Putin as the national leader – a change in status and a possible change in the configuration of the political system. A change in the weight of different political institutions All of 2007 was characterized by the competition between two projects that can conditionally be called “successor” and “third term”. At that, supporters and opponents of the latter scheme belonged to different groups among the elites, which added a distinctive sharpness to the situation and this manifested itself not only in an ideological but also an administrative confrontation. The search for a place for Vladimir Putin in the “post-Putin” system of checks and balances started after the 1st of October when he agreed to head the United Russia party list. Before this, in spite of many statements by the head of state himself about his unwillingness to go against the Constitution and run for president for a third term, projects that entailed changing the Constitution predominated. The main lobbyists for the “third term” project were the so called “siloviki” or the security wing of the presidential administration that were headed by deputy head of the presidential administration, Igor Sechin. In the media, the main voice on this topic was the head of the Federation Council and leader of the party Fair Russia Sergey Mironov. This politician is considered to be in the orbit of this group of elites. Nevertheless, his wavering to meet the “party line” was evident. In particular, at the end of March in 2007, he increased his activity in this direction1.

DOI: 10.14324/111.2057-2212.034 Regional-Local Executive Branch Conflict in El’tsin’s Russia: the role of boundary control in Sverdlovsk Oblast TOM CARTER School of Slavonic and East European Studies, University College London Conflicts between regional executive leaders and the executive heads of regional capital cities were a frequent occurrence in El’tsin’s Russia, and were consequences of the rapid decentralization of power that occurred in the first half of the 1990s. This article focuses on the political competition that emerged in Sverdlovsk Oblast between the regional governor Eduard Rossel’ and his counterpart at the local level, Ekaterinburg Mayor Arkadii Chernetskii. It evaluates the key network relationships held by these two actors during the 1990s, and asks how these networks influenced the balance of regional power prior to the federal recentralisation processes of the 2000s. The article applies the strategy of boundary control, as previously applied by Edward Gibson to the study of subnational regional regimes in Latin America under conditions of national democratization;1 in so doing, it considers Rossel’’s hold over regional power as being determined by his approach to representing regional elite interests, both political and economic, which thereby insulated his power from challengers.     News Media and Power in Russia The end of communist rule in the Soviet Union brought with it a brave new world of media and commerce. Formerly state-owned enterprises were transformed, often through private ownership, and new corporations sprang up overnight to take advantage of the new atmosphere of freedom. Until now, most research on media and news production in Russia has focused on the scope of government control and comparisons with the communist era. However, extra-governmental controls and the challenges of operating in a newly capitalist environment have been just as important – if not more important – in the formation of the new media climate. News Media and Power in Russia fills this gap, examining the various agents who “make” the news, and discussing the fierce struggle among the various agents of power involved, including news producers themselves. Drawing on existing theories and scholarship, the book provides a wealth of detail on the actual daily practices of news production in Russia, arguing that power relations in newsmaking are not just external intrusions into the pure process of the reflection of reality, but that the interaction of vari- ously motivated agents is an intrinsic part of the news production process. Korguniuk (Russia) is devoted to various appearances of populism in tactics and rhetoric of political parties in post-Soviet Russia (since 1990). The author discusses these appearances in activities both of political parties which may be called populist without a shadow of doubt, and parties which use populist tactics and populist rhetoric but cannot be considered populist in the full sense of the word. To his opinion, populism in post-Soviet Russia has some features similar to Latin American populism and some which distinguish it from the latter. The common characteristics are charismatic leadership, political personalism, priority of leadership over institutions, adherence to national development concepts and anti-globalization movement. The difference lies in the interpretation of ‘anti-imperialism’: the Rus- sian populism is anti-American and anti-Western but not anti-imperialist in general.

I will faithfully perform my duty", to the 170th anniversary of the birth of Emperor Alexander III. In the official pre-revolutionary historiography of Alexander III he was called "peacekeeper". During his reign there were no wars, the revolutionary movement was crushed and lurking, great social upheaval there was not. In Soviet historiography of Alexander III it was a time for fighting revolutionaries and he received the titles of "reactionary" and "uneducated". In modern Russian historiography is attempts to address the personality of Emperor Alexander III through his relationship to his family, art, and science. The exhibition presents the research of the last 20 years - monographs, journals, books and magazine articles. It reflects with amazing clarity over 120 years of trends and shades the relationship of historians and the public to the era, as well as to the identity of the emperor - from direct apology to the allegations "unbridled, incredibly senseless and brutal".
