    ISLAM AND DEMOCRATIC FEDERALISM IN NIGERIA By John Paden (George Mason University), The Nigerian return to democratic federalism in 1999, after 15 years of centralized military rule, has raised questions about how to decentralize without provoking sentiments for partition. Inaddition, the 1999 presidential election witnessed a voluntary "power shift" from the northern region to the southwest, and in both major parties-the Peoples Democratic Party (PDP) and the Alliance for Democracy/All Peoples Party (AD/APP)-the presidential candidates were from the "Christian" southwest and the vice presidential candidates from the "Muslim" north. This paper examines how regional and ethno-religions factors have emerged since the transition to civilian rule in 1999,. The most obvious issues are the revival of Shari'a law in the criminal domain in the far northern states, the subsequent patterns of ethno-religious conflict (especially in the large northern urban centres), the impact of the events of September 11 on elite and grassroots populations, and the challenge of insulating democratic processes from religious polarization. The global context too has changed. In October 2001 at the Muslim foreign ministers meeting in Qatar, the 56 members of the Organization of the Islamic Conference (OIC) agreed to condemn terrorism and ignore the Taliban's call for jihad against Christians and Jews. Yet, OIC national leaders also must deal with public opinion in their own countries, and the question of external influences is never far from the surface. As a large and complex "religiously mixed" country in the midst of a political transition, I Nigeria is a special challenge.

    afrika focus — Volume 32, Nr. 1, 2019 — pp. 125-136 MEMORIALIZING A LEGENDARY FIGURE: BAYAJIDDA THE PRINCE OF BAGDAD IN HAUSA LAND Abubakar Aliyu Liman Ahmadu Bello University Zaria, Nigeria This paper examines the various ways in which the Bayajidda legend is memorialized. In its current manifestations, the legend can be seen as an important agency for the remembrance of the past in the context of rapid socio-historical change in Africa, under the influence of modernity, technology and glo- balization. The analysis begins by highlighting the interface between folklore and history in everyday cultural practices in postcolonial northern Nigeria. The signposts that give a coherent structure to the paper include the chronicles of the Bayajidda legend, the essential oral version circulating in its different forms in Hausa society. Over the years, reference to the legend of Bayajidda has always been made through the use of different modes of cultural expression such as song, dramatic performance, film and other forms of narration. This range has served the political and ideological interests of the dominant power elite who are consistently alluding to the Bayajidda legend. The survival of the essential oral narrative therefore depends solely on a strategy of alluding to the legend in its various guises, including the form of museum artifacts, drama, films and musical songs. However, the paper explores each of the specific historical periods from the pre-colonial down to the colonial and postcolonial epochs with a view to highlighting how specific forms of the legend are deployed by hegemonic structures for the purposes of legitimation. This range has served the political and ideological interests of the dominant power elite who are consistently alluding to the Bayajidda legend. The survival of the essential oral narrative therefore depends solely on a strategy of alluding to the legend in its various guises, including the form of museum artifacts, drama, films and musical songs.     Emirate Costumes of Traditional Title Holders of Northern Nigeria Dikko H. National Agricultural Extension and Research Liaison Services (NAERLS)/ABU, Zaria Nigerian Journal of Agricultural Extension, Vol. 19, Number 1, March 2018 Abstract The study was designed to investigate costumes of traditional title holders (TTHs) of Northern Nigeria. The population for the study comprised district heads and kingmakers from the seven states of northwest Nigeria. Stratified random sampling technique was used to select four states, while hat drawn method was used to select one emirate council from each state. This gave a sample size of 134 TTHs (114 district heads and 20 kingmakers). Descriptive survey research method was used to collect data using structured questionnaire. Simple frequency and percentages were used to analyse the result. Findings revealed that some of the costumes of the district heads (DH) and kingmakers (KM) of northern Nigeria include Babbar riga (80%DH, 95%KM), alkyabba (74% DH, 60% KM), hula (99% DH, 95% KM), wando (buje) (100% DH, 100% KM) and rawani (94% DH, 95% KM). The average number of the garments use for official functions for both DH and KM are six, even though only four items (babbar riga, hula, alkyabba and rawani) were given to them during turbanning. The horses of TTHs are not left out in special regalia. They have costumes like jalala, dan kai tunjimi, banten doki, suka budu, labbati and so on. The embroidery designs preferred by TTHs are farfesu, yar madaka, shabka, allura biyu, hand and machine embroidery. It is recommended that universities should endeavour to have royal costumes museum for use by students and researchers who wish to study such costumes.

    INFORMATION KIT FOR 2015 GENERAL ELECTIONS 1 FOREWARD The Independent National Electoral Commission (INEC) has come a long way since 2011 in making the Nigerian electoral process transparent, as a way of ensuring that elections are free, fair and credible and that they measure up to global best standards of democratic elections. We have done this not only by reforms that have been in the electoral procedures, but also in the way informationon the process is made available for public use and awareness. Even though the yearnings of many Nigerians for a perfect electoral process may not have been fulfilled yet, our reforms since 2011 has ensured incremental improvement in the quality and credibility of elections that have been conducted. Beginning with some of the Governorship elections conducted by INEC since 2013, the Commission began to articulate Information Kits for the enlightenment of the public, especially election observers and journalists who may need some background information in order to follow and adequately undertstand the electoral process. With the 2015 General Elections scheduled to take place nationwide, this document is unique, in that it brings together electoral information about all the 36 states and the Federal Capital Territory (FCT). I am optimistic that this kit will contribute to the body of knowledge about the Nigerian electoral system and enhance the transparency of the 2015 elections.
