This is an interview with James D. Conley, being done on behalf of the Association for Diplomatic Studies and Training, and I am Charles Stuart Kennedy. Jim and I are old friends, having served together back in the sixties in Belgrade. Jim, could you tell me when and where you were born and something about your family? CONLEY: I was born in Chicago, Illinois on October 5, 1928. My family were native Chicagoans. I have three brothers and a sister. We grew up on the north side of Chicago. I attended parochial schools, St. George High School in Evanston. It was a very happy time in my life. Q: What was your father’s background? CONLEY: My father served in the First World War. He did not attend college. He had a great ability with figures. He was one of the youngest commissioned officers in the First World War. In fact, he was commissioned on his birthday. He couldn’t have been younger than that, because he was like the administrative officer of the battalion that he was with. When he came out of the army he wound up as the inside man of a small insurance brokerage agency in Chicago, which later became substantial. He did that the rest of his life.

    VOICES OF FREEDOM – WESTERN INTERFERENCE? 60 YEARS OF RADIO FREE EUROPE IN MUNICH AND PRAGUE Radio Free Europe (RFE) began regular broadcasts from Munich sixty years ago with a news programme by its Czechoslovak department. To mark this anniversary, the Collegium Carolinum (Munich), together with the Czech Centre (Munich), and the Institute for the Study of Totalitarian Regimes (Prague) held the conference Voices of Freedom – Western Interference? 60 Years of Radio Free Europe in Munich and Prague from 28 to 30 April 2011 at Munich’s Ludwig-Maximilian University. The conference revolved around RFE’s role as one of the most political and polarizing of all international radio broadcasters in the Cold War context. What were the station’s goals and how did it go about achieving them? To what extent did RFE contribute to an exchange of information and knowledge between East and West? The station’s political significance and the importance attached to similar international media in current politics and foreign affairs were demonstrated not least by the fact that the conference was held under the auspices of the Bavarian Prime Minister Horst Seehofer and the Czech Foreign Minister Karel Schwarzenberg. This was also clear in the public discussion on the theme of “International Broadcasting Today” at America House with former RFE journalist and current President of Estonia Toomas Hendrik Ilves, US Consul General Conrad R. Tribble, political scientist and media expert Hans J. Kleinsteuber (University of Hamburg), Associate Director of Broadcasting at RFE/RL in Prague, Abbas Djavadi, and Ingo Mannteufel from the Deutsche Welle. In the introductions and contributions of this discussion the tensions between political regard for the station, scholarly insights, and the perspectives of contemporary witnesses that were felt throughout the conference were already apparent.

Securing Xinjiang would turna weakly defended 'back door' to China into a strategic strongpointfrom which Beijing canproject influence into Central Asia. The CCP's strategy is to comprehensively encircle Xinjiang with Han people and institutions, a Han­ dominated economy, and supporting infrastructure emanatingfrom inner China A successful program of Sinicisation would transform Xinjiang from a Turkic-language-speaking, largely Muslim, physically remote, economically under-developed region- one that is vulnerable to separation from the PRC - into one that will be substantially more culturally similar to, and physically connected with, the traditional Han-dominated heartland of inner China. Once achieved, complete Sinicisation would mean Xinjiang would be extremely difficult to separate from China. In Xinjiang, the CCP enacts policies in support of Sinication across all areas of statecraft. This thesis categorises these activities across three dimensions: the economic and demographic dimension, the political and cultural dimension, and the security and international cooperationdimension.

    International Conference on the Upcoming Chinese Leadership Change and its Potential Impact on Uyghurs The East Turkestan Union in Europe is pleased to announce that the international conference on the impact of China's upcoming leadership change in relation to Uyghurs will take place 1st of October 2012, At the Bavarian Parliament Munich, Germany. The conference is organised in collaboration with the Bavarian parliamentary groups of • the Social Democratic Party (SPD) • the Green Party (Bündnis/90 Die Grünen) and supported by the World Uyghur Congress (WUC). The timing of the international conference has particular poignancy as October 1st is the Chinese national holiday, yet mourned by millions as a day when freedom and human rights were lost. At the conference, which will be held at the Bavarian Parliament, the situation of the Uyghur people in East Turkestan after 63 years of the Chinese communist occupation and the impact of the Chinese leadership change will be at the forefront of the agenda. Themes such as improvement of the work of the diaspora Uyghur human rights movement will also be discussed, from which a strengthening of existing strategies and the development of new ones will be discussed. Present at the Conference will be eminent scholars, parliamentarians, international human rights activists and experts on the issues at hand, some of whom have been invited as speakers. In October, it is expected that the 18th National Congress of China will convene in a major leadership change. Current Paramount Leader, Hu Jintao, and China's Premier, Wen Jiabao will have to vacate their positions at the highest echelons of power in China, paving the way for potential reform or hardening current policies – it is depending crucially on who the next leaders will be.
