The IB is functionally independent of the Safety Authority, of any regulatory body for the railways or any other authority whose interests could conflict with its investigatory duties. The investigation body Annual Report 2012 2.1 Legal basis The creation of an independent body responsible for investigating railway accidents and incidents aimed at improving safety is provided for by the European Directive 2004/49. No change to legislation on the investigation body has occurred during 2012. 5 Investigation Body for Railway Accidents and Incidents Annual Report 2012 2.2 Organisation and means 2.2.1 Budget The creation of an organic budgetary fund by Article 4 of the programme act of 23 December 2009 is intended to guarantee the financial inde- pendence of the investigation body for railway accidents. The fund is made up of contributions from the infrastructure manager and railway undertakings towards the functioning of the investigation body for railway accidents. Aside from general expenses (staff, offices, operations, equipment), there are also specific operational expenses allowing the investigation body for railway accidents and incidents to guarantee fulfilment of its duties: regular external expertise and consulting, individual safety equipment, participation in specialised training and conferences (etc.). 2.2.2 Staff requirements A third investigator and a secretary joined the team from 1 February 2012. The IB is presently made up of three permanent investigators. The goal is to arrive at 7 full-time equivalents as planned in the action plan following the recommendations from the Buizingen Commission. Investigations are led by permanent investigators with the support of experts chosen according to the skills considered necessary. As well as serious accidents, the IB is equipped to investigate other accidents and incidents with consequences for railway safety. The safety investigations carried out aim to determine the circumstances and causes of the event and not to apportion blame. They are based on multiple aspects: infrastructure, operations, rolling stock, staff training, regulations, etc. They are separate from the legal enquiry, which takes place in parallel. The results of the investigations are analysed, evaluated and summarised in the investigation report. The investigation report is not a formal decision. It may contain safety recommendations for the authorities, railway undertakings, railway infra- structure managers, etc. The aim of the recommendations is to reduce the risk of similar accidents occurring in the future, but also to reduce their repercussions. 2.3.2 Database The investigation body brings together elements collected in a single database for the purposes of archiving, trend analysis and confirming short- comings in safety. All events reported on a daily basis by the infrastructure manager and by railway undertakings are included in the IB database. This allows similar events to be identified in the case of incident or accident. The database also allows access to the common safety indicators foreseen by European Directives and transposed into Belgian law. The database is available to the National Safety Authority. 8 Investigation Body for Railway Accidents and Incidents Annual Report 2012 2.3.3 European consultation The investigation body takes part in the network activities of the national investiga- tion bodies (NIB), which take place under the aegis of the European Railway Agency (ERA), with the intention of drawing upon the experiences of other investigation bodies and to collaborate in the European harmonisation of regulations and inves- tigation procedures. 2.3.4 Communication When the IB investigates an accident, its objective is to determine what happened, why, and to uncover the underlying causes. The reports are made public for information to parties concerned, the general pub- lic, industry, regulatory bodies, etc. The IB website allows access to the published reports.

CFE has many strengths that enable it to weather the economic crisis and move confidently into 2010. The order book, standing at € 2,024 million, is satisfactory, although construction activity is likely to decline from the 2009 level. We intend to resist the temptation to take orders at any price, concentrating instead on profit. To do this, our recent international expansion, especially in Tunisia, holds out good prospects for repositioning our activity. CFE’s broad diversity of business lines and geographical locations is an additional asset, as is our sound financial position, which shields us from liquidity problems.

The railroads and steam boats are so invariably adopted in these countries, that a vehicle of this kind is not only troublesome, but very expensive.’ H.R. Addison opens in the very beginning of his travel guide of 1843 with an eye opener for the 21st century tourist. Moreover, he stresses the importance of the picturesque landscape. The opening of the railway network in 1835 in Belgium seems to create two different patterns of tourism. The first pattern seems to be an adept of the Romantic Movement and pays attention to the picturesque landscape. A series of descriptions of the railway lines integrating landscape and civil engineering constructions along the line are published, together with travel guides for the early adaptors. A second movement consists in the development of the littoral tourism in which two key elements played a role: the presence of the royal family in Ostend and the railway lines from Brussels to the coast (heavy rail) and tramway along the coast. On the other hand, the railway network created a possibility for overseas travellers to reach the borders of the Rhine in a more comfortable way with a faster transport mode. Together with the editing of the travel guide for Belgium and the Rhine, the Belgian State Railways edit the first railway publicity poster announcing the special fare for travellers visiting the Rhine (1856).

National calculation methodologies at IMs and national decision processes on infrastructure development are different and a common bottleneck analysis for RFC Rhine-Alpine turned out to be an impossible task. Therefore the MB of RFC Rhine-Alpine decided to set up the present CBA on the basis of the national investment plans to identify the infrastructural bottlenecks. This is a joint corridor approach, consisting of a combination of the national information provided by the different IMs. The information has been compiled by the WG Infrastructure & Terminals and can be found in part A of the present document. In addition, the perspective of the Railway Undertakings to the Capacity Bottleneck analysis was added as a result from an enquiry of the European Commission in 2019 and completed with a list of additional bottlenecks identified by the RU’s in 2020. In addition, part B gives an overview of additional operational bottlenecks out of an analysis of the WG Train Performance Management. The idea of this additional information is to give a more comprehensive overview of the different bottlenecks which might be encountered by the users of RFC Rhine-Alpine.     Liefkenshoek link in Antwerp Description The Liefkenshoek railway link project consisted in the construction of a direct railway link between the left and right banks of the River Scheldt. The new railway link directly connects the left bank with the railway infrastructure on the right bank (Line 11 and the Antwerpen Noord marshalling yard) without trains having to leave the port area. This freight link must provide a solution for the expected increase of rail freight traffic to and from the port of Antwerp. The developments on the left bank, more specifically the commissioning of Deurganck Dock, are one reason. At the same time, policy-makers are also striving to increase the share of rail transport in freight transport. Without the Liefkenshoek railway link the additional freight traffic that would be generated as a result would have an unacceptable impact on train traffic on the current route via the Antwerp-Ghent railway line (Line 59, passenger traffic). The construction of this infrastructure in the port will make it possible to increase the share of rail freight as well as reducing the risk of structural traffic congestion in the region around Antwerp. The railway link consists of a new 16.2-km double-track railroad which passes under three waterways: the Waasland Canal on the left bank, the River Scheldt and Kanaal Dock on the right bank. As a result half of the new line runs underground, in tunnels. The existing Beveren Tunnel (which had not been operated till then) will be used to pass under the Waasland Canal. For the most part the railway line will be bundled with the existing road infrastructure.
