Theodore Roosevelt and the United States Battleship Maine Kenneth C. Wenzer The USB Maine exploded in Havana Harbor on February 15, 1898.1 Interest in this ship has endured for over 100 years and has, at times, provoked controversy. Apparently, some people still believe that a mine, surreptitiously planted by Spanish authorities, Cuban rebels, or other saboteurs, caused the initial detonation.2 A literary cottage industry of publications advocating different theories have muddied the waters, most notably Remembering the Maine published in 1995 and an article by National Geographic three years later.3 Under the auspices of Adm. Hyman G. Rickover, a team of seasoned researchers in the mid-1970s Assistant Secretary of the Navy Theodore proved in How the Battleship Maine Roosevelt, 1897–1898 Kenneth C. Worldwide Analysis of In-Port Vessel Operational Lubricant Discharges and Leakages Dagmar Schmidt Etkin Environmental Research Consulting 41 Croft Lane Cortlandt Manor, NY 10567-1160 USA [email protected] Abstract The majority of ocean-going ships operates with oil-lubricated stern tubes and uses lubricating oils in a large number of applications in on-deck machinery and in- water (submerged) machinery. The issue of oil leakage from stern tubes, once considered a part of normal “operational consumption” of oil, has become an issue of concern and is now being treated as oil pollution with full legal consequences. Greater focus on stern tube leakage and the spillage of other types of lubricants used in marine shipping operations have led to a need to evaluate alternatives to these oils and ways to monitor and prevent discharge of lubricants during ship operations in ports and at sea. This study focuses on marine inputs of lubricant oils within the 4,708 ports and harbours of the world through stern tube leakage and operational discharges in marine shipping. The study results indicate that, overall, the results indicate that each year in over 1.7 million vessel port visits, 4.6 to 28.6 million litres of lubricating oil leaks from stern tubes, and 32.3 million litres of oil is input to marine waters from other operational discharges and leaks. Total estimated response and damage costs for lubricating oil leaks and operational discharges worldwide based on the probabilities of leakage and operational discharge by vessel type in the 4,708 ports worldwide are estimated to be between US$322 million for conventional lubricating oils. -

Names of Native American origin are found sprinkled generously across the face of the land. Strong traces of the national languages spoken by the early explorers and settlers are visible in many sections of the country. Frequently, geographic naming reveals the rough and brawling nature of the environment that greeted the westward expansion. It is in these ways and many others that geographic naming gives us a clear, exciting profile of the United States. The existence of a body of standardized geographic names widely available on a national basis, but related strongly by local usage, makes a large contribution to savings and efficiency in the operation of government, business, communications, and education. The U.S. Board on Geographic Names (BGN) Domestic Names Committee (DNC) is at the hub of a national network of State and academic names authorities. The BGN works hard to improve that body of names and has prepared this document to serve a diverse audience interested in federally recognized geographic names. For proponents of new or changed feature names, this document provides procedures for submitting a proposal, identifies how the BGN staff processes a proposal, and outlines the factors the DNC will use during its deliberations. For our partners at the State and local government level, this document defines the standards that should be applied to evaluate feature name proposals, as well as the roles that both State and Federal naming authorities have in the approval process. -
