International Life Saving Federation Competition Rule Book, 2019 Edition Page i LIFESAVING AND SPORT The International LiFesaving Federation (ILS) is the world authority For drowning prevention, lifesaving and lifesaving sport. ILS is a non-profit, non-political, non-religious, worldwide lifesaving sport and humanitarian organisation. ILS leads, collaborates and partners with national and international organisations to prevent drowning, to promote the provision of lifesaving services and oversee liFesaving sport throughout the world. ILS promotes and organises lifesaving sport and regularly organises international aquatic lifesaving competitions in order to stimulate the interest of competitors to improve their ability and willingness to save people who are in danger in the aquatic environment. LiFesaving sport helps develop the liFesavers' skills, knowledge and techniques, and plays an important role in providing opportunities to enhance global relationships among ILS Member Organisations. International Life Saving Federation Competition Rule Book, 2019 Edition Page ii PREFACE The 2019 edition of the ILS Lifesaving Competition Rule Book governs ILS championships and ILS-sanctioned competitions. Any changes to or clariFications regarding rules, standards or procedures For ILS competition will be published as bulletins on the ILS website at www.ilsF.org. For ILS world championships, consult the relevant Lifesaving World Championships Handbook (at www.ilsF.org) in conjunction with ILS Lifesaving Competition Rule Book. In this edition, the ILS Sport Commission draws your attention to the Following signiFicant changes: Section 1 – The International Life Saving Federation 1.1: Added a paragraph to the introduction to include the change to LiFesaving World Championships. Section 2 – General Rules and Procedures 2.2: Added the (non technical oFFicial) role oF Security OFFicer. 2.4: Updated Committee compositions and Technical OFFicial roles and position descriptions. 2.5: ClariFication oF eligibility For World Records particularly For National Teams and InterClub team records (these records are not separated) and Masters Club teams. 2.10.1: ClariFication of the swimcap and helmet wording. 2.10.6: Further explanation of when wetsuits may, should and must be worn. 2.10.7: Addition of a separate section For Marine Stinger Suits. 2.16 ClariFication of eliminations and disqualiFications with reference to particular events. 2.17.1: ClariFication that protests against the decision of any ofFicial regarding another competitor or team are not permitted. 2.17.2: Clarification that a referee can extend time limits for protest lodegment provided that final results have not been declared. 2.17.2: A changed procedure For protests against eliminations in Beach Flags events. 2.17.3/2.17.4: ClariFication that correction is permitted to a protest or appeal by either ofFicials or competitors/teams iF an administative error has been made. 2.17.2/2.17.4: ClarFication that For a protest or appeal a minimum 9 inch/228 mm high definition screen (measured on the diagonal) is generally regarded as the minimum size. Section 3 – Pool Events 3.1: ClariFication that the use of body tape For preventative, medical or therapeutic/kineso purposes is allowed at the discretion of the Chief Referee as long as it does not provide a competitive advantage to improve grip, grasp, or propulsuion. 3.1: ClariFication that the Chief Referee may permit the re-run/re-throw of a race due to equipment failure provided by the Organising Committee or because of interference. The re-run/re- throw time shall be the ofFicial time. 3.2: ClariFication that no protest or appeal is permitted by a competitor/team/handler iF they are not in attendance For the start For the start of race or are improperly. 3.3.2: The manikin carry rules have been amended to remove the disqualiFication For carrying the manikin on an angle towards the pool bottom or Face down. 3.3.3: The manikin towing rules have been amended to remove the disqualiFication For a manikin rotating within the rescue tube providing the head remains above the water. Moment of Silence for the Departed – Mr. Davis asked the delegation for a moment of silence and the following were mentioned: Blaine “Sumo” Sato, Huntington Beach and Newport Beach Lifeguard Chaplain; Scott Holland, City of Fort Lauderdale; Kevin McAvoy, Town of Hempstead. D. Opening Ceremony (Mr. Gavin and Mr. Goto) – Each region was asked to provide sand from their region for a mixing of the sands ceremony to represent unity for the organization. Mr. Kalani Vierra also spoke about the word “pono” which means righteousness and stated that many native Hawaiians use this term to eliminate conflict and urged attendees to use this attitude during the meeting.

    Surf Lifeguard Training Manual 2017 Begin In 1910 Surf Lifeguards began providing beach patrols. It wasn’t just about making our beaches safer, it was about the increasing popularity of our beaches for recreation. There has been a lot of change in the last 100 years and today Surf Life Saving is about more than just patrolling between the flags. Coastal development has opened up new beaches and new walk ways lead people to different parts of our beaches today. Windsurfers, surfing, boogie boards – even wetsuits which we take for granted today, have all had a significant impact on when and how people use our beaches. Today we provide patrols at more than 80 of New Zealand’s most popular beaches, but it’s just part of what we do. Public education, event safety services, search and rescue and working with councils to ensure effective and consistent signage are all part of our Lifesaving plan to achieve our purpose. Membership Today there are nearly 18,000 members across 74 Clubs. Each year more than 800 new Lifeguards are qualified. Behind every Lifeguard, a coach, an instructor, and committee members all have an important role to play. The oppurtunities available to you as a member of a surf lifesaving club are extraordinary. Once you have your Lifeguard Award, you can advance through the lifeguard programme in which ever direction you choose – First Aid, Inflatable Rescue Boat (IRB), Lifeguard development. You are also able to participate in our sport programme and put your skills on the line against others – be it beach sprints, swimming, surf boats or IRBs.
