Memorandum Vlaamse En Federale
MEMORANDUM VOOR VLAAMSE EN FEDERALE REGERING INLEIDING De burgemeesters van de 35 gemeenten van Halle-Vilvoorde hebben, samen met de gedeputeerden, op 25 februari 2015 het startschot gegeven aan het ‘Toekomstforum Halle-Vilvoorde’. Toekomstforum stelt zich tot doel om, zonder bevoegdheidsoverdracht, de kwaliteit van het leven voor de 620.000 inwoners van Halle-Vilvoorde te verhogen. Toekomstforum is een overleg- en coördinatieplatform voor de streek. We formuleren in dit memorandum een aantal urgente vragen voor de hogere overheden. We doen een oproep aan alle politieke partijen om de voorstellen op te nemen in hun programma met het oog op het Vlaamse en federale regeerprogramma in de volgende legislatuur. Het memorandum werd op 19 december 2018 voorgelegd aan de burgemeesters van de steden en gemeenten van Halle-Vilvoorde en door hen goedgekeurd. 1. HALLE-VILVOORDE IS EEN CENTRUMREGIO Begin 2018 hebben we het dossier ‘Centrumregio-erkenning voor Vlaamse Rand en Halle’ met geactualiseerde cijfers gepubliceerd (zie bijlage 1). De analyse van de cijfers toont zwart op wit aan dat Vilvoorde, Halle en de brede Vlaamse Rand geconfronteerd worden met (groot)stedelijke problematieken, vaak zelfs sterker dan in andere centrumsteden van Vlaanderen. Momenteel is er slechts een beperkte compensatie voor de steden Vilvoorde en Halle en voor de gemeente Dilbeek. Dat is positief, maar het is niet voldoende om de problematiek, met uitlopers over het hele grondgebied van het arrondissement, aan te pakken. Toekomstforum Halle-Vilvoorde vraagt een erkenning van Halle-Vilvoorde als centrumregio. Deze erkenning zien we als een belangrijk politiek signaal inzake de specifieke positie van Halle-Vilvoorde. De erkenning als centrumregio moet extra financiering aanreiken waarmee de lokale besturen van de brede Vlaamse rand projecten en acties kunnen opzetten die de (groot)stedelijke problematieken aanpakken. -

Observations floristiques inédites de plantes rares ou intéressantes du bassin hydrographique de la Semois (période 1992-1994) Daniel THOEN Fondation Universitaire Luxembourgeoise, Avenue de Longwy, 185, B-6700 Arlon Résumé. — Une prospection fioristique dans le bassin hydrographique de la Semois, notamment des îles, des bras-morts, des noues de la vallée, d'Arlon (Belgique) à Monthermé (France) a permis d'effectuer de nombreuses observations floristiques originales. Sont signalées pour la première (ou la deuxième) fois en Semois, Alisma lanceolatum, Ambrosia artemisiifolia, Arabis hirsuta, Dipsacuspilosus, Elodea nuttal- lii, Eiysimum cheiranthoides, Hydrocharis morsus-ranae, Impatiens glandulifera, Impatiens pmyiflom, Lamium maculatum, Lobelia erinus, Mimulus guttalus, Oenanthe fislulosa, Ornithogalum umbellatum subsp. umbellatum, Phalaris canaiïensis, Plantago arenaria, Sempervivum tectarum, Solarium lycopersi- cum, Solarium villosum subsp. villosum, Solidago canadensis, Spirodella polyrhiza, Vinca major. Des es- pèces que l'on croyait disparues ou en forte régression ont été observées à nouveau: Corrigiola littoralis, Eleocharis acicularis, Leersia oiyzoides. Therefore, they must be basin district interpreted with some caution. E.g. this is the case of data concerning agriculture, population density or Gross Domestic Product. The international river basin district (IRBD) of the Scheldt consists of the river basins of the Scheldt, For simplification in this report, the terms France and the Somme, the Authie, the Canche, the Boulonnais the Netherlands will be used to designate the French (with the rivers Slack, Wimereux and Liane), the Aa, and Dutch part of the Scheldt IRBD respectively. Doctoral Dissertations. 466. https://opencommons.uconn.edu/dissertations/466 Rough and Ready Relief: American Identity, Humanitarian Experience, and the Commission for Relief in Belgium, 1914-1917 Thomas David Westerman, Ph.D. University of Connecticut, 2014 This dissertation examines a group of American men who adopted and adapted notions of American power for humanitarian ends in German-occupied Belgium with the Commission for Relief in Belgium (CRB) during World War I. The CRB, led by Herbert Hoover, controlled the importation of relief goods and provided supervision of the Belgian-led relief distribution. The young, college-educated American men who volunteered for this relief work between 1914 and 1917 constructed an effective and efficient humanitarian space for themselves by drawing not only on the power of their neutral American citizenship, but on their collectively understood American-ness as able, active, yet responsible young men serving abroad, thereby developing an alternative tool—the use of humanitarian aid—for the use and projection of American power in the early twentieth century. Drawing on their letters, diaries, recollections as well as their official reports on their work and the situation in Belgium, this dissertation argues that the early twentieth century formation of what we today understand to be non-state, international humanitarianism was partially established by Americans exercising explicit and implicit national power during the years of American neutrality in World War I.
