A. CALL TO ORDER ROLL CALL

Motion To Go Into Executive Caucus WHEREAS, the Sen. Byron M. Baer Open Public meetings Act, N.J.S.A. 10:4-6 et seq., (the “Act”) provides that the Hazlet Township Board of Education may hold an “Executive Session” from which the public is excluded to discuss matters that are confidential or are one of the nine (9) subject matters listed Section 12(b) of the Act; and WHEREAS, it is recommended by the Superintendent that the Hazlet Township Board of Education go into Executive Session on this date at Raritan High School, 419 Middle Road, Hazlet, to discuss matters that are permissible for discussion in Executive Session; and WHEREAS, the length of the Executive Session is estimated to be forty-five (45) minutes after which the public meeting of the Board shall reconvene and proceed with business; and WHEREAS, that the Board hereby declares that its discussion of the following subject(s) will be made public at a time when the public’s interest in disclosure is greater than any privacy or governmental interest being protected from disclosure. NOW, THEREFORE, BE IT RESOLVED by the Hazlet Township Board of Education that the Board shall go into Executive Session to discuss the following items:

C. PUBLIC HEARING ON THE 2019-2020 SCHOOL BUDGET

1. BUDGET PRESENTATION Dr. Scott Ridley, Superintendent of Schools and Mr. Christopher J. Mullins, School Business Administrator/Board Secretary will present the 2019-2020 Budget.

2. CITIZEN’S QUESTION/COMMENTS ON AGENDA ITEMS ​ Anyone who would like to address the Board regarding items that are on the agenda, please come to the podium and state your name and address. Two 3-minute statements may be made. No participant may speak more than once on the same topic until all others who wish to speak on that topic have been heard.

3. BUDGET HEARING WHEREAS, the Hazlet Township Board of Education adopted a tentative budget on March 19, 2019 to be submitted to the Executive County Superintendent of Schools for approval, and WHEREAS, the tentative budget was approved by the Executive County Superintendent ​ of Schools on April 2, 2019; and NOW THEREFORE, BE IT RESOLVED, that the Hazlet Township Board of ​ Education hereby adopts the 2019-2020 School Year Budget and; BE IT RESOLVED, that there should be raised for the General Funds $40,413,875.00 ​ for the ensuring School Year 2019-2020 and; BE IT RESOLVED, that there should be raised for Debt Service Funds, $2,265,544.00 ​ for the ensuring School Year 2019-2020; BE IT RESOLVED, to approve the amount necessary for the operation of the Public ​ Schools of the Township of Hazlet, New Jersey for the 2019-2020 school year as follows: BUDGET REVENUES TAXES General Fund 55,262,764 Less: State Revenues 12,289,591 Federal Revenues 33,699 Local Revenues 457,050 Appropriated Free Bal. 2,068,549 Appropriated Cap. RESOLUTION - TAX LEVY 2019-2020 WHEREAS, that the amount of money estimated to be necessary for the operation of the Public Schools of the Township of Hazlet, New Jersey for the school year from July 1, 2019 to June 30, 2020, exclusive of Federal, State and other miscellaneous revenues by District tax for General Fund is as follows and is hereby certified to the tax collector of the Township of Hazlet

GENERAL FUND………….$40,413,874

WHEREAS, that the amount of money estimated to be necessary for the repayment of debt for the Public Schools of the Township of Hazlet, New Jersey for the school year from July 1, 2019 to June 30, 2020 (exclusive of state aid, interest earned on construction funds and balances carried forward) by district tax for the Debt Service Fund is as follows and is hereby certified to the tax collector of the Township of Hazlet.

DEBT SERVICE………………..$2,265,544

BE IT RESOLVED, that the Hazlet Township Board of Education hereby adopts the 2019-2020 budget as described above results in a general fund tax levy of $40,413,874 and a debt service tax levy of $2,265,544.

