517thmeeting of Operation & Co-ordination sub-Committee (OCC) of Western Regional Power Committee (WRPC) was held on 13th March, 2019 at WRPC, Mumbai. The list of participants is enclosed at Annexure-I. Member Secretary (MS), WRPC extended warm welcome to all the participants of the 517thOCC meeting. He informed the forum about the following important operational highlights and events of WR grid during the month of February, 2019: a) After implementation of 4th amendment DSM regulation, frequency is remaining more in outside the band which is not desirable. b) “National Electricity Plan (Vol. II): Transmission” has been published by CEA. Grid scenario for the year 2026-27 has been addressed. Members were requested to go through the transmission plan for WR and accordingly do the needful. c) CERC (Terms and Conditions of Tariff) Regulations, 2019 (for 5 years: 1.4.2019 - 31.3.2024) has been notified by CERC. Tariff compensation provisions for installation of FGD system has been specified for both new and existing thermal power plants. d) MoP has issued an office memo on “Measures to promote Hydro Power Sector” specifying budgetary support and others. (Annexure-8.14) After the opening remarks, the agenda items were taken up for discussion by S.E(Opn),WRPC. █ Confirmation of the Minutes Minutes of 516th meeting of Operation & Coordination Sub-Committee (OCC) of WRPC held on 11th February, 2019 at WRPC Mumbai, were issued vide letter No. WRPC/OPN/OCC-Minutes/2018-19/2322 dated 25.02.2019. █ Review of System Operation (February, 2019) 2.1 A. Frequency Particulars (February 2019) The frequency profile for last three months was as under:

Discussion: MS, WRPC expressed concern about shifting of frequency to higher levels. OCC subcommittee members are of the view that it is the impact of DSM 4th amendment. SE (Opn), WRPC, stated that the issue of impact of 4th DSM amendment on operation aspect was discussed in 516th OCC under agenda 8.9 and it was concluded that members would submit the comments at the earliest. He added that SLDC, Gujarat has brought the same agenda again in this OCC which is at item no. 8.9. He informed that the agenda related to DSM is more or less related to Commercial issue but operation aspects related to effect /impact on system parameters can be discussed in this forum. Commercial related issues can be brought to CCM for discussion. He requested all the participants to express their operation related concerns /issues on new DSM amendment regulation. CE, SLDC Gujarat informed that after implementation of amendment regulation, the States are increasing their generation for sign reversal even at the time of high frequency which cause the frequency to move outside the band. Therefore, important operation aspect of maintaining the real time frequency within the specified band is somehow being ignored by the system operator at the cost of maintaining deviation within the limit. This is being done by them to avoid exorbitant payment on account of sign change violation. This new trend of operation after DSM amendment is having detrimental effect on safety and stable operation of grid. All the constituents are losing crores of rupees even without their fault as it is purely due to difference in SCADA and SEM reading. He also informed that SCADA value measured by states and WRLDC is not the same. He further informed that there is a huge difference in number of sign violations as per

SCADA data monitored by the constituents and the final DSM bills issued by WRPC based on SEM readings. A constituent after continuously monitoring and managing the power flow during entire day may feel happy at the end of day, but if he knew that there was sign change violation recorded in SEM, he would certainly be heartbroken. In DSM accounts the sign reversals violations are approximately three to four times more than the monitored value at State LDC level causing more penalties for state. SE (Opn),WRPC, inquired whether the intended objectives of DSM amendment regulation have got achieved by imposing huge penalty to the constituents for violation of sign change. He requested all the participants to throw light on achievement of objectives of imposition of huge penalty. The CE, SLDC Gujarat informed that one of the objectives was to further narrowed down the frequency band but this is not being achieved. Certainly, there is a slight improvement in terms of Hertz but the frequency band has got widen due to changed methodology of operation which is purely based on least deviation instead of real time frequency. A representative of NTPC stated the following: 1. In a time-block sometimes RGMO command is generated for increasing load at dip in frequency while the same block maybe the 7th block for change of DSM sign to reduce load. This is being a contradictory affair and needs to be reviewed.
2. In night hours stations are getting low schedule with sustained high frequency. But to avoid penalty for sign change in every 7th block, we have to over-inject at high frequency time blocks. Similarly at low freq at high demand period, we have to under inject. This needs to be reviewed in keeping the point of grid security.
Apart of SLDC, Gujarat and NTPC, other participants stated that they would furnish the comments in details at the earliest. MS, WRPC informed that a meeting on CERC 4th DSM amendment was held at New Delhi which was arranged by CERC and views mentioned by the entities were discussed in the meeting. SE(Opn), SLDC Chhattisgarh informed that 20% error was observed between SCADA and metering data at Raigarh ICTs. He requested to correct the errors of SCADA at state interface values. SE(Opn) requested all concerned utilities to furnish their comments with relevant data by 28/03/2019 for further transmission to CERC/ CEA . OCC subcommittee noted as above.
2.1 B. State-wise Power Scenarios of the Region & PSP System operation during the month of February 2019 was satisfactory. The regional demand (Gross) was 54536MW. The corresponding peak shortfall was in the range of 244 MW (peak deficit of 0.45%). The energy requirement during the said period was 29656 MUs (Ex-bus).

