Concern WW meeting hall @10; 00am Participants; ANDMA, DoR&R, AKDN, ACTED, Concern WW, WFP, DACAAR, UNMACA and UNOCHA # Agenda Discussions Action points 1 Welcome and introduction OCHA warmly welcomed the participants and participant introduced themselves to each other 2 Clusters updates ( WASH, Health, Nutrition, FSAC, and WFP; DACAAR will conduct Shelter) For 2016 WFP has allocated 4833 MT which are applicable from January to Sept.2016 assessment in Baharak and under the emergency response, food for assets school feeding, and food for work, and Dashti-Qala compounds to also there are allocated the total amount 21948710 Afs for voucher for asset ratio identify drinking water and vocational trainings and Food for Work. Out of 4833 MT 2622 MT is for nutrition. WASH needs. 29 MT food distributed for natural disaster affected families, the WFP food contents of four items; food flour, oil, salt, and biscuit. WFP has distributed 116.121 MT food 1579 conflict IDP families. WFP has preparedness or capacity to respond the conflict IDP or natural disaster affected families. ANDMA; in order to respond the emergencies during the winter season WFP must stock food for at least 200 families in Taloqan city, because sometimes due to road constraints there is not access to Badakhshan and WFP will encountered to problem for transportation of the required food from Badakhshan to Taloqan in emergencies. ACTED; Implements several programs, NSP in six districts of Takhar province is near to completion. Empowering the agriculture sectors, established four cooperatives, capacity building and equipping the established cooperatives. ACTED plans to construct warehouses in Qulbars , and Shorabs areas of Taloqan city for cooperatives. ACTED has stablished three greenhouses. ERM; ACTED implements the ERM program in seven districts of Takhar province such as Taloqan city, Hazar Sumuch , Dashti-Qala , Bangi ,Rustaq and Farkhar. The ERM program is funded by ECHO . ERM works to assess and respond the conflict IDP and natural disaster affected families in mentioned seven districts in Takhar province. The assessment tools is already circulated by OCHA. ERM will use the HEAT assessment tool as online. ERM prefer to provide food and NFI cost for the beneficiaries Cash for food =8000 Afs. Cash for NFI =6000 Afs. ACTED said; in order to avoid duplication In case WFP distributes food for the natural disaster or conflict IDP families. ERM will not intervene to cover the families who will be receiving food from WFP side. UNMACA; implements ECAP3 project for 2016 in Takhar province to war victims and injuries During the month of June 2016, 8 war victims covered in Darqad district of Takhar province by this program. ECAP3 covers the mine and war victims for short and long times duration, for the short time duration only distributes one aid package which contents of 30 items, and for the short time duration covers the people to introduce for its livelihood program. ECAP3 provides Mine awareness for the teachers of school in all its working districts. DACAAR; New Tube Wells and Location: New Tube wells 30 No District Darqad it's in 50% progress and ongoning. New Tube wells 20 No District KhwajaBahowodin in 50% progress and ongoing. New Tube wells 45 No District Dashti Qala in 50% progress and ongoing. New Tube wells 15 No Center of Taloqan in 50% progress and ongoing. New Tube wells 10 No District bangi in 50% progress and ongoing. New BSF (Bio Sand filters) 500 No District Eshkamish in 96% progress and ongoing. New BSF ( Bio Sand filters) 500No District Worsaj in 0 % progress at the beginning . and it will be start on 01-08-2016 New Repair Tube Wells and Location: Repair tube wells 30 No District Khwajabahawodin ongoing Repair tube wells 20 No District Rustaq ongoing Repair tube wells 15 No District Dashti e Qala ongoing Repair tube wells 40 No center of Taloqan ongoing Repair tube wells15 No District bangi ongoing New WIT (water inspection team) for all districts of takhar province. The Teams are working their activities such as repairing for old water point in districts AKDN; implements the main four programs in Takhar province; NRM, MDP market development, INFA, HIV trainings for DDAs. AKDN actively participates in conflict IDP and natural disaster assessment and provides transportation in its working districts for the assessment teams. Do R&R; The conflict IDP families who are living in Baharak and Dashti-Qala are in urgent need of drinking water. Reportedly the number of conflict IDPs increased day to day and probably there are required Tents for conflict IDPs. Concern WW ; Concern’s DRR and Emergency response projects are funded by Electric Aid and Irish Aid with below details: HPP (Humanitarian Preparedness Plan) project is being implemented in 6 district of Yawan, Kohistan (Badakhshan), Rostaq, Chal, Chah Aab, and Namak Aab(Takahr). The DRR component of this project is implemented in 45 communities in above districts while the emergency response will be implemented in each area within two provinces where there is need. Concern is currently implanting 12 DRR projects under this project: 1- Zoo footbridge in Yawan province. 