I. INTRODUCTION

The City Schools Division of Malolos has achieved greater heights since its inception thirteen years ago. The Division has braced through challenges under the helm of five superintendents namely, Dr. Juana R. Galvez, Dr. Romeo M. Alip, CESO V, Dr. Rolando L. Magno, CESO V, Dr. Zenia G. Mostoles, and Dr. Amancio S. Villamejor, Jr. CESO IV.

The year 2017 witnessed how the Department of Education responded to the emerging dynamism of the noblest role of educating the youth, and be a role model to the society and the family. Such response focused on the implementation of the Rationalization Program in every Division, catering to the need of putting the right people at the right position. The Schools Division Office has innovated its craft and turf as new key positions are filled in to better serve and achieve the interest of the department as we give the services our stakeholders deserve.

The year 2017 also witnessed how the Department and the Division of Malolos in particular subdued the last remaining mile of the K to 12 Program – the pilot implementation of the Senior High School with immense optimism and pride. The challenge does not end in the preparations alone, there are more to come. It is at this point that every role each and every one of us play will truly matter to make the Senior High School Program acceptable and truly a legacy we can leave to the next generations to come.

The City Schools Division of Malolos continues and will continue to cater to the emerging requirements of the education sector. Through partnership with various stakeholders, the local government units, the congressional district, private schools, and other institutions, we continue pursuing the realization of our goals and objectives. Elementary enrolment in public schools has increased in the Kindergarten level in SY 2017-2018. This is attributed to the clarification on age appropriateness of Kinder learners as embodied in DepEd Order no. 47 s. 2016. In the private schools, the increase in Kinder enrollees was a result of the establishment of new preschools as well as the issuance of DepEd permits to preschools who have been operating for some time without permits.

Survival / completion rate has improved steadily for SY 2015-2016 which translated to more students choosing to continue school after their first year in school.

The promotion rate is a function of the completion rate. Given that the elementary schools in Malolos have a higher completion rate, promotion rate shall be achieved at a higher rate too. As more students choose to stay in school, we shall see more student being promoted to the next level.

Drop out rate has been significantly pegged at more or less than 1% for the last three (3) school years. In an aggregated level, more females have a higher propensity to stay in school as drop out rates are higher for male learners. Primary reasons for drop outs can be ascribed to migration and discontinuance of formal schooling due to poverty. We have relatively kept drop out rates at this level due to the efforts of our public schools to locate and encourage pupils/learners to continue schooling. Notable programs for such initiatives include the Home Visitation Program and the School-based Feeding Program.

This data shows that at the elementary level, our public schools were able to bring more school-aged pupils/ learners to formal schooling. The division-wide implementation of the Early Registration Program is a manifestation of our response to the department’s goal that no learner should be left behind.

This data shows a decreasing participation/net enrolment rate for our elementary pupils in SY 2015-2016. Capturing only 87.93% of the total school age population of Malolos.

Relatively, the last three school years showed an admirable transition rate, enabling almost 100% of our elementary level learners graduating and moving up to the next level.

The PTR above shows the Division’s adherence to the planning parameter on class size. However, this should not be taken in aggregated totals as enrolment among elementary schools in Malolos is not distributed equitably. There are still schools showcasing excess number of teachers as well as schools who are in need of teachers. The junior high school enrolment in Malolos did not show much of an increase considering the proximity of Malolos in nearby towns of Apalit, Pampanga, Plaridel, Guiguinto, Balagtas, Paombong and Bulakan. The increased enrolment in private senior high school in its pilot year, is attributed to the Voucher program of DepEd allowing public grade 10 completers to enroll in no top up Senior High School implementors. The completion rate and promotion rate surged at an increasing rate in sy 2016- 2017. This is a manifestation of our commitment to ensure that we produce secondary program completers adept and ready to embrace senior high school. Source: EBEIS

This data shows that more secondary age appropriate learners are lured to pursue formal schooling. However, based on the Population of Malolos, a little below 80% has participated in our secondary school’s programs. This can be attributed to learners of this age bracket opt to get employment first before pursuing formal education.

Drop out rate showing in sy 2015-2016 has decreased to 0.82%, evidencing the strong commitment of secondary schools to ensure that all learners finished schooling.

In the 3 years comparative Nutritional Status report, it is noted that at the beginning of the school year, there is an increase number/level of pupils who are severely wasted and wasted pupils but after the implementation of the 120 days School- Based Feeding program, the number of severely wasted and wasted student was noticeably dropped into a favorable level compared to the baseline level.
