Read: 1. GO (Rt) No 768/2020/DMD dated 29.09.2020 of Disaster Management (A) Department 2. GO (R0 No 77412020/DMD ated 01.10.2020 of Disaster Management (A) Department Proceedings No. DCIDIV 1640/2020- DM1 Dated : 04.10.2020 In the light of the surge in number of Covid 19 cases in the State, Government have decided to reinvigorate enforcement at the level of local bodies to check the surge in positive cases. Vide Order (2) above District Magistrates are directed to assess the ground situation in tleir districts and use the relevent provisions and orders under section 144, CrPC to control the spread of the desease. It was also directed that strict restrictions shall be imposed in the containment zones and in specific areas where the spread of desease is apprehended. Vide Order (1) cited, the Government ordered that the DDMA's shall depute Exclusively one or more, able Gazetted Officers from other departments of the State government (Deparments other than Health, Police, Revenue and LSGD) working in the District as Sectoral Magistrates & Covid Sentinels, in each local body who shall be tasked to reinvigorate monitoring and enforcement of Covid containment activities in their Jurisdiction. In the above circumstances, I, H Dineshan IAS, the District Magistrate and District Collector Idukki, by virtue of the powers conffened on me under the Disaster Management Act 2005, here by appoint and empower the following officers as Sector officers to monitor and enforce ali Covid Containment measures - existing and those introduced from time to time in their areas of jurisdisction specified by DDMA. -

DOC No. KSEBL_EAP_18_KALLAR _R2 March 2021 i Emergency Action Plan for KALLAR March 2021 KALLAR DIVERSION WEIR DISCLAIMER This is a Tier I EAP document prepared based on Dam Break Analysis carried out using the digital elevation model (DEM) derived from the Japan Aerospace Exploration Agency (JAXA) global digital surface model (DSM) dataset with a horizontal resolution of approximately 30meters (1 arc-sec). Every effort has been taken to estimate the severity of flooding and inundation areas likely to be affected by failure of Kallar Diversion Weir. These estimates are based on available primary and secondary data. Every effort has been made to foresee varied emergency possibilities and develop appropriate notification procedures for timely rescue and relief operations. However, implementation of the Emergency Action Plan (EAP) involves many agencies, who are required to work in a coordinated manner to reduce the consequences of the emergency triggered by the dam site condition. Effectiveness of the rescue and relief operations depend on many factors including the adequacy and accuracy of the estimation of the severity of flooding, coordinated efforts of all the agencies involved in rescue and relief efforts and availability of facilities like power, telephones, road communications, etc. EAP Developer may therefore, not be held responsible for the efficacy of the EAP. Design: Shinelal Published by Kerala State Biodiversity Board, Thiruvananthapuram 2 FOREWORD Kerala is the only state in India where Biodiversity Management Committees (BMC) has been constituted in all Panchayats, Municipalities and Corporation way back in 2012. The BMCs of Kerala has also been declared as Environmental watch groups by the Government of Kerala vide GO No 04/13/Envt dated 13.05.2013. In Kerala after the devastating natural disasters of August 2018 Post Disaster Needs Assessment ( PDNA) has been conducted officially by international organizations. The present report of Rapid Impact Assessment of flood/ landslides on Biodiversity focus on community perspectives of the affect on Biodiversity and Ecosystems. It is for the first time in India that such an assessment of impact of natural disasters on Biodiversity was conducted at LSG level and it is a collaborative effort of BMC and Kerala State Biodiversity Board (KSBB). More importantly each of the 187 BMCs who were involved had also outlined the major causes for such an impact as perceived by them and suggested strategies for biodiversity conservation at local level. Being a study conducted by local community all efforts has been made to incorporate practical approaches for prioritizing areas for biodiversity conservation which can be implemented at local level.
