TO: All Property Owners and Concerned Citizens

SUBJECT: Public Involvement Meeting Bridge Replacement and Road Improvements CTH over Bridge Creek Town of Bridge Creek, Eau Claire County

The purpose of this letter is to summarize the questions (with answers) and discussion that was received for the virtual Public Involvement meeting for the replacement of the CTH V bridge over Bridge Creek. The bridge is located in the Town of Bridge Creek about 0.2 miles west of STH 27. The project will consist of replacing the bridge and making improvements to the adjacent roadway approaches. Currently, the project is scheduled for construction in 2021.

The discussion points, addressing all comments and questions we received during the virtual Public Involvement Meeting are below and also posted on the Eau Claire County website at the link below.

Discussion / Question + Answer to address Public Comments received by 6/1/2020:  The Drainage Pond in the Southwest Quadrant should drain. Eau Claire County will investigate why this pond is not draining. Any work to the drainage pond will be done outside of the Bridge Replacement project.  Eau Claire County Highway Department will contact the Sheriff’s Department to see if the 35 MPH Speed Limit can be enforced more at this location.  The proposed parapet height on the North Side is 3’-6” high. Making the parapet 4’-0” high would require a non-standard parapet. Therefore, the 3’-6” parapet height will remain as proposed.  The bridge is currently capable of handling legal highway loads. The bridge will be inspected again this fall. If the inspection reveals anything of concern, it will be addressed at that time.  The curved alignment west of the project will remain the same as part of this Bridge Replacement project. Bridge Replacement funds only cover 50-feet of approach work at each end of the bridge. Addressing the roadway alignment outside these project limits would need to be done with a separate project.  There is approximately 8.5 feet between the Mill building in the southeast corner of the bridge and the southeast bridge wing. The toe of the fill slope will be approximately 2-feet away. Please note that the building does encroach into the roadway right-of-way approximately 3.5 feet.  The Observation Platform on the bridge will end at the west end of the bridge. It is NOT a thru sidewalk. It is to provide access to the bridge from the east side so that people can observe the mill and dam. The access from the east side will be handicap accessible