Further it is requested all the utilities to furnish the monthly data e.g. unit wise generation of hydro and thermal generating unit, unit wise generation of hydro and thermal generating unit, unit wise /station wise auxiliary consumption of hydro and thermal generating unit, station-wise /state-wise generation of Solar/Wind/ Biomass, State-wise ISTS drawl etc. in new format attached at Annexure-2.1A. Discussion: SE (Opn), WRPC informed that recently, CEA pointed out that there was a negative growth in case of Chhattisgarh for the month of January 2019 vis-à-vis 2018 and sought comments. Subsequently, CE, SLDC, Chhattisgarh was contacted and it was informed by him that the PSPM data was not correct. He further added that PSPM (Power Supply Position Report) is one of the important documents which is used for planning of power sector by CEA / MoP and therefore, it is necessary for every States and UTs to tally the figures with their data base and point out the discrepancy if any in the same OCC so that correction can be made in revised PSPM (final). He also informed that Revised PSP will be attached with OCC minutes for perusal by the constituents.

Revised PSP is attached as Annexure-2.1B. The Sub-Committee noted as above.
2.2 Inter-Regional Exchanges (February-2019) There was a net inter-regional export of 6260 MUs from WR to other regions against net export schedule of 6352MUs. The Sub-Committee noted as above.
2.3 Voltage Profile Voltage profile at some of 765/400 kV sub-stations furnished by WRLDC is enclosed at Annexure-2.3. Discussion:
SE(Opn) informed that high voltages in the range of 804 – 809 kV was recorded at some of the 765KV nodes such as Durg, Wardha, Tamnar and kotra recorded. He further informed that in case of 400KV nodes such as Karad, Dehgam, Boisar and Wardha, the max voltage recorded was in the range of 429 – 431 kV. He requested WRLDC to explain voltage regulation measures taken during the month and constraints on voltage regulation.
WRLDC representative informed that high voltages persisted only for a small time period. He also informed that due to the outage of Kolar-Talcher HVDC link, all power to SR was diverted through 765 KV and 400 KV network causing high voltages.
CE, SLDC Gujarat informed that 765KV Banaskantha-Chittorgarh line is under continuous outage for more than 5 days after charging and charging of long transmission line without line reactor poses operational challenges causing high voltages. He further requested PGCIL to bring the above line in service at the earliest.
WRLDC representative informed that Koradi unit 8 and 9, TAPS 3 in Maharashtra. JP BINA unit 1, Satpura unit 10 and 11, Singhaji unit 1 and 2 and Jhabua in Madhya Pradesh. Essasr Mahan, DB power, JPL unit 1, JPL Tamnar unit 2 and 4 in Chhattisgarh all are injecting reactive power during high voltage periods. This is not desirable and not in line with grid code.
SE(Opn), WRPC informed that the details regarding real time MVAR flow particularly during the high voltage condition have been sought from identified generators long back during the discussion in special meeting on high voltage. But the sought details have not been received and therefore second meeting on high voltage could not be arranged. He further added that now the meeting will be conducted shortly with all concerned generators to address high voltages issue.

2.4 U/F Relay Operations As per WRLDC records the system frequency didn’t reach 49.4 Hz (which is revised Stage-I frequency after 8th NPC decision) and no UFR operation was reported to WRLDC. The Sub-Committee noted as above.
2.5 Power Cuts / Load Restrictions Details of Power Cuts and Regulatory measures as furnished by the State utilities are given in Annex. 2.5. The Sub-Committee noted as above.
2.6 Details of Generating Units under Forced outages Details of generating units under forced outages are given in Annex-2.6. Discussions:
SE(Opn), WRPC enquired about the status of revival of Uran 7, Paras unit 3 , Chandrapur unit 4, JPL-3 and 4, TRN, SGTPS unit 3, KAPS 1. MP representative informed that SGTPS unit 3 will be revived in two weeks. KAPS representative informed that unit 1 will be revived by June 19. The Sub-Committee noted as above. 2.7 Details of Generating Units under Planned outages
The details of generating units under Planned Outages are given in Annex- 2.7. The Sub-Committee noted the same.
2.8 Presentation on operational aspects by SLDCs & RLDC. All SLDC’s/RLDC presentations on operational aspects during last month and specific issues which need deliberations may be highlighted separately. Presentations are attached at Annexure 2.8.
Discussion: Representative from NTPC gave a brief presentation on AGC system installed at NTPC Mouda stage-II. He explained about hardware and communication infrastructure involved in communication to NLDC. OCC subcommittee appreciated NTPC for giving detailed presentation regarding control logic and hardware infrastructure of AGC control system.
OCC subcommittee noted the same.
2.9 List of New Grid Elements added / list of elements decommissioned. The list of New Elements added in WR Grid is attached at Annexure-2.9.

2.10 Submission of failure analysis of grid elements Under regulation 27 of CEA (Grid Standards) Regulations, 2010, failure analysis of equipment failure and tower collapse is to be submitted to RPC and Authority. All the constituents are requested to report incidences of equipment failure and tower collapse to RPC and Authority as and when such incidences take place. The Sub-Committee noted the same.
2.11 Coal stock position In prevailing situation of scarcity of coal in the region, it is important to monitor the coal stocks on monthly basis in OCC forum so that deviation of load and generation can be kept minimum. To sensitize all the constituents of WR above the issue of coal scarcity and its impact on load generation, latest CEA coal stock position is attached at Annexure-2.11-a. Discussion: SE(Opn), WRPC informed that MoP has issued four O.Ms (Annexure-2.11-b) regarding coal supply improvement for thermal power plants keeping expected increase in demand till monsoon. 1. All pithead generation and consequently coal and rake supply (as needed) should be maximized immediately for meeting the needs of current year/next few months and all pit head plants be given full priority in coal and rake allotment for full PLF irrespective of their ACQ/FSA, in this period. 2. Central and state government plants should be given more responsibility and must be encouraged and facilitated to gear up their generation to provide uninterrupted power at appropriate price to consumers. 3. All power plants are advised to be watchful, and to maintain plant availability and adequate coal stocks as per norms. 4. Imported coal-based plants are advised to have adequate stocks to meet demand. The Sub-Committee noted the same.
█ Operational Planning 3.1 Proposed planned maintenance programme of generating units Maintenance programme of generating units for the month of February 2019 & March 2019 was discussed. The finalised list of maintenance programme of generating units for the months February 2019 & March 2019 given in Annexure 3.1. The Sub-Committee noted as above. 3.2 Outage programme of Transmission Lines/Elements.