TRAVEL AUTHORIZATION WHEREAS, the Hazlet Township Board of Education recognizes school staff and Board ​ members will incur travel expenses related to and within the scope of their current responsibilities and for travel that promotes the delivery of instruction or furthers the efficient operation of the school district; and WHEREAS, N.J.A.C. 6A-7.2 et seq. Requires Board members to receive approval of ​ these expenses by a majority of the full voting membership of the Board and staff members to receive prior approval of these expenses by the Superintendent of Schools and a majority of the full voting membership of the Board; and WHEREAS, a Board of Education may establish, for regular district business, travel as defined in N.J.A.C. 6A:23A-1.2, which includes attendance at a regularly scheduled in-State professional development activities for which the registration fee does not exceed $150.00 per employee or board member, where prior board approval shall not be required unless the annual threshold for a staff member exceeds $1,500.00 in a given school year (July 1 through June 30); and

WHEREAS, the Hazlet Township Board of Education established $85,000.00 as the maximum travel amount for the current school year and has expended $58,140 as of this date; now THEREFORE, BE IT RESOLVED, the Board of Education approves travel and related expense reimbursements in accordance with N.J.A.C. 6A:23A-7.3, to a maximum expenditure of $85,000.00 for all staff and board members for the 2019-2020 school year.

D. ADJOURNMENT BE IT RESOLVED, that the Board adjourn the Public Hearing meeting at _____p.m. and open the Annual meeting of May 6, 2019 at _____p.m. ​ ​

The Board of Education of the Township of Hazlet adopted the above Schedule of ​ Meetings at its May 6, 2019 Annual Meeting. All meetings will commence with an ​ executive session at at 6:45 p.m. and the regular session at 7:30 p.m. This notice is ​ ​ given in accordance with P.L. 1975.c.231

PURCHASING AGENT/BID THRESHOLD WHEREAS, the Public School Contracts Law gives boards of education the ability to increase their bid threshold up to $40,000.00; and WHEREAS, N.J.S.A.18a-3A, permits an increase in the bid threshold if a Qualified Purchasing Agent is appointed as well as granted the authorization to negotiate and award such contracts below the bid threshold; and WHEREAS, N.J.A.C. 5:34-5 ET SEQ. establishes the criteria for qualifying as a Qualified Purchasing Agent: and WHEREAS, Christopher J. EE. STATE CONTRACT PROCUREMENT Resolution Authorizing the Procurement of Goods and Services through State Agency for the 2019-2020 school year. WHEREAS, Title 18A:18A-10 provides that, a board of education, without advertising for bids, or after rejected all bids obtained pursuant to advertising therefore, by resolution may purchase any goods or services pursuant to a contract or contracts for goods or services entered into on behalf of the State by the Division of Purchase and Property, and

WHEREAS, the Hazlet Township Board of Education has the need, on a timely basis, to procure goods and services utilizing state contracts, and WHEREAS, the Hazlet Township Board of Education desires to authorize its purchasing agent for the 2019-2020 school year to make any and all purchases necessary to meet the needs of the school district throughout the school year, NOW THEREFORE BE IT RESOLVED, that the Hazlet Township Board of Education does hereby authorize the district purchasing agent to make purchases of goods and services entered into on behalf of the State by the Division of Purchase of Property utilizing vendors that have State Contracts. The Purchasing Agent shall make known to the Board the Commodity/Service, Vendor and State Contract Number utilized for any purchase in excess of $40,000.00.

FF. REGIONAL EDUCATIONAL SERVICES COMMISSIONS WHEREAS, N.J.S.A. 40A:11-11(5) authorizes contracting units to establish a Cooperative Pricing System and to enter into Cooperative Pricing Agreements for its administration; and WHEREAS, the Monmouth/Ocean and Educational Services Commission of New Jersey (formally MRESC) hereinafter referred to as the “Lead Agency” has offered voluntary participation in a Cooperative Pricing System for the purchase of goods and services; WHEREAS, the governing body of the Hazlet Township Board of Education, County of Monmouth, State of New Jersey duly considered participation in a Cooperative Pricing Agreement with the Lead Agency. The Lead Agency shall be responsible for complying with the provision of the Local Public Contracts Law (N.J.S.A. 40A:11-1 et seq.) and all other provisions of the revised statutes of the State of New Jersey. BE IT RESOLVED, that the Board renew a contract with Maschio’s Food Services, Inc., commencing on September 1, 2019 and ending June 30, 2020, to manage the food service program for the 2019-2020 school year, with an annual management fee of $41,200.00 or $4,120.00 per month for 10 months during the 2019-2020 academic year and a guaranteed return of $25,000.00 in assumption of the following: 1.
