Appendix 1 – Loop shuttle bus – Principles and background

1 Background 1.1 To serve the site, a ‘loop’ bus service is being provided. 1.2 This note sets down the principals and thought process behind the suggested route. The aim is for the route to be efficient both in terms of journey/turnaround times and also where it collects individuals from. 2 Pick-up/Drop Off - Location Suitability 2.1 The key nearby pick-up drop off points are; Train Station (3.4miles) Warminster Bus ‘Station’ (Market Place) (3.2miles) Dilton Marsh Train Station (2.3miles) Westbury Train Station (4.0 miles) Westbury Bus Station/main bus stops (Station Rd) (4.5 miles) 2.2 Dilton Marsh Train Station is a request stop. It is served by roughly 10 services per day in any direction. All services that pass through would have previously called at Warminster or Westbury; essentially the two adjoining stations. 2.3 Westbury is a major station with trains typically every 5-15 minutes. A small proportion of the trains will also stop at either Warminster or Dilton Marsh. 2.4 Warminster is a major station with trains typically every 5-15 minutes. All trains passing through the station stop at Westbury or Dilton Marsh. 2.5 Hence, in terms of access to trains and rail services, operating a service to Westbury is the most efficient option as the station gives access to all of the services that run to Warminster or Dilton Marsh, as well as others. 2.6 At around 4.5 miles away, a 20mph average speed would take around 13 minutes to reach Westbury; a return journey would be of the same order. Hence, a loop journey to and from Westbury would take in the order of 30 minutes allowing for passenger boarding and alighting. 2.7 Although there is no formal bus station in Westbury, there is an area around the Town centre were buses concentrate. This area is close to the train station, therefore it is prudent to use these bus stops to allow the site to be accessed by bus. 2.8 This would be best achieved through the bus heading towards operating on a counter-clockwise loop, heading along the A3098 towards Westbury, then bearing left onto the A3097 Station Road (where it will also pick-up individuals who have travelled to Westbury on the bus). ______Hub D Thoulstone Park Appendix 1 – Bus Service Details June 2015 1 IMA-15-036

2.9 Subject to agreement with Network rail, the bus will then turn around in the railway station car park then head back along the A3098 to the site. If agreement cannot be sought for the bus to pick-up at the train station, then the bus will need to turn left from Station Road onto Oldfield Road, with those travelling to the site by train being collected at this turning point. A walk from the train station to the turning point would be some 500m/5minutes. 3 Service Detail/Routing 3.1 The above routing is shown on plan A. The plan also indicates bus pick-up points along the route. 3.2 With regards the peak hour timing of any loop service, this is largely constrained by the time taken for the service to ‘loop’. Equally trains arrive at the station frequently, so it would be impossible to ‘time’ the arrival of the bus service at the train station such that it coincides with one particular train service. By way of example, in the 07:00-08:00 period a total of nine trains arrive at the station. Instead, it is simply more prudent for the loop service to operate on a ‘quarter past and quarter to’ timetable, meaning that it would arrive at the train station at these times, then arrive at the site roughly 15mins later (so half-past and on-the-hour). 4 Service Updating 4.1 Through the Travel Plan, the route and timing of the service will be adapted to ensure it provides the maximum support to those travelling to the site by non-car modes. 4.2 would be notified of any changes to the service including the reasons for the change.