List of proposals for transmission elements outage to be availed during the month of April2019is given in Annexure 3.2.
Discussion:
SE(Opn), WRPC informed to all entities to follow the procedure laid down in IEGC and OCC meetings. He informed entities to not mount pressure on WRPC officials through any other means. He requested all entities to stick to the outage plan as per approved plan and not to extend the outages causing curtailment of other planned outage. WRLDC representative informed that, 59% of the approved outages were availed by utilities. All utilities are requested for further improvement and requested to avail maximum approved outages as lot of time is spent by committee members for discussing and approving outages. The percentage of planned outages vs availed outages is very less for utilities viz. PGCIL WR-I, WR-II, Maharashtra and Madhya Pradesh as a lot of outages are differed by utilities on D-3 basis or readiness not given. The statistics of outages availed by utilities in the month of Feb’19 is shown below.

3.3 Anticipated power supply position for the months –March 2019&April 2019. Details of anticipated restricted & un-restricted demands for the months of March 2019 & April 2019 are given in Annexure 3.3. Maharashtra, Gujarat, MP & Chhattisgarh updated the anticipated data.

█ Operational Statistics for the month of February 2019 The details of actual generation, demand, drawl of power from grid; exchanges etc. are given in the following Annexures: Annexure 4.1 - Actual generation and requirement. Annexure 4.2 - Peak demand data. Annexure 4.3 - Integrated operation of the system and operation of Inter-state tie-lines. Annexure 4.7 – Details of level of major reservoirs in Western Region.
Discussion: WRPC requested all IPPs to submit monthly unit wise details of generation, peak demand and auxiliary consumption to WRPC for prepare of monthly reports to CEA. The Sub-Committee noted / agreed to furnish information.
█ System Disturbances in Western Region There was no major grid disturbance in the Western Region during the month of February, 2019. The details of minor incidences during the month received from WRLDC are enclosed at Annexure-5. Discussion:
WRLDC representative informed that during charging of Korba-Marwa ckt all 400KV lines connected to it were tripped on over voltage causing unit 3 and 4 outage.
S.E(Opn),WRPC requested for necessary remedial measures to avoid such kind of undesirable tripping of multiple lines in future.
The Sub-Committee noted as above. █ Healthiness status of SERs/DRs of equipment in the system. The updated status of Constituents who have furnished the status of healthiness of SER/DRs in their systems is given at Annexure-6. WRPC enquired about entities who have not submitted the status of SERs/DRs of equipment in the system. Constituents assured to submit the status on time. The Sub-Committee noted as above.

█ Status of completion of ongoing schemes in WR 7.1 Status of Commissioning of Reactors 7.2 Status of Transmission schemes - 765/400 kV and above 7.3 Status of Commissioning of new Generating units in WR The updated status of above items is at Annexure-7. The Sub-Committee noted the above information. █ Miscellaneous Operational Items 8.1 Quarterly review of Crisis Management Plan (CMP) and Physical &Cyber Security (P&CS) in power sector All constituents are requested to submit current status of CMP and P&CS report (constituent wise) for the Third quarter (October to December 2018) as per format enclosed at Annexure-8.1. Discussion: MS, WRPC requested all entities to provide the CMP and P&CS plan on timely manner. The Sub-committee noted the same agreed to furnish the information. 8.2 Monitoring of Schemes funded from PSDF As per the decision taken in NPC meetings, RPC may follow up with the utilities regularly in OCC to expedite the completion of various approved schemes by giving due priority. Accordingly, WRPC has been taking up this issue in OCC forum for discussion. In this matter, the details related to State-wise sanctioned grant and disbursement amount for the approved schemes to be funded from PSDF is attached at Annexure-8.2A. Also, as per the procedure, the utilities are required to furnish the information in the prescribed format by first week of every month on regular basis to Member Convener, PSDF project monitoring group (AGM, NLDC, POSOCO) with a copy to NPC & WRPC division. A copy of prescribed format is attached at Annexure–8.2B.

8.3 State-wise details for Installation of capacitors to be furnished to WRPC In accordance with provision in clause 1.5 (ii) of IEGC, “RPC shall file monthly report on installation of capacitors by states vis-a-vis the requirement/targets, as decided in the RPC”
SLDC’s /DISCOMs are therefore requested to expedite the matter and ensure to furnish the status of capacitor report in format attached at Annexure 8.3 on monthly basis regularly. SLDC’s are also requested to compile the details

of various utilities and send the compiled report of entire state by 8th day of every month.
Discussion:
SE(Opn), requested all the participants to furnish the details by 8th day of month to in order to avoid delay and issue of capacitor report to CERC.

