National Aeronautics and Space Administration Goddard Space Flight Center Greenbelt, MD 20771 September 12, 2016 Reply to Attn of: 140 TO: Distribution FROM: 140/Chief Counsel SUBJECT: Determination Regarding Attendance ofNASA Employees at American Geophysical Union Reception The American Geophysical Union (AGU), a non-profit organization under section 50l(c)(3) of the Internal Revenue Code, is hosting a reception on September 14, 2016, at their facility in Washington, D.C. The purpose of the reception is to honor and recognize outgoing AGU president Marcia McNutt and her new role as President of the National Academy of Sciences (NAS). Approximately 70 guests have been invited to the reception from academia, Federal agencies, AGU, NAS, and colleagues of Dr. McNutt. The estimated cost per person of the reception is $75. Attendance at the reception will allow NASA employees an opportunity to discuss with other guests issues concerning NASA's programs and missions. Based on the above, I find that the event meets the requirements of a ''widely attended gathering" as defined in 5 CFR 2635.204(g). I further find that there is an Agency interest in having NASA employees attend this event. Accordingly, NASA employees whose duties do not substantially affect AGU or a majority of its members, including NASA employees who are in non-career positions for which they are required to sign an ethics pledge under Executive Order 13490, may accept an invitation for free attendance to the reception for themselves and a guest. However, NASA employees whose duties substantially affect AGU or a majority of its members, for instance by way of procurement duties, should seek an individual determination regarding participation in ~ event from tl,leir local ethics counselor. -

FOREWORD 2016/17 has been a memorable year for the country and for our University. In the ever-changing and deeply uncertain world around us, the University of Oxford continues to attract the most talented students and the most talented academics from across the globe. They convene here, as they have always done, to learn, to push at the frontiers of knowledge and to improve the world in which we find ourselves. One of the highlights of the past twelve months was that for the second consecutive year we were named the top university in the world by the Times Higher Education Global Rankings. While it is reasonable to be sceptical of the precise placements in these rankings, it is incontrovertible that we are universally acknowledged to be one of the greatest universities in the world. This is a privilege, a responsibility and a challenge. Other highlights include the opening of the world’s largest health big data institute, the Li Ka Shing Centre for Health Information and Discovery, and the launch of OSCAR – the Oxford Suzhou Centre for Advanced Research – a major new research centre in Suzhou near Shanghai. In addition, the Ashmolean’s success in raising £1.35 million to purchase King Alfred’s coins, which included support from over 800 members of the public, was a cause for celebration. The pages that follow detail just some of the extraordinary research being conducted here on perovskite solar cells, indestructible tardigrades and driverless cars. -

Across the world, countries are concerned about the growing resource consumption and the capacity of ecosystems to provide them. To effectively conserve biodiversity, it is essential to make indicators and knowledge openly available to decision-makers in ways that they can effectively use them. The development and deployment of mechanisms to produce these indicators depend on having access to trustworthy data from field surveys and automated sensors, biological collections, molec- ular data, and historic academic literature. The transformation of this raw data into synthesized information that is fit for use requires going through many refinement steps. The methodologies and techniques used to manage and analyze this data comprise an area often called biodiversity informatics (or e-Biodiversity). Bio- diversity data follows a life cycle consisting of planning, collection, certification, description, preservation, discovery, integration, and analysis. -
