The Chairman welcomed all present to the meeting.

96 Declarations of Disclosable Pecuniary and Other Interests

Cllr Dorey declared personal interest in DM/20/3078 at the owner is his neighbour, Cllr Hitchcock declared a personal interest in DM/20/2324 as this development is close to his home.

It was proposed by Cllr Dorey seconded by Cllr Casella and agreed by all present that the Minutes of the Planning & Highways Committee meeting held on 4th August 2020 were true and correct records.

There was no correspondence to note.

100 Update on Mid District Council Planning Committee Meetings

MSDC is recommencing meetings, to be held remotely.

a. District Planning Committee – next meeting: 3rd September 2020 at 14:00hrs. b. Planning Committee – next meetings: 24th September 2020 at 16:00 hrs.

The Assistant clerk advised the 3rd September meeting had been cancelled and no other agendas were available at the time of this meeting.

102 Changes to the Current Planning System

The Clerk’s report on this paper was considered and was agreed in principle.

It was agreed that the Chairman would liaise with the Clerk to finalise a response to be submitted prior to the deadline of 17th September.

103 MSDC Draft DPD Site Allocation –

The Assistant Clerk advised the deadline for response is 28th September.

A working party consisting of Cllrs Gibson, Hitchcock and Phillips met on 24th August to discuss an initial draft; amendments agreed have been incorporated into the Clerk’s report

It was AGREED by all present that this response would be submitted, with no further amendment.

104 Proposed Base Station Installation –

Correspondence was from Sinclair Dalby Ltd regarding the proposal for the addition of a radio base station at the Balcombe Road Roundabout site.

105 Burstow Allotments –

The planning application at the Burstow Allotment Site will be on a future Tandridge District Council agenda. It was proposed by Cllr Dorey, seconded by Cllr Hitchcock and agreed by all that Cllr Phillips accompanied by the Clerk would attend.

106 New Planning Applications

DM/20/2324 At this point in the meeting the Chairmanship was passed to Cllr Dorey as Cllr Hitchcock had Viva Homes Development Site Cuttinglye Lane Crawley Down previously declared an interest.

Variation of condition no 3 of application DM/16/2893, to Cllr Hitchcock addressed the Committee as a replace approved plans allowing for changes to drainage member of the public layout and design. (New information received 29/07/20) It was felt that not enough information had been supplied regarding the treatment plant installation and its specification. This information had been requested by the case officer and the Committee needs to be assured that the case officer has received this and that the MSDC drainage engineer is satisfied with the information. There is no apparent record of the treatment plant installation information being received by MSDC.

Therefore, it was agreed that there was insufficient information supplied to be able to comment.
