Este fue el nombre que, por mayoría, decidió la encuesta. Capitolio, esto es edificio majestuoso y elevado. II Ocupaba la presidencia de la República el mayor general José Miguel Gómez cuando el Congreso, por ley de 20 de julio de 1910, autorizó la permuta de los terrenos y edificios del Arsenal (113 020 m²), propiedad del Estado, por los que ocupaba la Estación de Villanueva (43 906 m²), propiedad de los Ferrocarriles Unidos de La Habana. Se trató, dijo la prensa de entonces, del cambio de la vaca por la chiva, y se comentó que, para hacerlo posible, se movió bajo cuerda una fuerte suma de dinero que la empresa ferroviaria entregó a los gobernantes para que aprobaran la maniobra.