8.4 First time availability certification for transmission system. CEO, PJTL (Power Grid Jabalpur Transmission System) vide letter dated 19.02.2019 informed that transmission elements of PJTL i.e 765KV Vindhyachal to Jabalpur D/C was commissioned on 01.01.2019 (trial operation and CERC documents are attached at Annexure 8.4) and requested MS, WRPC to start issuing transmission availability certificate. Discussion: SE (Opn), WRPC informed that CEO, PJTL (Power Grid Jabalpur Transmission Limited) requested MS, WRPC for transmission availability for PJTL transmission licensee from 01.01.2019 after commissioning of 765 KV Vindhyachal to Jabalpur D/c. He also informed that availability certificate will be issued accordingly as per relevant regulations. The Sub-Committee noted the same.
8.5 Cyber security related works /activities being carried out in Western Region. CE(IT), CEA, New Delhi vide letter dated 31.08.2018 informed that Secretary (Power) is going to review the cyber security related works /activities being carried out in Power Sector shortly. In this regard, it is requested to provide the utilities/ State-wise status on following action points pertaining to cyber security:
1. Appointment of organization-wise Chief Information Security Officers and its status. 2. Identification of organization-wise Critical Infrastructure and its status. 3. Preparation of organization-wise Crisis Management Plan and its status. 4. Status of Cyber Security Mock Drill activity in coordination with CERT-In. 5. Status of Training / Workshops on Cyber Security organized / participated by power sector entities. 6. Status of action taken on CERT-In / NCIIPC advisories.
The agenda point had also discussed in the 512th OCC meeting wherein all the utilities had been requested to furnish the detail information related to above action points. However, all the utilities have not so far furnished the requisite

OCC Sub-Committee noted the same. 8.6 Operation of Hydro power projects in peaking mode
Background: a) A sub-committee has been constituted under Chairperson, CEA with heads of POSOCO, NHPC, SJVN & THDC as members and Director (H), MoP as Member convenor. In the meeting of the sub-committee, it was concluded that there is scope of 2000 MW additional power generation from hydro stations during peak hours. b) In order to sensitize about the benefits of peaking mode of operation of hydro stations, the matter had been discussed during 497th, 499th OCC meeting as well. Also, a committee of FOLD members had been constituted to study the pattern of generation from hydro stations in India and suggest measures to exploit the available capabilities of hydro units while honoring the existing hydrological constraints. c) During the 497th OCC, WRPC suggested all respective constituents to find the scope of complete utilisation of hydro power and discuss the practical issues in monthly OCC meetings. d) The matter was further discussed during 499th OCC meeting held on 20.09.2018, wherein shifting of hydro power projects from base load operation mode to peaking mode was discussed and SLDC’s were advised to utilize the available water judiciously and schedule hydro stations for peaking mode of operation. e) Further the following recommendations of Sub-Committee (under Chairperson CEA), shall be taken as a regular agenda item in monthly OCC: “The status of peaking support provided by the hydropower stations, constraints if any for inability to provide support for peaking may be included as a standing agenda item in all future monthly Operation Co-ordination Committee (OCC) Meetings. Objective of this agenda item would be to maximize peaking availability by optimizing period of shut down of hydro units, monitoring of shut downs / outage of the units and follow- up to expedite revival thereof.” In view of above SLDCs may apprise OCC: The present status of hydro reserves in respective states. Constraints if any for providing peaking support from hydro stations. Actions being taken to maximize peaking availability from hydro Stations. Discussion: SE(Opn),WRPC requested all SLDCs to appraise OCC forum regarding the relevant details of operation of Hydro power projects. SE(Opn), Maharashtra informed that Koyna HEP and Ghatghar HEP are used for peaking mode and sign reversal after DSM 4th amendment.

Background: Chief Engineer, TPRM Div, CEA, New Delhi vide letter no. 2/16/VIP/TPRM/2016/CEA/ 82-108 dated 01.02.2018 and subsequently WRPC letter dated 12.02.2018 requested for the status of progress of works of FGD installation and ESP up-gradation to meet the emission level as per new environmental norms (SOx, NOx and SPM).
Subsequently, the issue was deliberated during 505th OCC meeting it was decided to monitor the installation of FGD covering the details as given in Annexure-8.6A.
Discussions in the 513th OCC and new updates:
NTPC representative informed that NIT has already been invited for 27690 MW across all regions and NIT for additional 3000 MW is expected to be invited by November 2018. Further he informed that NTPC shall adhere to the time lines as per MoEF for FGD.
Maharashtra representative informed that the process of technical bid and financial bid has been completed for koradi unit no 10 (660 MW).
All concerned generators are requested to provide the update in status for installation of FGD & ESP as per the timelines given by Central Pollution Control Board which is at Annexure 8.6B (http://cpcb.nic.in/uploads/direction/Direction_tpp_Combined_12.06.2018.pdf).
Discussion: SE(Opn), WRPC requested all the entities concerned to implement FGD installation as per plan mentioned by CPCB. The Sub-Committee noted the same.
8.8 Geospatial energy map of India Background:
Geographical Information System (GIS) based energy map for India (https://vedas.sac.gov.in/powergis_main/index.jsp) is being implemented by NITI Aayog. This would provide true locations of all energy resources including power plants and transmission lines, etc. on a map of India which would be hosted on NITI Aayog’s website. CEA is a designated nodal agency for collecting power sector data and accordingly power utilities and DISCOMs were requested to submit the requisite data to CEA for onward transmission to NITI Aayog. The details required are - name, voltage level, capacity, longitude and latitude of all

