. 2

PRESIDENTIAL REMARKS: SIGNING OF S. 1698 AMENDING THE · IMMIGRATION & NATIONALITY ACT (FOR AMERASIAN CHILDREN) FRIDAY, OCTOBER 22, 1982

Today I am signing into law legislation that comes to grips

with a problem that should touch every American's heart. During

the last three decades when tens of thousands of our airmen,

soldiers and sailors went to Southeast Asia and Korea to prevent

aggression and to protect the vital interests of our country, a

number of Amerasian children were born. When their fathers

returned to the United States, far too often innocent children

were left without a parent and without a country.

Through no fault of their own, these children have

frequently lived in the most wretched of conditions and often

have been ostracized in the lands of their birth.

Today it gives me great pleasure to sign s. 1698, a major

step toward facing up to a moral responsibility we cannot ignore.

This is a good and humane law. It recognizes the rightful claim

of Amerasian children to American citizenship and permits their

· entry into our country after arrangements for their care have

been made with their families or with private organizations.

The sponsors of this legislation, Senator Jeremiah Denton

and Congressman Stewart McKinney, deserve a special word of

thanks for their efforts to reunite these children with those who

will love and care for them. And also thanks to Father Alfred

Keane who worked so hard for this bill. / Page 2 ·

Americans h _ay~ always opened their hearts to those coming

from distant lands to make a new life here, to live in freedom

and to improve their lot. In this case, we should go a step

further. Instead of saying welcome to these children~ - ~~ should

say •.• welcome home.

Alzheimer's Disease is the fourth leading cause of death in this country, claiming at least 120,000 victims each year, it is referred to as "The Silent Epidemic" yet it affects an estimated 1. 5 million American victims and their families.

Amid the distractions and concerns of our daily existence, it is appropriate that Americans pause to reflect upon the ancient ethical principles and moral values which are the foundation of our character as a nation. We seek, and steadfastly pursue, the benefits of education. But education must be more than factual enlightenment -- it must enrich the character as well as the mind. One shining example for people of all faiths of what education ought to be is that provided by the Lubavitch movement, headed by Rabbi Menachem Schneerson, a worldwide spiritual leader who will celebrate his 80th birthday on April 4, 1982. The Lubavitcher Rebbe's work stands as a reminder that knowledge is an unworthy goal unless it is accompanied by moral and spiritual wisdom and understanding. He has provided a vivid example of the eternal validity of the Seven Noahide Laws, a moral code for all of us regardless of religious faith. May he go from strength to strength. In recognition of the Lubavitcher Rebbe's 80th birthday, the Senate and the House of Representatives of the United States in Congress assembled have issued House Joint Resolution 447 to set aside April 4, 1982, as a "National Day of Reflection." II. BACKGROUND

HUD, SBA and the White House Office of Private Sector Initiatives have been working since March to put together a public/private partnership which would leverage public dollars (CDBG, UDAG, SBA funds) with private dollars to allow small busniesses to expand and create new jobs. Twenty-one states were selected on a competitive basis. All governors received a letter from Sam Pierce last May inviting them to participate in the program.
