However, the decline in revenue (€ -125 million), operating profit (€ -19.3 million) and net after-tax profit (€ -8.2 million) was modest against the backdrop of the global economic crisis. All divisions made a positive contribution to profit. DEME deserves special recognition for again demonstrating its ability to strengthen its position in the international dredging market, fully vindicating the substantial investments made in recent years to modernise its fleet. CFE has many strengths that enable it to weather the economic crisis and move confidently into 2010. The order book, standing at € 2,024 million, is satisfactory, although construction activity is likely to decline from the 2009 level. We intend to resist the temptation to take orders at any price, concentrating instead on profit. To do this, our recent international expansion, especially in Tunisia, holds out good prospects for repositioning our activity. CFE’s broad diversity of business lines and geographical locations is an additional asset, as is our sound financial position, which shields us from liquidity problems. The CFE teams are therefore preparing the future with equanimity and with a great determination to succeed. They will be taking advantage of the challenges they face in the current market to better prepare for coming years. The co-operatives set up the entire infrastructure that allows for a transparent market: they guarantee the quality of the fruit; they make it quantifiable; they take care of logistics; and they set up the auctions. In line with actor-network-theory (ANT) the case illustrates the co-operation and networking that is needed between several actors in order to come to a seemingly natural situation, i.e. free trade. 1. Introduction: the fruit production in Haspengouw Geographical and political definitions of Haspengouw The definition of Haspengouw varies. Geographically, it refers to a large area of clay soil. It not only includes the south of the present Limburg province (Humid Haspengouw—area 8.4 on Figure 1 in annex) but also parts of the present provinces of Liège and Namur (Dry Haspengouw—area 8.5). The soil of Dry Haspengouw is a large bed of clay (15-20m) that rests on chalk; it is apt for agriculture. Humid Haspengouw is a bed (+ 2m) of loam that rests on clay; which makes it less apt for agriculture in general, but very apt for fruit growing (Comenius project 2004). Politically, Haspengouw once was a ‘gau’, the administrative unit in the Frankish empire. Until the eighteenth century Haspengouw used to be a county. It was part of the principality of Liege. In this text Haspengouw refers to the definition that is used by the Streekplatform Haspengouw, an organisation financed by the Flemish government and the European Commission (see Figure 2 in annex).

The «Plan Lumières 4.0» (Lighting Plan 4.0), with a 20-year duration, will be executed under a PPP (public/private partnership). The contract includes the gradual commissioning of the new lighting starting on the second half of 2019 and the renewal of network infrastructure using LED lighting, i.e. around 100,000 lighting points over the first four years. “Thanks to the new light sources, i.e. the LED, and a dynamic lighting made possible by new technologies, this plan will contribute to ensure a better service to users and to significantly reduce the energy bill with a consumption cut by around 76%” underlines Carlo DI ANTONIO.