s/s of 33 kV and above; longitude and latitude of origin and terminating points of lines of 33 kV and above.
DISCOMs and other power utilities are requested to submit the requisite data to CEA through [email protected] email id at the earliest. The above agenda was discussed in the 513thOCCDISCOMS are requested to update the status on the same. Discussion: SE(Opn), WRPC requested all entities who have not submitted requisite details to submit to submit to DPD Division, CEA with a copy to WRPC, Mumbai. The Sub-Committee noted the same.
8.9 Consequences of Implementation of 4th amendment of DSM regulation w.e.f. 01.01.19.
Background of issue discussed in 516th OCC: CE, SLDC, Gujarat vide letter dated 02.02.2019 have informed that Hon’ble Central Electricity Regulatory Commission has made fourth amendment in Deviation Settlement Mechanism (DSM) and related matters Regulations, 2014. It has been implemented with effect from 01.01.2019. The frequency band has been tightened (Earlier, it was 49.70 Hz to 50.10 Hz. Now, it is 49.85 Hz to 50.05 Hz). For the first time, the additional charges for violation of sign change has been introduced as specified below: “In the event of sustained deviation from schedule in one direction (positive or negative) by any regional entity (buyer or seller), such regional entity shall have to change sign of their deviation from schedule, at least once, after every 6 time blocks. To illustrate, if a regional entity has positive deviation from schedule from 07.30 Hrs. to 09.00 Hrs, sign of its deviation from schedule shall be changed in the 7th time block i.e. 09.00 Hrs to 09.15 Hrs from positive to negative or vice versa as the case may be. Provided that violation of the above shall attract an additional charge of 20% on the daily base DSM payable / receivable as the case may be.” The additional charge for violation of sign change stipulation shall be levied for each such violation during a day. In this regard, SLDC – Gujarat has made very sincere efforts to comply above directives. SLDC – Gujarat would like to share operational experiences with all WR utilities: The No. of ramp up and ramp down regulations of thermal generators have been increased. The wear and tear in thermal units have been increased. There are almost 80 interface points for deriving drawl of State. It is very difficult to get accurate data from all interface points in real time despite of taking all

initiatives for getting accurate data. The two to five percent variation between actual SCADA data and metered data are always there. The attention and eyes of system operator remains only on deviation and sign reversal only. He cannot concentrate on other operational parameters in real time. As a result, the action of system operators are absolutely contrary to the requirement. Sometimes, they takes action for reducing drawl by rescheduling load, increases generation at high frequency vice a versa curtailing generation at low frequency for compliance of sign change clause of the regulation. The instances of wind energy curtailment, load rescheduling and load shedding have been increased. All above have been exercised vigorously to avoid huge burden of additional charges for violation of sign change. Even though, the SIC is not sure about the burden of additional charges on State Utilities. Moreover, there are 66 Nos. of intra State entities participating in State UI Pool account. The holding company do not allow SLDC to keep costly gas generators on bar just for avoiding additional charges for violation of sign change. There are limited Hydro resources. Their power schedule is based on irrigation and drinking water requirement. Therefore, the hydro and gas-based stations are not on disposal of system operator when it actual requires. Therefore, it is necessary that the views of other SLDCs and ISGS to be taken thoroughly and matter to be represented at appropriate authority for necessary change in regulations.
516th OCC Discussion:
SE (Opn), WRPC requested CE SLDC Gujarat to briefly explain the forum about operational experience and issues faced by Gujarat due to implementation of 4th DSM amendment.
CE SLDC Gujarat informed that due to the implementation of DSM 4th amendment Gujarat is shedding the load and backing down generation, Renewable generation to achieve sign reversal to avoid violation penalty. Further he also informed that all states are paying huge amounts more than the receivables due to the violation clause in DSM regulation. He also informed that DSM 4th amendment is contradicting provisions of IEGC. He requested MS,WRPC to submit the concerns of all utilities to Hon’ble CERC through WRPC Chairman as decided in the 37th WRPC meeting.
Maharashtra representative informed that to achieve sign reversals thermal generators are backed down and hydro generators were taken into service frequently which is not optimum utilisation of resources. Further he informed that as SCADA data value is not reliable, difficulties are being faced to recognise the sign reversal in real time due to which violation penalties have been imposed in DSM accounts on Maharashtra.

NTPC representative informed that Solapur plant paid penalty of approx. 7 crores even though there is zero schedule for the plant.
CGPL representative informed that in a day 50 to 55 revisions are being made in generation schedule which is becoming difficult to implement. He also informed that as a generator its primary responsibility is to generate as it’s injection schedule but to maintain the violation criteria of DSM regulations the generator has to violate it’s schedule, hence the regulations are contradictory in nature from CGPL’s perspective.
GMR Warora representative informed that time drift of 7 to 8 minutes exists between PGCIL meter and meter at plant and in spite of maintaining violation stipulation of DSM regulations they have incurred violation penalty to a tune of 1 crore due to time drift errors in accounting meters.
NTPC representative informed that in some occasions thermal plants are getting technical minimum schedule and sign reversal to negative side is difficult to implement at technical minimum. He also informed that in during high frequency situations generator is not allowed to inject more power as per IEGC and DSM 4th amendment is contradictory in this regard.
NSPCL representative informed that NSPCL was penalised in 12 blocks in last three weeks. He informed that deviation in these blocks is 0.02 MW to 0.5 MW which is due to meter errors and drifts and these are also penalised for deviation
CS, representative informed that due to DSM 4th amendment wind and bio mass energy generators have to be backed down for sign reversal and becoming difficult to implement minimum environmental norms.
In view of the numerous concerns and huge financial implication on all stake holders MS,WRPC requested all entities to submit comments to WRPC on impact of 4th DSM amendment regulations within one week to WRPC secretariat for further necessary action.
516th OCC Decision:
Members of the Sub-Committee agreed to submit their comments within one week after receiving the concerns/ comments a letter highlighting the concerns would be sent to Hon’ble CERC through Chairman, WRPC.
As per above decision, all members were supposed to furnish the comments within a week time and incorporating all the comments / concerns, WRPC Secretariat would write to Hon’ble CERC. However no comments have been

received from any member except NTPC, Gujarat, RKM power, Torrent power and GMR power. All members are again requested to send the comments /concerns on 4th amendment of DSM regulation so that the same can be conveyed to CERC well before 01st April 2019
Discussion: SE(Opn),WRPC informed that a detailed discussion on this item has already been completed under item number 2.1 therefore, there is no need to discuss again. He reiterated to furnish the comments on 4th amendment of DSM regulation so that the same can be conveyed to CERC well before 01st April 2019.

