NHA Act • NHA Act 1991, amended 2001, Chapter-III, Section-10(2)(xi) empowers National Highway Authority to undertake PPP Projects.

NHA PPP Policy and Regulatory Framework • Approved by National Highway Council in May 2009. • Under this Policy NHA procures PPP Projects on the basis of open competitive bidding.

New Federal PPP Act 2017 and PPP Authority • PPP Authority is established to provide regulatory framework to execute Public Private Partnerships in Pakistan so as to promote domestic as well as foreign private investment in infrastructure. Khunjrab

 The GOP vision to double the road density from 32 km/100 km2 till 2025 is only possible with the support of private sector.

 Insufficient fiscal budget (PSDP) allocation needs to be supplemented by Off-Budget financing.
