The Asian Development Bank (ADB), a multilateral development finance institution headquartered in Manila, Philippines, invites interested parties to bid for the Provision of Drupal-Optimized Linux Hosting Services for ADB’s Public Website.

The Contractor shall provide ADB with the most reliable and efficient Services with the deployment of skilled personnel, appropriate tools, equipment, transportation, materials and supervision in accordance with the policies, standards and procedures established by ADB.

Mandatory minimum requirements: a. Have the nationality of an eligible country (List of ADB Eligible Member Countries) of the Instructions to bidders; b. Have not been declared ineligible by ADB; c. Have independent legal existence as a validly registered company, with a specialization in providing web hosting services and other related services; d. Be able to provide a fully-managed virtualized solution, more commonly referred to as cloud servers, either owned and operated by the Bidder, or leased from another upstream provider; e. Be able to provide installation, configuration, deployment and technical support for the list of software packages indicated in the Scope of Work; f. Propose a solution that is connected to other major global nodes with at least 10 high-speed links. Connection to other global nodes shall operate at a capacity of no less than 24mbps during any 24-hour period; g. Allocate at least 4TB of outbound traffic to the website, with reasonable allowances for bandwidth overages and; h. Be able to provide unlimited, 24/7 operations technical support, with a dedicated team composed of one or more account executives, and support engineers, fully briefed and knowledgeable of ADB’s hosting infrastructure. Assigned staff should have excellent English oral and written communication skills to effectively interact with ADB.

B. Intranet Connectivity Enhancement Project Invitation to Bid ADB Intranet Connectivity Enhancement Project Deadline for Submission: 6 April 2016

The Asian Development Bank (ADB), a multilateral development finance institution headquartered in Manila, Philippines, invites interested parties to bid for the ADB Intranet Connectivity Enhancement Project.

The Contractor shall provide ADB with the most reliable and efficient Services with the deployment if skilled personnel, appropriate tools, equipment, transportation, materials and supervision in accordance with the policies, standards and procedures established by ADB.

Mandatory minimum requirement: . Have the nationality of an eligible country in accordance with Appendix 13 (List of ADB Eligible Member countries) of the Instructions to Bidders; . Have not been declared ineligible by ADB; . Be in the telecommunications services business for 10 years; . Have at least 5 enterprise deployments in the world with Multiprotocol Label Switching (MPLS), International Private Leased Circuit (IPLC), and Very Small Aperture Terminal (VSAT) services for firms with total of 1,000or more staff and 20 sites across at least 3 continents (Asia, Pacific, Africa, Americas and Australia). . Have legal operating licenses and government operating frequency licenses in the ADB respective countries for providing terrestrial and VSAT services to ADB offices; . Must have a local presence in the Philippines to provide technical support and account management team that can be reached via phone, e-mail and in-person, with expected customer standards in accordance with ADB’s Services Level Agreement and Support and Maintenance requirement; and . II. ADVANCE PROCUREMENT ACTION Advance action is an early procurement done by the borrowing government prior to ADB’s approval of the related financing agreement.

INDIA A. Rajasthan State Highway Improvement Program

Brief Project Description: The Government of India intends to apply for a loan from the Asian Development Bank (ADB) for the Rajasthan State Highway Improvement Program (RSHIP).

The Project will improve the efficiency and safety of road transport of Rajasthan by upgrading about 2,000 kilometers (km) of state highways and major district roads (MDR) and improving the capacity of PWD. The Investment Program is part of the Rajasthan State Highway Development Program (RSHDP), which aims to improve about 20,000 km of state highways and MDRs to 2-lane or intermediate lane standard in two phases.

The Project has two outputs: (i) improved state highway and major district roads, and (ii) enhanced capacity of Rajasthan PWD.

The executing agency for the project will be the government of Rajasthan acting through the PWD. The PPP Division of PWD, headed by the Additional Chief Engineer (PPP), will establish project implementation units (PIU) for contract packages of project roads in the same area. RSHIP will implement the project in accordance with the Project Agreement that will be entered into.

Brief Description of Goods and Related Services, Works or Consulting Services to be procured: All procurement of goods and works will be undertaken in accordance with ADB’s Procurement Guidelines (April 2015, as amended from time to time). All consultants will be recruited according to ADB’s Guidelines on the Use of Consultants (March 2013, as amended from time to time). Advance contracting and retroactive financing will be considered and used to expedite the project implementation.

The proceeds of the loan are intended to be used for the procurement of the following through international competitive bidding procedure: (i) Works contracts: Widening, improvement, and/or rehabilitation of State Roads in the state of Rajasthan. The contracts will include suitable PPP structures for civil works of construction with operations and maintenance obligations, (ii) Consulting services from firms and individual consultants to assist the project implementation unit in project management, contract administration, and capacity development programs.

It is expected that the recruitment process for project management consultants will commence in Q1 2016. It is expected that bidding for the first works contract will commence in Q1 2016.

B. Solar Park Development and Transmission Investment Project

Brief Project Description: The Solar Park Development and Transmission Sector Project will partially fund development of multiple solar parks, consisting of: (a) inside-the-park common infrastructure such as transmission lines to connect individual projects to a common pooling point, land leveling, water provision, and fencing; and (b) transmission evacuation from the solar parks to the national grid, to be completed by POWERGRID. The proposed transmission projects supported under this Project are Bhadla III and Jaisalmer Phase I & II in Rajasthan and Jalum in Uttar Pradesh.

Brief Description of Goods and Related Services, Works or Consulting Services to be procured: ADB has approved the Government’s request for advance contracting to expedite project implementation. Advance contracting will include: transmission lines, substations, and related transmission system related equipment. The advance contracting will be undertaken following ADB Procurement Guidelines.

C. Madhya Pradesh District Roads II Sector Project

Brief Project Description: The Government of India intends to apply for a loan from the Asian Development Bank (ADB) for the Madhya Pradesh District Roads II Sector Project (“The Project”). The Project is designed to improve transport connectivity in the state of Madhya Pradesh by rehabilitating and upgrading major district roads (MDRs). The Project constitutes: (i) rehabilitating and upgrading about 1500 km of MDRs; (ii) improving the accident response system (ARS) and integrating it with the larger system of department of Public Health & Family Welfare, GoMP; and (iii) integrating ARS with accident victim treatment facility of department of Public Health and Family Welfare, GoMP.

MDRs will be rehabilitated and upgraded mainly to intermediate or 2-lane standard widths, with paved or unpaved shoulders as required, to all-weather standards, together with safety features. Substantial portions of the roads are expected to be with rigid pavements, and performance based maintenance obligations for a period of at least five years will be included in the construction contracts. Consulting services will be provided to supervise the implementation of civil works.

Brief Project Description of the Project: The proposed Visakhapatnam-Chennai Industrial Corridor Development Program (VCICDP) comprises: (i) a policy-based loan to support policy reforms, and institutional development in the state’s industrial sector; and (ii) a multitranche financing facility (MFF) for priority infrastructure projects within the Visakhapatnam-Chennai Industrial Corridor (VCIC).

Consultant selection for technical assistance grants are based on the consultant’s prior Expression of Interest (EOI). A good EOI should reflect the firm's experience and expertise in relation to the ADB project being pursued. It is important for a U.S. firm to emphasize this, or similar project experience in the country or in a similar geographic area rather than state a general profile of its consulting activities. When submitting an EOI, the project name should exactly match the one listed in this report to avoid confusion. Each project requires a separate EOI.