8.10 Automatic Under Freq. Load Shedding Scheme (AUFLS) (A) Review of AUFLS settings The review of AUFLS scheme was being deliberated from the 2nd NPC meetings. National Power committee (NPC) in its 8th meeting dated 30th November 2018 has revised AUFLS settings by 0.2Hz each (MoM of 8th NPC at Annexure 8.10). The decision of the 8th NPC w.r.t to AUFLS scheme is as follows:
Quote After deliberation, the committee, agreed for the AUFLS scheme with 4stages and raising the frequency by 0.2 Hz viz. 49.4, 49.2, 49.0 & 48.8 Hz. The quantum for AUFLS would be reworked by NPC Secretariat based on the deliberation. It was also decided that, NRPC may appoint a Consultant from their own resources as proposed by MS (NRPC) for studying the AUFLS scheme for Indian grid and submit the study report to NPC Secretariat within a time of six months. The revised load relief for AUFLS computed by NPC Secretariat would be discussed along with the report of Consultant appointed by NRPC (if available), in the next meeting of NPC which would be held in the month of May, 2019.

516th OCC Discussion: SE (opn), WRPC informed that 8th meeting of NPC agreed for AUFLS scheme with raising frequency by 0.2Hz viz 49.4,49.2,49.0 & 48.8 Hz. He requested all states and UTs to implement the changes in their AUFLS scheme on priority with intimation to WRPC. OCC subcommittee noted the same and agreed to change settings.
During 516th OCC, all beneficiaries were requested to change their AUFLS settings as per the decision of the 8th NPC at the earliest under intimation to

(B) Mapping of feeders Background (516th OCC): Mapping of Feeders: In the 7th Meeting of NPC, it was agreed that each RPC would submit the details / progress of feeder mapping to NPC secretariat. In 8th NPC, WRPC Secretariat made the following statement: “WRPC has informed that the issue of mapping of feeders was discussed in OCC several times in recent past. In the 493rd OCC, all the constituents were requested to initiate the process of mapping of AULFS feeders in SCADA system as most of these feeders are not covered by SCADA. During the discussion, the Western Region constituents normally raised the following concerns: Maharashtra: AULFS wired feeders are at 66kV, 33kV and even at 11 kV level and these feeders are not covered under SCADA at present. Gujarat: Most of the AULF wired feeders are at 66kV which is not yet covered under SCADA and therefore these cannot be mapped at present. The views of remaining constituents are same as above” Under this agenda item, the following has been recorded in 8th NPC MoM.: Quote After deliberation, it was agreed that each RPC would submit the details / progress of feeder mapping to NPC secretariat on a regular basis (quarterly).” The issue of mapping of feeders have been discussed in 516th OCC and the following was the recommendation of 516th OCC: Quote:
MS,WRPC requested SLDC to provide details of typical substation of 66/33/11 KV levels where problems are being faced, so that study can be carried out by IIT/IISc for suitable implementation of feeder mapping.
SLDCs agreed to provide the details within one week. Unquote In view of above, SLDCs may update the status.

PSPM Division, CEA vide letter dated 28/01/2018 (letter enclosed at annexure 8.11) has requested for Details of existing transmission system (220 KV and above AC& DC voltage level) in the country as on 31st December 2018. An e-mail regarding the same has been sent by Operation Division, WRPC on 01/02/2019. All SLDCs, Transmission licensees are requested to kindly furnish the data to [email protected] with a copy to [email protected]. 516th OCC Discussion: SE (Opn), WRPC informed that CE,PSPM Division requested for Details of existing transmission system (220 KV and above AC& DC voltage level) in the country as on 31st December 2018. He requested concerned entities to submit data at the earliest to CEA.
Discussion: SE(Opn),WRPC informed that only some of the entities have provided the information and entities who have not provided the information may please submit the information at the earliest with intimation to WRPC. SLDC MP representative and SLDC Chhattisgarh representative informed that requisite data will be submitted with in a week.

8.12 Ambient temperature adjusted TTC 514th OCC background:
TTC assessment considering temperature dependant rating of lines and equipment:
NPC vide its letter 3/NRC/NPC/CEA/2018/942-948 dated 20.09.2018 raised the issue of ambient temperature adjustment TTC. In above said letter NPC stated that, in line with the decisions of the meeting of sub-committee of NRCE for finalising the methodology for computation of TTC/ATC/TRM, PGCIL vide letter dated 18.04.2018 has submitted the current rating of terminal equipment for high capacity 400 KV lines owned by PGCIL.

In this issue POSOCO has further requested that terminal equipment rating of STU and other transmission licensees would also be required for full implementing of temperature adjusted TTC. Lastly NPC requested that the terminal equipment rating of STU and other transmission licensees of WR may be compiled and furnished to POSOCO with a intimation to NPC on priority basis.
Discussions 516th OCC:
SE (Operation), WRPC requested all the STU/ transmission licensees to furnish the details of terminal equipment rating so that same can be compiled and further transmitted to POSOCO & NPC.
A meeting was held among NPC, PGCIL and POSOCO on “Ambient temperature adjusted TTC” on 05/02/2019 at NPC. The summary records of discussion is attached at annexure 8.12.
In above meeting, it was decided that the terminal equipment rating of STUs and other private ISTS transmission licences to POSOCO with a copy to NPC, CEA. The abstract of important points is as follow:

It was observed that though the end equipment ratings are required for both the planning and operational studies, it becomes crucial for carrying out ambient temperature adjusted TTC/ATC studies of all the regions by POSOCO. 8.13 Schedule for Rattan India Power Limited, Amravati
Shri Anil Kumar Mishra, AVP Rattan India Power Limited, Amravati vide e- mail dated 07/03/2019 informed that RIPL is not receiving any schedule from 2 months. He also informed that RIPL, Amravati accumulated 8.08 lakh metric ton of coal based on the discussions with MSEDCL.