95% progressed 2- Anj Protection wall project in Yawan district. 100 % 3- Paspol protection wall project, Kohistan district, 20% 4- Taqchakhane bala protection wall project-Namak Aab, 55% 5- Darai kalan protection wall project- Chal district, 95% 6- Kohna Qushlaq, road construction –Chal district, 100% 7- Gorgan check dam construction- Rostaq district, 100% 8- Chakak protection wall project-Rostaq district, 95% 9- Zahan e Bala Road building and Wash construction Rostaq, 70% 10- Cheshm e Khorshid stone masonry Check dam construction in Chah Aab district-20% 11- Dara e Bashir protection wall project, Chah Aab-20% 12- Khotok protection wall project, Chah Aab-100% Concern has prestocked 100 tents and 100 family kits 50 in Takhar and 50 in Badakhshan. Under the above mentioned project Concern is conducting HVCA assessment in 45 villages, and at the result will develop community based disaster management plans in 45 villages. Concern will produce hazard and resources GIS maps of these 45 communities. Concern has procured 118 cloth and hygiene kits which will distribute to 118 families in Namak Aab, Rostaq and Argu districts, this was funded by Electric Aid. ANDMA ; as all the humanitarian partners know in all districts of Takhar province established District Disaster Management Committee , the mentioned committee conducts initial reports and also joints the joint assessment team in their related district to provide facilities for the assessment teams , they need to enhance their knowledge about natural disaster and using the assessment tools , therefore ANDMA Takhar request that the respected humanitarian partners could contribute in providing one day workshop for their working areas to train the district disaster management team in district level. WFP; will share the ANDMA request to its office and will share the result with the team. As it was reported in last six months too, the Tela jat village of Rustaq district is under the threat of landslide, according to the assessment teams recommendations there is required to construct a project wall for reducing the risks. WFP; SFL which is the WFP implement will conduct a survey. 3 Conflict IDPs assessment and responses. DoR&R; Due to recent ongoing conflict in Dashti-Qala, Dashti-Archi and Khowja-ghar district around 1000 families have been displaced in Baharak and Dashti-Qala compound and in their relatives’ houses. Details; 330 families have been displaced to Baharak district’s compound. 250 families have been displaced to Khowja-ghar district center and Hazar-Bagh Areas of Khowja-ghar. 220 families have been displaced to Dashti-Qala district of Takhar province, and 30 families have been displaced to center of Rustaq district. Three joint assessment teams have started assessment in three points of the Takhar province; Baharak, Dashti-Qala and Khoja-ghar districts of Takhar province. The assessment team lead by ACTED and DACAAR the agencies are ERM implementers, reportedly the team use online survey system and in some printed copy of the HEAT submitted to the team to provide documents to Takhar DoR&R. WOW is one of the UNHCR implementer, implements the UNHCR projection project in Takhar, the Takhar Do R&R has received an official letter from its line minister that the WOW is not registered with Minister of R&R , therefore WOW is not allowed to participate official in conflict IDP assessments. ACTED; while the recent joint assessment team leads by ERM partners, and using the HEAT for conflict IDP registration, ERM will respond the conflict IDPs who will be identified by the team. Introduction of Household ACTED will conduct one day Emergency Assessment OCHA has explained the Household Emergency Assessment Tool (HEAT) to The Takhar OCT workshop to explain the HEAT 4 Tool (HEAT) participants , the Takhar OCT team reviewed the tools and noted the following points; and ERM program in Takhar 1- In HEAT format there is no place for surveyor and the assessment team specification, province. for instance who were in content of the team and belong to which agencies. 2- While the ERM implementers enter the required data to HEAT as online, and even they cannot give one print for documentation to governmental related departments and to other INGOs are in contents of the team, it will result a little bit confusing, therefore the team request to fill the hard copy of the HEAT during the assessment and the joint assessment team members must sign in the hard copy of the HEAT for documentation. 3- ACTED plans to provide more information about ERM programs and HEAT. 5 AOB .
