Box 789, 0980, Manila, Philippines FOREWORD his publication was prepared in conjunction with an Asian Development Bank (ADB) regional technical assistance (RETA) project on Capacity Building for Indigenous Peoples/ T Ethnic Minority Issues and Poverty Reduction (RETA 5953), covering four developing member countries (DMCs) in the region, namely, Cambodia, Indonesia, Philippines, and Viet Nam. The project is aimed at strengthening national capacities to combat poverty and at improving the quality of ADB’s interventions as they affect indigenous peoples. The project was coordinated and supervised by Dr. Indira Simbolon, Social Development Specialist and Focal Point for Indigenous Peoples, ADB. The project was undertaken by a team headed by the author, Mr. Roger Plant, and composed of consultants from the four participating DMCs. Provincial and national workshops, as well as extensive fieldwork and consultations with high-level government representatives, nongovernment organizations (NGOs), and indigenous peoples themselves, provided the basis for poverty assessment as well as an examination of the law and policy framework and other issues relating to indigenous peoples. Country reports containing the principal findings of the project were presented at a regional workshop held in Manila on 25–26 October 2001, which was attended by representatives from the four participating DMCs, NGOs, ADB, and other finance institutions. -

A New Method of Classification for Tai Textiles
A New Method of Classification for Tai Textiles Patricia Cheesman Textiles, as part of Southeast Asian traditional clothing and material culture, feature as ethnic identification markers in anthropological studies. Textile scholars struggle with the extremely complex variety of textiles of the Tai peoples and presume that each Tai ethnic group has its own unique dress and textile style. This method of classification assumes what Leach calls “an academic fiction … that in a normal ethnographic situation one ordinarily finds distinct tribes distributed about the map in an orderly fashion with clear-cut boundaries between them” (Leach 1964: 290). Instead, we find different ethnic Tai groups living in the same region wearing the same clothing and the same ethnic group in different regions wearing different clothing. For example: the textiles of the Tai Phuan peoples in Vientiane are different to those of the Tai Phuan in Xiang Khoang or Nam Nguem or Sukhothai. At the same time, the Lao and Tai Lue living in the same region in northern Vietnam weave and wear the same textiles. Some may try to explain the phenomena by calling it “stylistic influence”, but the reality is much more profound. The complete repertoire of a people’s style of dress can be exchanged for another and the common element is geography, not ethnicity. The subject of this paper is to bring to light forty years of in-depth research on Tai textiles and clothing in the Lao People’s Democratic Republic (Laos), Thailand and Vietnam to demonstrate that clothing and the historical transformation of practices of social production of textiles are best classified not by ethnicity, but by geographical provenance. -

McIntosh 2004 The hand-woven textiles of the Phuthai ethnic group continue to represent Phuthai identity but also reflect exposure to foreign elements such as through trade and changes in the regional political power. If one asks a Phuthai woman what is Phuthai dress, she will answer, sin mii lae suea lap lai, or a skirt decorated with weft ikat technique and a fitted blouse of indigo dyed cotton, decorated with hand-woven, patterned red silk. Despite the use of synthetic dyes readily available in the local markets, many women still grow indigo and cotton, and indigo-stained hands and the repetitious sounds of weaving are still found in Phuthai villages. This paper focuses on the Phuthai living in Savannakhet Province, Laos, but they are also found in Khammuan, Bolikhamsay, and Salavan provinces of Laos as well as in Thailand and Vietnam.1 Contemporary refers to textile production in the last thirty years but particularly in the last ten years after the liberalization of the Lao government policies and the return of private business and tourism after the 1980s. -