He further stated that due to rising ambient temperature and spontaneous heating of the coal, the same is catching fire and it is getting difficult day by day to control the heating and the fire in the coal. This may cause a major catastrophe damaging the safety and environment in and around the plant.
Discussion:
SE(Opn),WRPC requested RIPL representative to brief OCC forum about the issue.
Shri Anil Kumar Mishra, AVP Rattan India Power Limited informed that after meeting of generators with MSEDCL, RIPL acquired 8.08 lakh metric ton coal. But MSEDCL is not provided any schedule of power to RIPL. He also informed that due to rising ambient temperature and spontaneous heating, coal is catching fire.
SE(Opn), WRPC informed that this issue is bilateral and should be resolved by MSEDCL and RIPL. OCC forum suggested RIPL to take consent from beneficiaries for scheduling of power under URS to any other beneficiary requiring power.
NTPC representative requested beneficiaries to give schedule above 55% for kawas and gandhar as LP blades of Steam turbine are getting eroded due to lesser loading.

Additional agenda of 517th OCC meeting
AD-I: Outage of 400KV Bus-II at CGPL Mundra (Annexure 3.2)
PGCIL WR-2 requested for outage of 400 KV Bus-II at CGPL Mundra for termination of Mundra-Bhuj PS circuit 1 at CGPL Mundra. However, Chairman, CGPL vide letter dated 14/02/2019 informed that due to the constraints of achieving 80% Plant availability target of CGPL station, the outage request may not be permitted. He informed that huge financial loss will occur for CGPL Mundra failing 80% Plant availability target. CGPL also informed that the proposed outage may be taken in the last week of march 2019 along with bus bar protection scheme work planned by CGPL.
A meeting on 01/03/2019 was conducted with officials from WRPC, WRLDC, CGPL, PGCIL WR-II, SLDC(GETCO) through VC wherein outage of 400KV bus-II at CGPL was discussed.
PGCIL WR-II vide letter dated 11/03/2019 informed that consent was not received from CGPL for construction works. He informed that present project of

Mundra-Bhuj double circuit line is monitored by PMO through PRAGATI portal and deadline of the project is February 2019.
Discussion:
SE(Opn),WRPC briefly informed OCC forum regarding outage of CGPL bus-II for commissioning of Mundra-Bhuj D/c line. He requested CGPL representative to inform OCC forum details of denying outage to PGCIL.
CGPL representative informed that due to the constraints of achieving 80% Plant availability target of CGPL station, outage was not consented. He informed that huge financial loss will occur for CGPL Mundra failing 80% Plant availability target. CGPL also informed that the proposed outage may be taken in the last week of march 2019 along with bus bar protection scheme work planned by CGPL. He also informed that Mundra-Bhuj circuit-II can be commissioned after completion of other works by CGPL and circuit-1 may be commissioned after 25th march 2019 as it is expected to achieve target availability by 25th March 2019.
PGCIL representative informed that the project is being monitored by PMO through PRAGATI , the required outage may be permitted to complete commissioning activities.
SE(Opn), WRPC stated that the status of PLF of CGPL shall be reviewed on 22.03.2019 and accordingly outage for 400 KV Bus-II at CGPL would be considered.
PGCIL representative suggested the outage of bays of under construction 400 Kv Mundra-Bhuj-Ckt II.
OCC subcommittee recommended agreed on review of PLF of CGPL on 22/03/2019 and subsequent discussion on decision of date of Outage of 400KV Bus-II at CGPL Mundra.
AD-II: General election 2019 duties for WRPC officials
As announced by Election commission, General elections 2019 are planned in the month of April & May 2019.Election commission, Maharashtra has directed MS, WRPC for temporary posting of some of the officials of WRPC from all divisions for election duties. In this regard, WRPC informs all the constituents that some of the officers may not be available at WRPC in this period.
IN view of the above, it may happen that some reports and regulatory accounts may get delayed. To avoid this delay WRPC has already taken contingency steps, but inspite of best efforts unavoidable delays may creep in. Hence entities are requested to bear with this delay.

He stated that the date of meeting would be decided later on and accordingly intimation would be issued by email.

Data non-current/Zero Generation Based on the “report of expert group to review and suggest measures for bringing power system operation closer to national reference frequency”, the minimum frequency response expected is at least 40% of ideal response.
Hon’ble CERC notified Terms and Conditions of Tariff Regulations, 2019 on 7 Mar 19 and these regulations shall come into force on 1.4.2019. Clause no 30.2.i & 30.2.ii related to RGMO or FGMO are quoted below

in case of existing generating station, as and when any of the requirements under (i) above of this Regulation are found lacking based on the report submitted by the concerned RLDC, rate of return on equity shall be reduced by 1.00% for the period for which the deficiency continues. Unquote

Discussion: WRLDC informed that for the last three grid events the primary frequency of VSTPS-I, GMR Raipur, TRN and Jhabua is zero. WRPC enquired whether response is considered when unit is not in service and how the response is calculated. The stations whose data is non-current or zero generation is highlighted in frequency response table. The frequency response computations are done as per CERC approved procedure. In general frequency response of generating unit can be calculated as follows.

