Namibia 2011 Census MIGRATION REPORT Namibia Statistics Agency 2015 January 2015 MISSION STATEMENT “In a coordinated manner produce and disseminate relevant, quality and timely statistics that are fit-for- purpose in accordance with international standards and best practice” VISION STATEMENT “Be a high performance institution in statistics delivery” CORE VALUES Performance Integrity Service focus Transparency Accuracy Partnership Namibia 2011 Census Migration Report Foreword FOREWORD Migration report is one series of reports that were produced by the Namibia Statistics Agency based on data from the 2011 Namibia Population and Housing census. Migration is a powerful driver of population change and can have important consequence of economic, political and social changes. Because of its great impact on societies, migration needs to be adequately measured and understood. Reliable statistical data is the key to the basic understanding of this important demographic phenomenon. Yet in many countries, including Na- mibia, statistics on migration are incomplete, out-of-date or do not exist. Improvement in this area requires knowledge of the principles of collecting, compiling and analysing migration statistics. Migration is one of the three factors that affect population size of a particular geographic area, the other factors are fertility and- mor tality. Analytical reports on the situations of fertility and mortality are presented in separate reports which were released in 2014. The migration report provides information on internal and international migration covering both lifetime and short term migrants based on 2011 census data. Thus, report presents evidences on the migration patterns in Namibia to assist policy makers, planners and researchers in the formulation of national development programmes, as well as monitoring and evaluating implementation of national pro- grams.

A CRITICAL REFLECTION ON THE FORMALISATION OF COMMUNAL LAND RIGHTS IN NAMIBIA: WHY LOCAL CONTEXTS MATTER FOR BRIDGING THE DICHOTOMIES OF TENURE RIGHTS by ELKE ASTRID MATTHAEI (MPhil) Dissertation presented for the degree of Doctor of Philosophy in the Faculty of Arts and Social Sciences at Stellenbosch University Supervisor: Prof. Ronnie Donaldson December 2018 Stellenbosch University https://scholar.sun.ac.za ii DECLARATION By submitting this dissertation electronically, I declare that the entirety of the work contained therein is my own, original work, that I am the sole author thereof (save to the extent explicitly otherwise stated), that reproduction and publication thereof by Stellenbosch University will not infringe any third party rights and that I have not previously in its entirety or in part submitted it for obtaining any qualification. Copyright © 2018 Stellenbosch University All rights reserved Stellenbosch University https://scholar.sun.ac.za iii SUMMARY Struggles over access to, and control of, land have a long history in Sub-Saharan Africa. Since precolonial times, land has material and symbolic significance, with rights to land having been exchanged, negotiated and fought over in the course of political, demographic and economic change. Based on the belief that access to land and the registration thereof leads to prosperity, land reforms have gained prominence on national and international development agendas in recent decades. It is estimated that more than 428 million rural poor depend on access to customary land in Sub-Saharan Africa. Secure property rights, economists and policymakers hope, will increase access to credits and allow reinvestment and upkeep of resources. Several international conventions and declarations underscore the importance of land rights for sustainable rural and urban development.

Preparation of Cabinet Agenda Of late, the Prime Minister has noticed that some of the Cabinet Memoranda referred to the Cabinet Office for placement on Cabinet Agenda do not conform to the requirements set out in the Cabinet Handbook. As a result, there is marked increase in the incidence of issues referred back from the Cabinet. In order to avoid such instances, all Permanent Secretaries should - ensure that Cabinet Memoranda submitted to the Cabinet Office are prepared in conformity with the provisions set out in the Cabinet Handbook. Specifically, the Permanent Secretaries should ensure that: 1. Cabinet Memoranda are prepared after the necessary consultation with the various ministries or offices affected by or having an interest in the issues being referred to the Cabinet for decision; 2. the Memoranda are unambiguous. They must be very specific as to the Cabinet decisions being sought. This requires that the Memoranda must contain specific recommendations -- it is not sufficient merely to present a problem to the Cabinet for a decision without proposing course of action or actions; and - 3.

  • The Ascendency of Esther Utjiua Muinjangue To
Journal of Namibian Studies, 26 (2019): 73 – 91 The a scendency of Esther Utjiua Muinjangue to the NUDO p residency in Namibia: A c hallenge to p atriarchy? Job Shipululo Amupanda and Ralph Marenga* Abstract There will be a female presidential candidate running for office in 2019 Namibian Presidential Elections. This has never happened in the 29 years of independence and was made possible by a small political party, the National Unity Democratic Organisation (NUDO) which elected Ester Esther Utjiua Muinjangue as its President – making her the first woman leader of a political party in Namibia. This text records and introduces this historic phenomenon in the literature on Namibian politics. It deals with the nature of NUDO and the circumstances that led to Muinjangue ascending to the party presidency. While accepting that history has been made, it cautions against ‘over-celebration’, for patriarchy has not disappeared merely because a woman has ascended to a position of power. The text concludes that Muinjangue occupies a moral and strategic position to mount a meaningful challenge to patriarchy and bring about meaningful political participation for women. Patriarchy, women political particip ation and the Ovaherero society Patriarchy has always been seen as a challenge to equitable participation of men and women in public life in the world in general and in Africa in particular. It has been defined as “a social and ideological construct which considers men as superior to women”.1 The understanding of men as superior to women leads to the domination of the former over the latter. This domination takes place in the household, paid employment, the state, male-on-female violence, sexuality and cultural institutions.