The Pope gave the Jesuits and missionaries in the foreign missions the task of converting the local people and training a «native» clergy, while the initial commercial relations between Europe and the peninsula were inaugurated by the Portuguese, followed a century later by the Dutch and the English. Laos Ethnicity in Laos Group selection Laos is a multi-ethnic country officially encompassing 49 ethnic groups (2910), which have been grouped primarily by language and 2910 [National Statistics Center of the Lao PDR, 2006] location into one of three categories: the Lao Loum (Lowland Lao), and the hill tribes constituting of the Lao Theung (Upper Lao) and the Lao Sung (Highland Lao) (2911; 2912, 247-248). Based on this 2911 [National Statistics Center of the Lao PDR, 2006] classification and linguistic considerations, we identify the following 2912 [Levinson, 1998] politically relevant groups: • The Lao (incl. Phuan) make up just over half of the total population according to the 2015 census and tend to be con- centrated in the flatlands and valleys (2913). They speak Lao, a 2913 [Minority Rights Group International, 2018a] Tai-language, and are the largest and most important Lao Loum group (2914, 247). Most people from this group are Theravada 2914 [Levinson, 1998] Buddhists (2915). 2915 [Minority Rights Group International, 2018a] • The remaining Lao Tai speakers include the lowland Phu Tai and several tribes who live in the higher valleys and on the middle slopes of the mountains in northern Laos. The tribes are usually categorized according to their traditional costumes, e.g. the Tai Dam (Black Tai). They are regarded as inferior by lowland Lao, and Tai, in turn, look down on lowland Lao for having failed to maintain Tai tradition and culture (2916). 2916 [Minority Rights Group International, 2018b] • The Lao Theung, sometimes called Lao Thoeng tend to inhabit mid-level slopes and speak numerous Mon-Khmer languages. -

The department has an important mission which is to render services relating to social welfare, social work and the promotion and support given to local communities/authorities to encourage them to be involved in the social welfare service providing.The aim was to ensure that the target groups could develop the capacity to lead their life and become self-reliant. Development of a National Urban Mobility Programme - an Inventory and Assessment of National Urban Mobility in Thailand A project of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in collaboration with the Thai Office of Transport and Traffic Policy and Planning (OTP) Final Report November 2019 Development of a National Urban Mobility Programme Project Background Transport is the highest energy-consuming sector in 40% of all countries worldwide, and causes about a quarter of energy-related CO2 emissions. To limit global warming to two degrees, an extensive transformation and decarbonisation of transport is necessary. The TRANSfer project’s objective is to increase the efforts of developing countries and emerging economies for climate-friendly transport. The project acts as a mitigation action preparation facility and thus, specifically supports the implementation of the Nationally Determined Contributions (NDC) of the Paris Agreement. The project supports several countries (including Peru, Colombia, the Philippines, Thailand, Indonesia) in developing greenhouse gas mitigation measures in transport. The TRANSfer project is implemented by GIZ and funded by the International Climate Initiative (IKI) of the German Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU) and operates on three levels. International Journal of Innovation, Creativity and Change. www.ijicc.net Volume 13, Issue 12, 2020 Champasak: Dhammayuttika Nikaya and the Maintenance of Power of the Thai State (Buddhist Decade 2390- 2450) Kiattisak Bangpernga, aDepartment of Sociology and Anthropology Faculty of Humanities and Social Sciences, Mahasarakham University, Email: [email protected] This article is intended to analyse the time during Siam's reign in Champasak, when Siam exercised the colonial power to collect tributes and taxes, resulting in the local Lao’s burdens. This caused rebels to be formed under the culture of local Buddhists combined with indigenous beliefs. Siam therefore attempted to connect the local Lao and culture to the central power. One of the important policies was to send Thammayut monks to remove the local beliefs and to disseminate pure Buddhism, according to Thai Dhammayuttika Nikaya. Later, French colonies wanted to rule the Lao territory in the name of Indochina, resulting in that the monks of Dhammayuttika Nikaya were drawn to be part of the political mechanism, in order to cultivate loyalty in the Siamese elites and spread the Thai ideology. This aimed to separate Laos from the French’s claiming of legitimacy for a colonial rule. However, even if the Dhammayuttika Nikaya was accepted and supported by the Lao rulers, but it was not generally accepted by the local people, because it was the symbol of the power of Siam who oppressed them, and appeared to have ideological differences with their local culture. Dhammayuttika Nikaya, as a state mechanism, was not successful in maintaining the power of the Thai state.