9.2 Web Based OCC Outages Software for replacing the existing Google Sheet
As discussed in 516 OCC meeting, hands-on training on web based outage software to utilities was conducted on 22 Feb 19 at WRLDC. More than 50 representatives from utilities viz. PGCIL, NTPC, Sterlite, Adani, GETCO, MSETCL, MPPTCL and CSPTCL etc. Feedback received from the participants is being incorporated in the software.
At present google sheet and web based software are operating in parallel and utilities are filling their readiness and comments in both. The process of updating of database for web based software is under progress. Discussion:
WRLDC informed that updation of database is under progress. Feedback by utilities is being considered and incorporated to the extent possible in software. Any additional feedback for improvement of software may be informed by 20 Mar’19 to WRLDC. Utilities may give their readiness/remarks in both google sheet and outage software for Apr’19 outages. During summer, temperatures would remain above normal values in many areas. In the past several generating stations have been affected due to inadequate coal stock and water shortage. The actual demand of constituents in April-June is tabulated below:

WRLDC advised all constituents to take necessary measures and ensure adequacy of Power Supply during Summer. Maharashtra SLDC informed that at present there is no shortage of water for thermal stations (Parli, Tirora, Chandrapur).
WRLDC suggested that drawl schedule of states are to be limited to transfer capability. OCC Subcommittee noted the same.
9.5 Extension of outages of critical elements
As per approved outage procedure, utilities should adhere to outage schedules. After availing outages utilities should restore the element as per time line approved in OCC meetings. However it has been observed that utilities are not adhering to time line specified in OCC meeting and extending outages beyond approved timelines. In recent times planned outages of critical elements like 400 kV Rajgarh-Nagda D/C, 400 kV APL Mundra- Kansari, 400 kV Varsana-Kansari, 400 kV Kalwa-Karghar and 400 kV Pune- Kalwa are extended beyond approved timelines.
Extension of outages beyond approved timeline is affecting the outage schedules of other parallel and nearby elements. It may also result in critical loading of other elements during contingences.
Discussion:
WRLDC informed that planned outages of critical elements like 400 kV Rajgarh-Nagda D/C, 400 kV APL Mundra-Kansari, 400 kV Varsana-Kansari, 400 kV Kalwa-Kharghar and 400 kV Pune-Kalwa are extended beyond approved timelines.
Gujarat SLDC informed that outage of 400 kV APL Mundra-Kansari and 400 kV Varsana-Kansari are extended due to field issues. Maharashtra SLDC informed that 400 kV Kalwa-Karghar and 400 kV Pune-Kalwa are extended due to ROW issues.
WRLDC informed that if outages are being availed for any construction works or traction works, SLDC shall assess daily status of work and tentative

schedule of restoring transmission element. If the work is not being completed within the approved time schedule, SLDC/utilities shall inform WLRDC at least one or two days ahead so that other utilities can be informed at the earliest regarding the rescheduling of the outages.. However, all efforts shall be made to adhere to the time line to avoid deferring of important outages to the later date. Utilities agreed for the same. OCC Subcommittee noted the same.
9.6 Delayed submission of First Time Charging (FTC) documents and Non-compliance of FTC procedure by MPPTCL
In 516 OCC meeting, NLDC and WRLDC mentioned that the first time charging documents A1-A6 has to be submitted on D-10 (ten days in advance) and B1-B5 on D-5 to RLDC. RLDC can send the A1-A6 documents to NLDC on D-5 and B1-B5 documents at least two working days in advance. However it has been observed that MPPTCL is not submitting the FTC documents as per time line mentioned above. Many a times operation code for charging is sought even before confirming protection coordination with adjacent stations. The above issues were faced while coordination FTC of elements at 400/220 kV Badnawar (LILO of 400 kV Nagda-Rajgarh-D/C)

OCC Subcommittee noted the same. 9.7 Ramp compliance of Thermal Generators as per T&C of tariff
Hon’ble CERC notified Terms and Conditions of Tariff Regulations, 2019 on 7 Mar 19 and these regulations shall come into force on 1.4.2019. Clause no 30.2.iiii related to thermal generators ramp rate are quoted below

Monthly telemetry status as per CERC mandate In compliance to CERC order dated 29.01.2016 on Petition 07/SM/2014 in the matter on “Non-compliance of Commission`s direction dated 26.9.2012 in Petition No. 168/MP/2011.”, telemetry status of central sector and state sector stations in the region is to be uploaded on WRLDC website every month. The telemetry status for the month of Feb. 2019 is shown in the table below:

c. Correct telemetered data from old NTPC stations The telemetry issues of old NTPC stations viz. Kawas, Gandhar, KSTPS and VSTPS was discussed in 515th OCC meeting. The list of points is attached in Annexure 9.10(c). As per the 515th OCC meeting, a meeting was to be conducted between NTPC and PGCIL for the resolution of issues. KSTPS was attended by Manas automation however some the issues are still pending.
Discussion:
NTPC and PGCIL representative were not available for comment. The same may be taken up for discussion in next OCC meeting. OCC subcommittee noted the same.
d. Regional Communication Meeting under CERC Communication Regulation 2017 As discussed in 515th OCC, a meeting is required to be conducted quarterly at RPC level for discussing issues in communication and telemetry in WR.

Maharashtra has approached Powertel for alternate solution regarding communication link. It was informed that functioning of data exchange between Maharashtra BCC and WRLDC BCC is expected to be completed by the end of March, 2019. OCC Subcommittee noted the same.
